o 정치성을 배제시키기 위해 도입된 현 교육감 선출제도는 오히려 정치의 극단화 현상을 부추기고 있으며 이에 대한 시정이 시급
교육감은 현장 교육정책에 절대적 영향력을 미치며 미래세대의 가치관 성립에 주요 변수로 작용
진보나 보수라는 정치성을 완전히 배제시키기 어려우나 기본적으로 중립 성을 보장하지 않는 선출제도로 인한 극단적 편향성은 교육정책의 정상 화를 막는 방해 요소
미래세대가 갖는 정치적 중립성과 다양함을 보장하기 위해서라도 현 선 출제도의 개선안이 시급하며 민의를 반영할 수 있는 선출제도에 대한 사 회적 합의가 필요

-o 교육감 선출제도로 직선제를 유지한다면 예비선거와 같은 공천제도를 도 입해 교육감 후보자의 자질에 대한 검증이 필요
교육감 후보와 정당과의 관계를 막고 있는 현 직선제하에서는 당선자의 정치적 편향성에 대한 우려감은 항상 존재할 수밖에 없으며 예비선거의 도입으로 어느 정도의 중립성 강화가 가능
예비선거를 포함한 공천제도의 도입은 민의를 완벽히 반영할 수 있는, 즉 중위투표자 성향에 따르는 결과를 도출하는데 부족하지만 적어도 편향성 을 제한할 수 있는 제도
또한 후보의 자질에 대한 사전적 검토를 통해 유권자는 적어도 1차적 검 증을 받은 후보 중 선택할 수 있는 정보의 비대칭 문제를 해결하는 방안
