ON THE OCCASION OF THE PROVISION OF

AGRICULTURAL MACHINERY FOR THE PROJECT OF MECHANIZED COMPLEX DEVELOPMENT FOR IRRIGATED RICE CULTIVATION OF CENTRE REGION

- Distinguished Guests, - Ladies and Gentlemen,

On the behalf of the Korean Government, I am very delighted and honored to be here with you today on the occasion of providing equipment for the Mechanized Complex Development Project for Irrigated Rice Cultivation of the Centre Region in Cameroon. This occasion offers us the opportunity to celebrate the active cooperation between our two countries.

Korea was one of the poorest countries in the 1960s, having nationwide hunger due to the severe lack of food supply. To overcome the situation, the Korean Government facilitated a grassroots rural development campaign called ‘Saemauel Movement’ which can be translated as “New Village Movement”. This campaign was designed to improve condition of rural infrastructure and farming productivity. As a result of this successful movement, we could lay a foundation for economic development.

The Korean Government has decided to share its development experiences in agricultural sector with Cameroon considering our greater importance on relations with the country. This project for mechanized complex development for irrigated rice cultivation is one of the examples to express

Korea’s willingness to contribute to agriculture revolution of Cameroon.

This project aims at alleviating poverty and generating income in the rural area through the increase of rice productivity and developing mechanized rice farming model, supporting the new second-generation agricultural policy championed by the President of the Republic of Cameroon, H.E. Paul Biya, in order to enable Cameroon to become an emerging country by 2035.

- Excellencies, Distinguished Guests, Ladies and Gentlemen,

This project will be implemented up to December 2013 including the construction of infra facilities necessary for farming, dispatch of experts, construction of buildings and invitational capacity building training programs in Korea. Our government sincerely hopes that this model will successfully be established in this region and will be expanded widely to other regions as was the case in Korea, so that the Cameroonian people can escape from prolonged dependency on rice imports and shortages in food.

Cameroon has potentials in its labour force and fertile soils to produce rice for not only local consumption but also for exportations. I hope that this cooperation between Korea and Cameroon will therefore lead to a future where Cameroon will valorize these potentials.

Another agricultural project titled ‘The Korea-Africa Food and Agricultural Cooperation Initiative’ (KAFACI) will be implemented in Cameroon very soon. Through the KAFACI project, the Korean Government will develop a new rice seed optimized for Cameroon’s environment and this seed will further improve food security in rice in Cameroon. Also, the produced seeds

will be spread and cultivated in the Mechanized Complex project. We expect a synergy effect combining Mechanized farming and breeding of new seeds while hoping that these harmonized projects will significantly maximize the impact of each project.

This is the beginning of agricultural revolution in Cameroon. Agriculture is not an industry of the past but that of the future. New developments in medicine and biotechnology can be done thanks to this industry.

I declare that the agricultural revolution in Cameroon starts from here and it is now!
