COVID-19 has changed many aspects of our lives. Getting masks and sanitizers and avoiding gatherings and dining out have become common, and the opening of schools has been postponed several times. Most public facilities were closed and all large festivals and events were cancelled. The frequent use of the international airport and seaport in Incheon by both Koreans and foreigners caused great concern over the spread of infectious diseases in Incheon. However, administrative agencies and citizens cooperated with each other full and together, we are beating the global crisis. As a result, Incheon remains the ‘city with the smallest COVID-19 incidence rate per 100,000 people’.

“Ring, ring!” It’s one o’clock in the morning, The phone rings. A call just past midnight usually means emergency, rather than being a bearer of good news.

Another confirmed case as expected.

The battle against time began. They urgently transfer the confirmed case to the hospital, take test samples from the family, and disinfect the house, all at the same time. Also, a field epidemiologist traces the places the patient visited and people the patient contacted. Even in the middle of the night, they disinfect the patient's travel path track down and take samples from the people the patient contacted and advise them to quarantine themselves. All these urgent actions take place within 24 hours in Incheon.

Incheon is a gateway city with both an airport and seaport. It is always exposed to the danger of infectious diseases. However, all administrative agencies and citizens are overcoming the crisis through cooperation. First, Incheon formed an ironclad 24-hour defense system with the relevant agencies, including the Incheon Metropolitan Office of Education, Incheon Fire Department, Airport and Port Authorities, and medical institutions within the region. Incheon also has continuously intensified its treatment capabilities and is expanding quarantined wards, and designated the Incheon Medical Center and others as hospitals dedicated to infectious disease treatment to be prepared for massive increase of patients. In particular, three hospitals designated by the federal government to operate hospitalized treatment beds such as Incheon Medical Center, Gacheon University Gil Medical Center, and Inha University Hospital were instructed to concentrate on

“The number of confirmed cases is increasing in the capital area now. Responding quickly is more important than anything else because delaying by even a day can result in additional contacts.” The Head of the Health Care Policy Division explains that Incheon remains the

‘city with the smallest COVID-19 incidence rate per 100,000 people’ and the secret to this is the One Day System that established a hot line at each public health center and handled the entire process from hospitalization management of the confirmed case to sample collection, disinfection and contact management within 24 hours. “We disclose related information quickly and transparently to prevent citizens from panicking. We are doing all we can to contain the spread of COVID-19 in our community.”

treating confirmed cases rather than operating as a screening center. The drive-through screening inspection center, which carries out quick screening without the risk of infection, is operated in their places. Disinfection measures at the airport and Incheon Port were heavily intensified. All passengers must undergo a quarantine process that measures body heat and fill out a health condition questionnaire to prevent the inflow of viruses in the quarantine stage.

Passengers showing any symptom are quarantined immediately. Also, Incheon operates community treatment centers, which are treatment and quarantine facilities for mild COVID-19 cases, as an increasing number of overseas Koreans are coming to Korea. In addition, Incheon has continuously disinfected public facilities and completed the inspection and disinfection of hospitals for children, senior citizens, and disabled persons, as well as rehabilitation hospitals.

Civic consciousness is quite important in containing the spread of COVID-19 apart from Incheon’s multilateral response system. Fortunately, the citizens of Incheon are setting a good example by strictly observing precautions. A cultural heritage commentator, the third confirmed case in Incheon, refrained from using public transportation, wore a mask even inside the house, and kept a thorough journal. As a result, all of the commentator’s contacts tested negative, thereby setting a great example for the nation. Also, a citizen, who tested positive for COVID-19 and was placed under self-quarantine in Seo-gu, walked down the stairs from the 23rd floor of the apartment building only to take the ambulance that was dispatched from the public health center to minimize the number of contacts.

Incheon emphasized that non- pharmacologic intervention such as

‘social distancing’, ‘wearing a mask’, and ‘washing hands’ is crucial and

encouraged all citizens to participate.

Incheon has especially implemented various measures such as temporarily closure of public facilities, measures following the deferred opening of schools and inspection of the social environment of adolescents, and instructing its citizens to refrain from going out, holding meetings (events), and visiting patients to prevent community infection. Incheon is also doubling assurance in protecting senior citizens who are vulnerable to infection and the disabled through various measures such as the assignment of public officials exclusively to

communal living facilities such as nursing homes, total inspection of call centers, assignment of public official exclusively to self-quarantiners, and offering masks to the alienated class. “From now until the opening of schools, we are in a critical phase. Please practice ‘social distancing’, knowing that COVID-19 is still prevailing and that we should not let our guard down.”

Citizens of Incheon are avoiding sitting face-to-face during mealtime as a part of social distancing.

K O r E a N I N t E r VIEW ON C O r ON a 19

Anxiety is rising with the globe being overshadowed by the threat of COVID-19.

However, there are heroes in the field who stepped forward to fight the virus.

We met with the heroes of COVID-19.

we w ndered ?

The drive-through screening inspection center that quickly tests suspected cases has become a hot topic all around the world. Drive-through screening inspection can collect samples in just 10 minutes unlike ordinary screening centers that take 30 minutes or longer for each person.

The person who proposed this drive-through system is Kim Jin-yong, Head of the Infectious Diseases Department of Incheon Medical Center. He also treated the first confirmed COVID-19 case in Korea.

Kim picked up an idea from overseas research, which dealt with methods for mass testing during influenza pandemic or biological terrorist attacks, and proposed the installation of a screening center in the field to increase the speed of examination and treatment while keeping both the medical staff and patients safe. “Inside a building, we could not shorten the testing rate due to ventilation intervals. However, we have natural ventilation outside that could increase the number of tests. The advantage of the drive-through system is that we can test many people without contamination in a short period of time. We can also ensure the safety of the medical staff.”

Everyone wants to avoid where the confirmed cases had been, but there are others who rush to where the confirmed cases are. Field epidemiologists check the travel path of the confirmed cases and the people they contacted and they promptly make necessary decisions to prevent additional infection.

Jang Hanaram works on the front line of the battle against COVID-19 in Incheon by monitoring possible outbreaks and promptly conducting epidemiological investigation in the early stage to identify the travel path of confirmed cases while analyzing the cause and characteristics of the disease to contain the spread of infection and establish quarantine measures. “The guidebook for epidemiological investigation is so huge that we made a compact version for Incheon regarding epidemiological investigations and interviews with confirmed cases so that the public health center staff or dedicated manpower can quickly and easily identify the travel path of the confirmed cases.”

When there is a confirmed case, Jang determines

fIrst proposed ‘drIve-tHrougH screenIng InspectIon center’ InvestIgatIng ‘traffIc lIne of confIrmed case’

and estaBlIsHIng preventIve measures agaInst epIdemIcs

The Drive-Through Screening Inspection Center conducts COVID-19 tests in the order of Entrance, Registration, Questionnaire & Examination, Sample Collection, Instructions after Tests, and Exit.

During the process, the testee remains in his or her vehicle, communicates with the medical staff mostly by mobile phone to minimize contact. The car’s ventilation system must also be set to indoor circulation. The entire process ends in about 10 minutes.

Kim emphasized that non-pharmaceutical intervention is the most important measure for containing the spread of the highly infectious COVID-19 while fast testing is also crucial. “We are at a critical phase. Policy makers and the entire nation should unite in preventing the rapid spread of the disease by practicing non-pharmaceutical intervention. If COVID-19 spreads quickly, we can enter a state of complete panic where non- pharmaceutical intervention would have little effect on controlling the pandemic. We should be ready to make a bold move against the worst scenario at all times.”

the basic travel path by interviewing the patient in depth. The most important thing is when the patient left the house and when he or she returned. The interview begins with this information, and Jang puts the puzzle together to complete the travel path based on other information such as CCTVs, credit card payment, mobile phone GPS history.

“It is our job to fill in the gaps between memory and information. When the patients say they don’t remember where they were, I tell them to look up their mobile phone first. The messages they checked and whom they called or chatted with help patients remember more. Filling in the gaps based on those data is the knowhow.”

Jang explained that patients were reluctant to talk about where they visited, thinking that it is their privacy, but now the confirmed cases are willing to fully cooperate with the epidemiological investigation. He hopes that citizens do not develop a phobia toward the areas included in the travel path as they are already disinfected and safe.

IN t E r VIEW WI t H F O r EI g NE r S IN rE lat ION t O COVID-19 CO VID-19 is pr obably a bigger concern for for eigners living outside fr om their home country . Ho we ver , Claude Dr olet says he is safer in Incheon. Let ’s hear his thoughts about ho w Incheon is handling C OVID-19.

’m in

ncheon.

’m safe.

Q. You must have panicked when COVID-19 broke out.

Sure. I’m living outside my home country (Canada) and I was so concerned that I even thought about going back to Canada. It wasn’t just me, but the same for other foreigners here. Every one was scared and confused. No one knew what to do. But I feel I’m safer here in Incheon than Canada after seeing how aggressively Incheon responded to COVID-19.

Q. areyousatisfiedwithIncheon’scurrentresponseto

COVID-19?

Yes, of course. I find that Incheon shares COVID-19 related information very quickly. I would have not received such information at this rate if I was in Canada. The population is huge and the mobile internet is not as fast as Korea. But in Korea, even foreigners can receive real- time information about COVID-19 and cope with it based on the information, and stay safer that way. One of my friends is American. His family called him not long ago and said, ‘Come back home. You’re in danger.’ But he said,

‘No, I’m safer here so don’t worry.’

Q. We heard that you are also helping foreigners in Incheon in relation to COVID-19. Tell us about it.

Incheon is currently making announcements and sending text messages about COVID-19, but they are not available in English. Many foreigners are not fluent in Korean so I translate it into English with a help of my wife (Korean) and send it to friends, who in turn, send it to their friends.

It’s not a lot, but I hope it helps foreigners living here in Korea.

Q. Do you have anything to say to Incheon in relation to COVID-19 for foreigners living in Incheon?

I hope it becomes easier to get masks. Most of my friends and I couldn’t get our hands on public masks. It’s difficult to be in time to purchase the mask because we are bounded by personal businesses, and it’s difficult to find a drug store where I can get it. So, if it is possible, I hope I can get masks at the convenience stores inside G-Tower or Incheon Global Campus where there are many foreigners.

Then it would be easier for foreigners to buy masks.

My friend, who is also British and was here as an exchange student, returned in February upon her family’s recommendation. But now the number of confirmed cases is increasing exponentially in England and even the Prime Minister is infected. Incheon’s prompt response, real-time information sharing, and great efforts of the medical staff made me, staying in Incheon, safer.

Daniel Richard / Australia

I was quite concerned seeing COVID-19 spreading worldwide. I felt more anxious because I lived close to Incheon International Airport. I couldn’t easily decide whether I should return or stay, but I stayed, feeling safer here after learning about the various quarantine efforts and policies of Incheon including alert messages, and operation of buses to transport passengers from overseas. Thank you for your great work to contain the spread of COVID-19.

Keep up the good work.

expected to create synergy wItH IncHeon gloBal campus Stanford University in California, USA and Incheon Global Campus (IGC) signed an agreement on the residence and support for the establishment of a research center. On December 4 of last year, IFEZA and Stanford University confirmed the establishment of SCIGC (Stanford research center at the Incheon Global Campus) through an agreement with the goal of opening by the second half of 2020.

Stanford University’s staff members and researchers of College of Engineering, Civil and Environmental Engineering Department, Medical School, Design Research Center, Stanford Center for Professional Development (SCPD), and the Office of International Relations also joined the agreement.

SCIGC will be established inside IGC in Songdo International City and it will lead research in various fields including smart city technology, urban environment, finance and economy, and smart city integration and propagation. Domestic universities and related organizations will be actively involved in the exchange through joint projects.

With the opening of SCIGC, collaborative works through joint researches on smart city technologies are expected to be conducted between renowned universities of Korea such as Yonsei University, Seoul National University, Korea University, and KAIST and companies.

Also, the industrial competitiveness of Songdo International City is expected to be upgraded through the integration of Korea’s advanced information and communication technology (ICT) and the city’s smart city infrastructure.

Five foreign universities including SUNY Korea have already been operating in Songdo, Incheon and the opening of SCIGC is expected to strengthen the innovative education system of IGC further. Also, industry-academy-research institute collaboration is expected to contribute enormously to the expansion of international research infrastructure. Ahn Seong-il, Head of the Free Economic Zone Planning Office of the Ministry of Trade, Industry, and Energy, said,

“We hope that the establishment of SCIGC spurs joint research with related research institutes and companies and that the outcomes are reflected in the development of smart cities in each region currently being promoted.” Lee Won-jae, Commissioner of IFEZA, stated,

“Stanford University’s research center served as the foundation for industry-academy cooperation at Silicon Valley. The establishment of SCIGC in Korea is quite meaningful. I hope it also boosts regional development and promotes cooperation between industry-academy- research institutes in Incheon.”

With the establishment of foreign universities and research centers at Incheon Global Campus, Incheon is growing into the true global educational hub of Northeast Asia. The recent opening of the Smart City Research Center affiliated with Stanford University has brought Incheon a step closer to realizing the dream of global education, which will be accomplished with the urban development of Incheon.

University Global Campus. These universities are producing excellent human resources every year, individually and through synergy.

The greatest advantage is that the students can complete their degrees with the same curriculum as offered at the home campus at a much lower cost compared to studying abroad. Also, they can form a broader community through the faculty members from the home campus, exchange program operated according to the school schedule, internships, and various club activities.

This distinguished competitiveness of Incheon Global Campus in such aspects continuously attracts international students.

In addition, IGC international students and professors, school staff, and institutions within the global campus are having a positive effect on the local economy. It turned out that they also

uplift Incheon’s brand value and have a significant economic impact on investment promotion through the improvement of settlement conditions within IFEZ and for job creation. As it decreases the deficit from tuition paid overseas as domestic tuition is much less than expenses paid while studying abroad, and with the tuition and living expenses spent by international students coming to Incheon Global Campus, it seems to have a relatively high economic effect.

Students of Incheon Global Campus increased sharply up to 2,800 for the fall semester of 2019.

Since SUNY Korea turned out its first graduates in 2017, the five universities graduates sophisticated human resources every year. Their graduates have been displaying their global talent as a part of large and global corporations, international organizations such as the UN, and researching at prominent graduate schools overseas.

Air Quality Improvement Goals Four Requirements for Clear Incheon

On March 2, Incheon announced the particulate matter reduction goal for 2020 and the Comprehensive Air Quality Improvement Plan to achieve the goal, which is a 181.4 billion won plan that will implement a seasonal management system, designate particulate matter intensive management areas, implement vehicle emission reduction projects, and manage workplaces that discharge particulate matters.

F

or the first phase of the project for workplaces that emit particulate matter, Incheon decided to initiate environmental improvement more rigorously, centering on reducing emissions from airplanes, ships, and equipment at ports. As for subsidizing small workplaces to install mitigation equipment, Incheon doubled the budget compared to the previous year to provide intense support for SMBs that recently have experienced difficulties in management due to the ‘COVID-19’ pandemic. In addition, Incheon will quintuple support for installing domestic low-NOx boilers compared to the previous year.

T

o improve the issue of particulate matter, Incheon will thoroughly implement the seasonal management system, such as reducing the intensity of high-concentration particulate matter by operating an intense particulate matter management system on selected roads, expanding shelter, and operating an illegal emission monitoring team for particulate matter emission sources. Incheon will also choose two intense particulate matter management areas in areas crowded with vulnerable social groups, such as social welfare facilities and facilities for children and the elderly among the areas where large amounts of particulate matter are generated before the end of March and provide a safe living environment to reduce particulate matter and protect vulnerable social groups.

T

o reduce emissions caused by operating vehicles, Incheon is planning to promote low-pollution projects for 54,230 cars, which is 10,560 vehicles up from the previous year. In particular, Incheon will be expanding support for early scrapping, replacement of engines of old construction machines, and installation of mitigation equipment.

C

oncerning the foul odor, which closely influences the living environment, Incheon will be pumping in 1.3 billion won to survey the actual conditions related to foul odor in downtown areas (8 boroughs), purchase additional sampling equipment, and establish scientific and effective foul odor reduction measures such as subsidizing grills to introduce foul odor mitigation facilities, making all-out efforts to substantially reduce foul odor.

Western à La Carte

Restaurants

Incheon sheds light on stores with long histories by giving them a new term, ‘Ieogage’

instead of ‘Nopo.’ There are restaurants that especially arouses nostalgia among those that give a glimpse of Incheon’s history. They are represented by time-honored dishes, interior, and unfailing taste. Here are old western à la carte restaurants that are popular even today.

Songdo Kukje Restaurant, which opened near Sinheung Market in 1972, is a western à la carte restaurant favored by the citizens of Incheon for a long time. It has maintained its unchanging taste for nearly 50 years, and the popularity continues to this today.

The popular menus of Songdo Kukje Restaurant, which relocated to Songdo and sticks to the neat interior and taste, are pork cutlet and hamburger steak. Pork cutlets and hamburger steaks served with macaroni salad, french fries, and boiled carrots can make the mouths of guests water with just the smell. The soft meat and sauce prepared with the owner’s secret recipe define Songdo Kukje Restaurant. The homely sides are also a treat enjoyed by patrons.

Yejeon offers a space decorated with red bricks and ivy and boasts the most vintage look in Wolmido Island. When you push the rough wooden door and enter the place, the interior and lighting, reminiscent of an old movie, will catch your eyes. Egypt was the most famous western à la carte restaurant in Dongincheon in the 1980s. It closed down after business in the area slowed down, but reopened through the Dongincheon Revival Project. The large arched, full-glass windows greet customers on the outside and large fish tanks and antique furniture decorate Egypt on the inside. The popular dishes of Egypt are sirloin cutlet and cheese cutlet. It takes a bit of time until the dish is served because they start dipping the meat in the batter as soon as the order is placed, but the amazing taste is worth the wait. Egypt’s slightly spicy sauce is delicious to the last bite.
