캄보디아 왕국에서 기업, 기관, 카지노에 종사하는 외국인과 투자 또는 기업활동 을 하는 외국인에 대한 노동허가(워크퍼밋) 및 취업카드 작성 의무에 관한 통지문
내무부 이민청 및 노동직업훈련부의 노동국은 이민법, 노동법, 공문 123호(Letter, 2018.1.26.)와 캄보디아에서의 외국인 근로자 점검 강화에 대한 내무부·노동직업훈 련부 합동 포고문 719호(Prakas, 2018.2.19.)의 의무를 적용받는 외국인을 고용하 고 있는 기업 및 기관의 소유주 또는 대표와 투자나 사업활동을 하는 모든 외국인 들에게 2017년 말까지 일부 기업, 기관의 소유주 또는 대표와 투자나 사업활동을 하는 외국인들이 노동허가와 취업카드 발급 의무를 준수하지 않고 외국인 근로자 를 채용하고 있음을 알려 드립니다.
이와 관련하여, 2017년도 노동허가와 취업카드 발급 의무를 준수하지 않은 기업/
기관, 건설현장, 카지노, 유흥업소, 영세사업, 온라인 영업, 노점상과 기타 상행위 소유주 또는 대표 및 투자나 사업활동을 하는 외국인은 이 통지문을 수령한 날로 부터 30일 이내에 노동허가와 취업카드 발급 세금 납부 절차를 즉시 준수해야합 니다.
외국인 근로자 합동점검반은 기업/기관, 건설현장, 카지노, 유흥업소, 영세사업, 온라인 영업, 노점상과 기타 상행위 소유주 또는 대표 및 투자나 사업활동을 하는 외국인을 방문을 점검하며, 위의 내용을 준수하지 않은 외국인과 불법 고용을 여 전히 숨기는 기업/기관 등에 대해 이민청과 노동국은 노동법 제16장의 규정과 이 민법 규정에 따라 벌금과 벌칙을 부과합니다.

Notification On
Obligation to make work permit and employment card for foreigner of Owner of Enterprise, institutions, casinos and Foreigners who come to invest or operate business
activities in the Kingdom of Cambodia.
The General Department of the Immigration of the Ministry of Interior and the General Department of Labor of the Ministry of Labor and Vocational Training would like to inform to the owner or director of enterprises/institutions and all foreigners who come to invest or operate any business activities in the Kingdom of Cambodia who are employing foreign workforce and all foreigners who have an obligation to implement the law on immigration, law on labor, letter No. 123
.
dated January 26, 2018 and Inter- and Inter-Ministerial PRAKAS No. 719 dated February 19, 2018 of Ministry of Interior and Ministry of Labor and Vocational Training on strengthening foreign labor inspection in the Kingdom of Cambodia to know that so far some owners or directors of the enterprises, institutions and foreigners who come to invest or operate any business activities in the Kingdom of Cambodia who have failed to fulfill the obligation and continue to evade to employ foreign manpower without fulfill the obligation of issuance work permit or employment card to all foreigners by the end of year 2017.In this regard, the owner or director of enterprises/institutions, construction site, casino, entertainment club, sub-business, online business, night time business, floating business or other businesses and foreigners who come to invest or carry out any occupation in the Kingdom of Cambodia who are employing foreign workers and foreigners who have failed to fulfill the obligation of making a work permit and employment card for 2017 must immediately fulfill the formalities of paying tax of work permit and employment card within 30 days after receiving this notification.
The Joint Foreign Labor Inspection Team will conduct a visit to inspect enterprises, establishments, construction site, casino, entertainment club, sub-business, online business, night time business, floating business, or other businesses activities and foreigners who come to invest or carry out any occupation in the Kingdom of Cambodia who still continue to avoid and hide foreign workers to employ illegally and foreigners who have failed to comply with the above content. The General Department of Immigration and General Department of Labour will impose a fine and punishment in accordance with the provisions of Chapter 16 of the Labour Law and the provisions of the Law on Immigration.
The General Department of Immigration and General Department of Labour strongly hope that all owners or directors of enterprises/establishments who employ foreign workers and foreigners who carry out any occupation in the Kingdom of Cambodia will participate to implement this Notification in a highly responsible manner.
