Open Bid Invitation - Webinar Series on

ROK-US Cooperation on Technology and Security

1. Description: A successful bidder will take charge of organizing a series of webinars on the topic of technology and security cooperation between the Republic of Korea and the United States.

※ A successful webinar series will draw from a rich group of U.S., Korean, or third-country subject matter experts to enable constructive and informed discussions on each of the chosen sub-topics. It will also propose and execute specific plans to enable speakers, panelists, and members of the audience to engage in active interpersonal networking in order to contribute to the vibrant community of experts and informed observers working on the relevant issues.

※ This is an open bid invitation conducted through negotiation in accordance with Article 43 of the

*Enforcement Decree of the Act on Contracts to Which the State Is a Party of the Republic of Korea.

2. Qualification

 Hawaii-based research institution which meets basic eligibility criteria for bid participation (refer to

*Decree Article 12) and successfully follows the procedures set out below.

 Hawaii-based research institution/think tank capable of organizing an online event and conducting research on modern technological issues and potential avenues for intergovernmental cooperation. Topics may include, but are not limited to: Robotics and drones, artificial intelligence, cybersecurity, wireless networks (5G/6G), semiconductors, biosecurity, and other recent developments in defense technology.

3. Registration Due: Monday, Feb. 28, 2022

 Registration Form (Attached)

 Project Plan Proposal (Maximum 10 pages) that includes:

 theme and program of the webinar series

 list of speakers and panelists

 outreach plan

 plan for follow-up report

 tentative budget breakdown

 Brief Portfolio (Information of research capability and past performances)

4. Bidding Result will be notified individually on or after Monday, Mar. 7, 2022, via email or phone call.

5. Expected Contract Budget: approximately USD 60,000

6. Contract Schedule:

 Contract Signing: within one week from announcement of bidding result

※ If the successful bidder does NOT wish to continue the contract, it is required that the bid deposit (5% of EIR, waived at registration) be paid to the Consulate General (*Decree Article 37, 38).

 Start and End Date of the Project (expected): May 1st ~ December 30th, 2022.

7. Grounds for Invalid Bids:

 Applicants who do not meet the stated qualifications will not be considered.

 Applications with insufficient, forged, or counterfeit documents will not be considered.

8. Procedural Remarks:

 The Korean Consulate General in Honolulu promotes transparency and fairness in contracts (*Decree Article5-2), and a successful bidder must sign ‘Pledge to Implement Integrity Pact’ and

‘Confidentiality Agreement’.

 The Korean Consulate General in Honolulu may request bidding deposit and contract deposit according to the *Decree Articles 37 and 50.

 Any conflict regarding the wordings used in the procedure will be adjudicated by following the interpretation made by the Consulate General.
