Inviting Tender to a Bid for Remodeling Design of the Embassy of the Republic of Korea

The Embassy of the Republic of Korea to the State of Qatar(referred as “the Embassy”

below) is inviting a tender for potential bidders for remodeling design of its buildings.

1. Outline

o Client : The Embassy of the Republic of Korea to the State of Qatar o Project Title : Renovation Design of the Embassy of the Republic of Korea

o Location : P.O.Box 3727, New Diplomatic Area, Al Shabab St. Onaiza-66, Doha, Qatar o Project Duration : 120 days since the commencement of the contract

o Bidder will be selected through 2 steps

- Among the bidders who meet 1)the price measure will be 2) examined with qualification measures.

o Base Amount of the Contract : 1,200,000 QAR

- This is the amount that will be used as a basis for calculating the ‘estimated price’ and ‘minimum bidding price’ which is explained below in ‘7. General Process – b and c’

2. Project Details

o Dimension for design work will be approximately 800㎡ inside and outside the building such as re-compartmentalising current spaces and newly designing an outdoor structure.

o Writing a book of floor plans with consideration of construction, electricity, waterworks, security facilities and equipments such as CCTV, firefighting, communication devices etc.

- Books shall be in the form of both paperbook and electric files.

- Required quantities are as below; the numbers may change upon client’s request.

o Interior designing for offices (consular section, reception room, meeting room etc.) o Completing legal approval process in accordance with relevant Qatari laws

o If needed, doing geological survey and applying it to the actual design work o Consulting with the client regarding all types of relevant enquiries

o Regular/frequent meeting with the client during the process

o Writing a final report of the work, which shall include ▲outline of the work (dimension, scope, floor plans etc), ▲results of prior survey, ▲details of the design including plans for materials to be used and walking paths, ▲estimated construction cost and so forth.

- More details shall be discussed with the successful bidder.

3. Bid and Contract Type

o General Competitive Bidding (Open for all qualified applicants) o A lump-sum fixed-price contract

- Once a successful bidder is selected, the budget will not be raised during the contract.

o The currency applied for the bidding is QAR, and will be used when filling out the bidding application and signing the contract.

o Joint bidding is not acceptable.

4. Qualifications to participate in the bid

o A person who has obtained permission, authorisation, license, registration, report, etc. to carry out the relevant business in accordance with Qatari laws, or who meets the relevant qualifications.

5. Submission of the bidding documents

o Documents to submit : 1)Bidding Application Form, 2)Bid, 3)Copy of legitimate registration certificate of the company, 4)Document proving that the bidder is the representative of the company or a document delegating the right to the bidder to participate in the bid

o Submission Deadline : June 5, 3:30PM o Method of Submission : Vist

- Address of the Embassy is as stated in ‘1.Outline – Location’

- Submission should be made during the the Embassy’s working hours, which is from Sun. to Thu., from 7:30AM to 3:30PM.

- Mails and posts not accepted.

6. Opening the bid and determination of a successful bidder

o Bid opening : June 6(Tue), 9AM at the Embassy

o After opening the bid, for bidders who are eligible for the qualification examination shall be notified and required to submit 1) application form for qualification examination, 2) Self-Evaluation, 3) Proof of prior experiences, 4) Certificate of company’s credit rating(notarised management status report which includes the debt ratio and so forth), 5) pledge of confidentiality, 6) pledge of integrity and 7) any other documents client requests within 7 days from notification.

o A successful bid will be reviewed by the Embassy.

- Among bidders, the successful bidder will be determined by the Embassy based on qualification criteria including bidding price and performance measure.

o A bidder will be automatically dropped out of the bid in case of 1) submitting false documents, 2)bankrupcy and any other reasons that proves that the bidder is not eligible.

7. General Process

a. Applicants visit the Embassy to submit all the necessary documents.

- In case an applicant misses the submission of any one of the required documents, it is to be failed to make an eligible bid without notification.

b. Upon submission of the documents, bidders will be requested to draw 4 numbers out of 15 and 4 numbers which got the most draws from the bidders will be used to calculate the ‘estimated price’.

- Each 15 numbers is marked with a random price which has the range of ±2% of the base amount.

c. Bidders who submitted the bidding price between the ‘estimated price’ and the minimum bidding price(86.745%) of the ‘estimated price’ will be required to submit documents for qualification examination.

d. The qualification examination will be measured as in the box below and the lowest bidder with a total score of 95 or higher is selected as a successful bidder.

- when there are two or more bidders of the same price, the successful bidder is the one who got higher score in the qualification examination.

If there is a number after the decimal point as a result of dividing the bid price by the expected price, it is rounded to the fifth decimal place.

If the bid price is less than or equal to 89.25/100 of the expected price, the rating shall be 65 points.

The minimum score is 2 points.

e. The successful bidder should be signing and concluding the contract within 5 days from the date of notification of the successful bid.

- If the one fails to do so, the bidder in the 2nd priority will be selected instead.

8. Payment and Attribution of bid deposit

o The bid deposit of a company participating in this bid is in accordance with Article 37 (Bid Deposit) of the Enforcement Decree of the National Contract Act of the Republic of Korea, and payment is replaced by submission of an application for bidding that includes a promise to pay the bid deposit.

o The successful bidder must conclude the contract within 5 days of notification of the successful bid and if it fails to do so, a bid deposit equivalent to 5/100 of the successful bid amount shall be paid to the Embassy.

9. Site Viewing (if necessary)

o Applicants who interested in this bid can visit the Embassy on the purpose of site viewing.

- Viewing is available on May 29(Sun) and Jun 1(Wed).

- Prior appointment is needed.

- Address is as stated in ‘1.Outline – Location’

10. Notice

o Companies wishing to participate in the bidding must be in good knowledge of work details through site viewing, enquiries etc., and any responsibilities of failing to understand belongs to the bidder.

o The company selected as the final successful bidder is required to submit all documents requested by the client, such as a separate security pledge and integrity contract, when signing the contract.

o If the successful bidder is unable to conclude a contract, a contract with the second-ranked company is selected as a successful bidder.

o If there is a change in the contents of the bid notice due to the circumstances of the ordering party, the amendment will be announced on the website.

o Any knowledge acquired in the process of the bid is to not to be disclosed to the third party. If there turns out to be disclosure, the full responsibility for it is upon the applicant.
