재무회계 규칙 도입에 대한 제언

공-사립 기관이나 구체적인 서비스 유형과 상관없이 정부의 보조금 지원이 투입되는 기관에 대한 투명한 재무회계 규칙의 도입은 세계적인 추세이자 공공 예산 사용에 대한 당연한 관리체계이다. 또한 취학전 영유아 교육‧보육에 대한 국가 책무성의 확대로 사립 기관에 의해 제공되는 교육‧보육 서비스와 프로그 램에 대해서도 국가수준의 일관된 규칙과 기준을 적용하고, 이에 대한 행·재정 적인 관리감독의 수행은 보편적인 추세이다. 다만 각 국의 이를 적용하는 과정 에서 해당 국가가 갖는 정책적 맥락에 맞는 단계적 도입과 상호 협의의 전략을 적용하였음에 유의할 필요가 있다. 가야할 방향성에 대해 동의하고, 이를 어떻 게 적용할 것인가에 대한 상호 협의가 구체적으로 이루어질 필요가 있겠다. 이 와 더불어 고려할 수 있는 방안들을 제시하면 다음과 같다.

첫째, 재무회계 규칙의 효율적인 현장에서의 운용과 안착을 위해 비용지원체계 와 연동된 적용이 필요하다. 비용지원체계의 변화 없이 재무회계만의 도입으로 투명성과 공공성을 제고하려는 접근에는 무리가 있을 수 있으므로, 재무회계 규 칙의 적용에 따른 정부 보조금 지급의 기준을 달리하는 방안 마련하도록 한다.

현재 우리나라의 사립기관의 운영 특성 내에서도 다양성과 편차가 존재한다.

일정시점부터 모든 사립기관을 대상으로 동일한 재무회계 규칙을 적용하기보다, 우선적으로 강화된 재무회계 규칙을 적용할 수 있는 사립기관 범주를 파악하여 이 기관들에 대한 변화된 지원체계(예: 인센티브 지원 전략)와 질 관리 전략을 적용하여, 재무회계 규칙을 적용한 기관이 비용지원 체계가 다르고 이로써 효율 적인 질 관리로 인해 보다 양질의 서비스를 제공하는 기관이 될 수 있도록 하 는 지원과 규제 양자의 전략이 필요하다. 사립기관을 공공성을 띤 기관으로 공 적 범주로 확장하는 공공형 전략과 함께 추진 가능하다.

재무회계 규칙의 적용을 거부하는 기관에 대한 패널티 부여 보다는 상기한 인센티브와 질 관리의 긍정적 결과를 수혜하지 못하도록 하는 인센티스 전략을 통해, 비용지원과 규제 및 관리감독을 받는 사립기관 내에서도 다양한 수준의 지원과 재무회계 규칙의 적용이 가능하도록 정책 집행의 비계를 설정하도록 한 다. 끝으로 우리나라의 ECEC 비용지원체계가 부모 대상과 기관 대상에서 어떠 한 정책적 우위와 지향을 갖는지 기본이 되는 방향성에 대해 검토할 필요가 있다.
