Driven by co-creation principles both in its governance and activities its combines well bottom-up and topdown initiatives focused
on community hubs. The jury gives this project a special commendation given how its orchestrates design, community hubs,governance and activities.
The City of Torino has been developing a revolutionary policy fi nalized to support social innovative projects and to face the current and
complex social challenges : a step forward encouraging a transition from a welfare state approach to a welfare community model. The challenge is to respond to local needs through a “collaborative governance”
approach, characterized by a dynamic role of the local actors and citizens in co-design and comanagement of public services, generating positive eff ects in economic and social terms.
The whole strategy of the City of Torino is summarized by Torino Social Impact, which brought together local stakeholders, co-designed collaborative services and analyzed new legal /contractual solutions that can enable the promotion of new forms of public-private partnership.
Citizenship, the associative environment, the entrepreneurial and creative ecosystem, together with the third sector become themselves civic actors that—along with the Public Administration acting as an enabling force rather than a supplier—design, develop and manage activities producing a high social impact, which is fundamental in guaranteeing adequate levels of welfare, thus taking up the challenge of transforming needs into opportunities.
In this regard an example of collaborative governance is represented for example by the “Network of Neighbourhood Houses”
(Case del Quartiere), spaces for public use requalifi ed during the
‘90s thanks to the collaboration between public institutions, banking foundations, social enterprises, associations and citizens, by Torino Social Factory aiming at supporting welfare communities projects in blighted urban areas, Co-city promoting new forms of commons based urban welfare.

심사평 — 물 부족이라는 세계적인 문제에 혁신적인 품질 및 기술적 해결책을 제시함으로써 흥미로운 주제 전달로 관심을 끈다
.에어로 센 강은 도시 공간의 온도상승문제를 다룬다. 불침투성 표면이 많고 초목이 없는 고밀도 도시는 점점 더 많은 열섬 효과를 마주하게 된다. 예를 들어, 파리의 일일 중위온도는 이미 나머지 지역까지 약 2 – 3°C이다. 여름에는 최대 10°C까지 갈 수 있다.
그러므로 파리는 그 문제에 효과적으로 대응해볼 수 있는 특이성을 가지고 있다. 19세기에 파리는 마실 수 없는 물로 공공 정원에 물을 주고 거리를 청소하는 데 사용하는 네트워크를 구축했다. 이 시스템은 주요 하천인 세느 강에서 물을 끌어온다. 그런 다음 세 개의 수처리시설로 끌어와
화학적으로 처리하지 않고 단지 여과시킨다. 이수처리 시스템이 흥미로운 점은 식수보다 저렴하고 에너지 소비가 적다는 것이다.
에어로 센 강은 다공성 재질을 이용한 물의 증발을 통해 주변 공기를 식히는 공공 장소의 냉각지점이다. 높은 열이나 폭염이 발생하면 환경미화원이 장치의 밸브를 열 수 있다. 밸브가 열리면, 물이 작은 탱크를 채우고 그리드를 통과하게 되고, 물이 다공성 표면에 퍼지고 증발하면서 주변 공기를 냉각시킨다.
에어로 센 강은 2019년 7월 파리 20지구의 블랜차드 스트리트 재설계의 일환으로 실행되었다. 최종 도로공사는 내구성이 있고 깨끗한 노면, 도로 표시, 놀이터, 분수대, 나무와 잔디밭을 포함해 2020년에 완공될 것이다.
목표는 다음과 같다. 세느강 유역의 지역 자원으로 여름과 폭염온도 감소, 어린이와 주민들이 뛰어놀고, 토론하고, 만남을 가질 수 있는 거리를 설계, 파리에서 마실 수 있는 물을 대신하여 마실 수 없는 물의 새로운 용도 개발 등이다.
