Neighborhood Impact

The number of vacant houses is increasing, and due to changes in socioeconomic conditions such as population decline, aging population, and imbalance in regional growth, the trend of increase is expected to accelerate.
Empty houses may adversely affect the security and residential environment of the neighborhood, which may cause physical and monetary damage. According to the site survey, problems such as the collapse of old empty houses, the risk of falling structures of empty houses, and odor and noise damage caused by garbage accumulation in empty houses, bugs, or animal forms worsen the quality of life in the neighborhood.
In addition, empty houses may reduce the efficient of housing and land utse and cause local slumming. Even when other conditions are the same, empty houses reduce the price of surrounding houses by 10%. The spatial autocorrelation of the distribution of empty houses is very high. In addition, as

the number of vacant houses within a 100-meter radius increased, the probability of a non-empty house turning into an empty house increased. This shows the potential for contagion and spread of empty houses.
The fact that empty houses cause damage to neighbors and that empty houses cause inefficiency in housing and land use shows that policy management of empty houses is necessary. Because empty houses cause external effects, owners of empty houses have no inducement to resolve empty houses on their own. In addition to the characteristics of houses, the owner's choice and behavior were found to have a major impact on the occurrence of empty houses. In areas that are likely to be redeveloped, owners continued to leave empty houses unattended without leasing them to gain capital gains, despite the demand for rent.
Considering the behavioral characteristics of the owner, more strong policy intervention is required to correct the external effects of empty houses. In response to this policy demand, the Special Act on the Maintenance of Empty Houses and Small Houses (hereinafter referred to as the "Empty House Act") was enacted in 2017 in Korea to provide a legal basis for the management of empty houses. But there are still limitations in management of empty houses.
This is because there is still a lack of effectiveness in management measures, and there is a lack of specific consideration for the type of vacant houses or methods of management.
Therefore, It is very important to diversify the tools that governments or the public can intervene to manage vacant houses. In particular, policy measures should be developed to take into account the behavior and motivation of empty house owners, including financial incentives and penalties. However, it is necessary to consider the harmony of public interest and private interests to prevent excessive infringement of property rights when making policies.
