地域福祉研究としては、コミュニティワークとコミュニティケアの研究を出発点としながら、地域福祉計画に加 えて地域福祉行政へと展開し、近年は地域福祉政策のあり方に言及している。フィールドとしては、都市を中心 にしてきたが、近年では中山間地における地域福祉への関心を高めている。多数の市町村自治体行政や都道府県

(高知、熊本、兵庫、滋賀等)行政の地域福祉推進のアドバイザーを行ってきている。研究委員会の委員として は、2000年の厚生省の「社会的な援護を要する人々に対するあり方に関する検討会」の委員や2007年の全国社会 福祉協議会の「地域の福祉力の向上に関する調査研究委員会」の委員長等を務めた。

Takayuki HIRANO

Professor of Social Welfare in Nihon Fukushi University

히라노 다카유키 교수는 현재 일본복지대학 사회복지학과 교수로, 2008년부터 학장 보좌역도 겸임하고 있다. 그의 주요 관심 연구 분야는 장기간병보험 및 커뮤니티에 기초한 복지 중심의 일본 커뮤니티 케어 시스템 개발 및 향상이다. 지역케어연구추진센터를 통 해 관련 연구 프로젝트를 이끌고 있으며, 현재 비영리단체인 전국커뮤니티 라이프 서포트 센터(CLC)의 이사회 회원으로, 주로 커뮤 니티 케어 향상과 재해 재활 프로그램에 대해 학계 조언을 담당하고 있다. 특히, 그는 수많은 일본 지역단체의 커뮤니티 케어 실습 향상에 적극 참여하고 있어, 최소 4개 자치단체(고치현, 구마모토현, 효고현, 시가현)의 고문으로도 활동하고 있다.

Takayuki HIRANO is professor of Social Welfare at Nihon Fukushi University and since 2008 has been serving as Assistant President of the University. His main research interest lies in the development and promotion of community care system in Japan focusing on long-term care insurance and community-based welfare, and leads relevant research projects through the University's Research Promotion Center of Community Care of which he is the director. Currently Hirano is on the board of directors of a non-profit Community Life Support Center (CLC) and extends academic advice, in particular, on community care promotion and disaster rehabilitation programs.

Professionally, he has been actively involved in the improvement of community care practices in the numerous number of Japanese local authorities and assigned as adviser to at least four prefectural governments (Kochi, Kumamoto, Hyogo and Shiga).
