An Overview of International Students in China
2018年，共有492,185名来华留学生在中国 高等院校学习，来自196个国家和地区，其 中，学历生258,122人，占总数的52.44％。
中国政府奖学金生63,041人，占来华生总数 的12.81％.
2019年，来华留学生的学历生比例达到 54.6%，比2018年提高了2个百分点。
其中，在中国学习的“一带一路”沿线国家 留学生占比达54.1%.
In 2018,there were a total of 492,185 international students from 196 countries and regions studying in Chinese higher education institutions.
The degree students accounts for
52.44% of all the international students.
Meanwhile, Chinese Government
Scholarship Students makes up 12.81%.
In 2019, The degree students accounts for 54.6% of all the international
students. And the international students from “ B & R” countries takes up 54.1%.

The Willingness to Work in China and Talents Demand for International Students 自2016年，教育部留学服务中心成功举办了七届来华留学人才招聘会。
Seven sessions Career Fair for International Students in China have been successfully held by CSCSE since 2016.
招聘会共汇集了300家知名企事业单位，涉及招聘职位达4000余个，吸引了超 过23000名外国留学生
A total of 300 well-known enterprises and institutions and more than 23,000 international students were involved, meanwhile, 4,000 job positions were provided.
每届招聘会，主办方均会面向参加招聘会的留学生和招聘企业就来华留学生的 留华意愿与企业的人才需求开展问卷调查。

共回收有效问卷2920份。
The research group of CSCSE launched a questionnaire survey in May, 2018 and collected valid 2,920 questionnaires totally.

外国留学生来华留学最主要的原因是喜爱 中国文化，想亲身接触，希望学习汉语。
除以上原因外，政府和学校提供奖学金、
为以后留在中国工作做准备、毕业回国后 能有更好的发展、中国经济发展前景好 等，也是留学生来华留学的重要原因。
According to the survey, the Main reasons for international students studying in China include like Chinese culutre , hope to learn Chinese, scholarship, prepare to work in China, better personal development after graduation, sustainable growth of China's economy, etc.

第二十二条：持学习类居留证件的外国人需要在校外勤工助学或者实习的，应当经 所在学校同意后，向公安机关出入境管理机构申请居留证件加注勤工助学或者实习 地点、期限等信息。
Article 22 Where a foreigner holding a residence permit for study intends to
engage in off-campus work-study or internship, he or she shall, upon the approval of the school, apply to the exit and entry administration authority of the public
security organ to have such information as the location and duration of the work- study program or internship placement specified in his or her residence permit.

申请材料(Application Documents)：
1.有效护照或者其他国际旅行证件；(Valid Passport or Other International Travel Document) 2.外国人签证证件申请表（Application Form)
3.有效住宿登记(Valid Accommodation Registration)
4.就读院校出具的参与校外实习证明。(Internship Participation Certificate by University) 5.实习单位出具的证明。（Certificate by Employer)
6.根据具体情况要求提交的其他申请材料(Other Materials)

《外国人来华工作分类标准》（试行）（外专发〔2017〕 40 号）
Foreign talents are classified into 3 types: A,B,C
1.诺贝尔奖获得者(物理、化学、生理或医学、经济学奖)。
2.以下奖项获得者:美国国家科学奖章、美国国家技术创新奖章;法国全国科研中心科 研奖章;英国皇家金质奖章;科普利奖章;图灵奖;菲尔兹奖;沃尔夫数学奖;阿贝尔奖;拉斯 克奖;克拉福德奖;日本国际奖;京都奖;邵逸夫奖；著名建筑奖（见成就标准说明2：国际 著名建筑奖）；著名工业设计奖（见成就标准说明3：国际著名工业设计奖）。
3.各国科学院院士、工程院院士。
4.担任过国际标准化组织(ISO)等国际知名学术机构(见成就标准说明4：国际知名学 术机构和科教类国际组织名单)和科教类国际组织委员、会员、理事。
5.各国国立研究所或国家实验室主任负责人、高级研究员。
6.各国科技计划项目成果负责人、首席科学家或主要成员。
7.担任过国际高水平科技期刊(JCR一、二区)正、副总编和高级会员。

A类（外国高端人才）
2、符合国际公认的专业成就认定标准

8.以第一作者或通讯作者（含同等贡献作者）在国际高水平科技期刊（所在专 业领域《期刊引用报告》JCR一、二区）发表论文3篇。
9.曾任国（境）外高水平大学中层以上管理职务或聘为教授、副教授的。
10.曾任世界500强企业（见成就标准说明5）总部高层管理职位和技术研发主 要成员、二级公司或地区总部副总经理以上管理职位、技术研发负责人。
11.曾在国际著名金融机构（见成就标准说明6）、国际著名会计师事务所（见 成就标准说明7）高层管理职位任职。
12.世界著名音乐、美术、艺术学院校长、副校长及教授及副教授（见成就标 准说明8）。
13.担任世界著名乐团（见成就标准说明9）首席指挥和声部演奏员。
A类（外国高端人才）
2、符合国际公认的专业成就认定标准

14.曾在世界著名歌剧院（见成就标准说明10）或音乐厅（见成就标准说明11）
以个人专场出演的艺术家。
15.曾获著名文学奖（见成就标准说明12）、著名电影、电视、戏剧奖（见成 就标准说明13）、著名音乐奖（见成就标准说明14）、著名广告奖（见成就标准 说明15）中最高级别个人奖项及国际著名艺术比赛（见成就标准说明16）一类比 赛大奖、一等奖或二类比赛大奖个人奖项及曾担任过以上奖项和比赛的评委。
16.奥运会或近两届列入奥运会项目的世界杯、世锦赛及其他重要国际赛事
（见成就标准说明17）进入前八名和亚运会或近两届列入亚运会项目的亚洲杯、
亚锦赛前三名的知名运动员、负责培养的主教练或教练组核心成员。
17. 曾在外国政府机构担任部长级以上领导职务、在著名国际组织或非政府 组织（见成就标准说明18）中担任高级领导职务的。
18.世界及国家级技能大赛获奖者或从事其竞赛项目培训的专业人才；持有国 际通用最高等级职业技能资格证书或我国高级技师职业技能资格证书的高技能人 才。
A类（外国高端人才）
2、符合国际公认的专业成就认定标准

符合外国高端人才（A 类）标准条件可申请R字签证 Visa “R”for (A) Top Talents
外国人在境外申请 R 字签证，由邀请单位向省、自治区、直辖市人民政府外国人工作管理部门（以 下称省级人民政府外国人工作管理部门）提出申请，在线提交申请表、国内单位邀请函件以及符合 R 字签证人才认定标准的相关证明材料。对符合外国高端人才标准条件的，由省级人民政府外国人 工作管理部门在 5 个工作日内在线向国内邀请单位出具《外国高端人才确认函》，并将《外国高端 人才确认函》等信息交换至我国驻申请人所在国（地区）使馆、领馆或者外交部委托的其他驻外机 构，国家外国专家局将前述信息交换至外交部、公安部。

已持其他签证在华的，可凭
《外国人工作许可通知》到出入境 部门申请短期居留许可。短期居留 签发后30日内申请工作许可证。
获得许可证
符合条件、标准 的，决定机构作 出准予行政许可 决定。并于十日 内颁发、送达

具有在北京创新创业意愿的外国留学生，获得毕业证书以后，可以凭中国高校毕业证书申请有效 期不超过5年的私人事务类居留许可（加注“创业”），进行毕业实习及创新创业活动。期间，被有 关单位聘雇的，可以按规定办理工作类居留许可。(Residence permit for private affairs with Remark “创业” as Starting New Business after graduation)
申请材料：
1.提交个人申请或单位申请。（Application by individual or employer) 2.交验本人获得的我国高等院校毕业证书。(Diploma & Degree Certificate)
3.提交政府有关主管部门出具的申请人创新创业相关证明。(Innovation & Startup Certificate) 4.按照公安部对现行外国人申请私人事务类居留许可要求，提交其他基本材料。(Other Materials)

公安部、北京市公安局在海淀区双榆树北里甲22号院增设服务大厅，负责为在中 关村国家自主创新示范区就业和创新创业的外国人，受理、审核涉及20项出入境政 策措施的永久居留、居留许可和签证的申请，发放证件，提供咨询服务。
服务大厅于2016年3月1日正式对外办公。

在国内重点高等院校获得本科以上学历的外国优秀留学生，毕业后在中国从事创新创业 活动的，可凭高校毕业证书和创新创业等证明材料，向公安机关出入境管理部门申办有 效期2至5年的居留许可。期间，被有关单位聘雇的，可以按规定办理工作类居留许
可。
自2016年5月：上海科创中心、福建自贸区、北京中关村国家自主创新示范区、广东 自贸区 自2017年3月：天津、辽宁、浙江、河南、湖北、重庆、四川、陕西自贸区，京津冀 和安徽省、广东省、四川省及沈阳市、武汉市、西安市全面创新改革示范区.
自2017年10月：福建自贸区，珠三角、苏南、杭州国家自主创新示范区和长春新区等 区域。 自2019年7月：在全国范围内推广复制自由贸易试验区出入境便利政策。

自2020年9月28日0时起，允许 持有效中国工作类、私人事务类 和团聚类居留许可的外国人入 境，相关人员无需重新申办签 证。如外国人持有的上述三类居 留许可于2020年3月28日0时后 过期，持有人在来华事由不变的 情况下，可凭过期居留许可和有 关材料向中国驻外使领馆申办相 应签证入境。上述人员需严格遵 守中方防疫管理规定。
Effective from 0 a m., 28 September 2020, foreign nationals holding valid Chinese residence permits for work, personal matters and reunion are
allowed to enter China with no need for applying for new visas. If the above three categories of residence permits held by foreign nationals
expired after 0 a.m., 28 March 2020, the holders may apply for relevant visas by presenting the expired residence permits and relevant materials to the Chinese embassies or consulates on the condition that the purpose of the holders’visit to China remains unchanged. The above-mentioned personnel shall strictly abide by the Chinese
regulations on epidemic prevention and control.
