남북 분단 이후 지난 60년간 북한은 경제적 변화를 추진해 왔습니다. ‘주체’

로 상징되는 50-60년대는 경제적으로 북한이 원하는 방향으로의 성공적인 변 화가 이루어졌습니다. 그러나 50-60년대를 뒤로 하고, 북한은 내부 및 외부의 환경변화에 적응하지 못한 채, 자립 경제를 통한 경제 성장은 한계에 부딪혀 더 이상 진전되지 못하였으며, 이런 한계를 치유하기 위한 시도도 번번히 실패했습 니다.

이러한 북한의 경제 개혁의 한계 속에서 베트남의 경제 개혁 성과를 보는 것 은 매우 큰 의미를 지니고 있다고 생각됩니다. 베트남은 공산당 독재의 정치적 노선을 포기하지 않고 당 주도의 경제 정책을 고수하였지만 시장 경제원리를 바 탕으로 경제 개혁을 추진함으로써 경제적 효율성을 강화하였습니다. 북한의 입 장에서 볼 때 경제 개방을 하면서도, 내부적으로 정치 통제를 유지하고 있는 베 트남의 사례는 매우 중요한 시사점을 줄 수 있을 것입니다.

이러한 인식 하에서 경남대학교 극동문제연구소와 독일 프리드리히 나우만 재단이 공동으로 “베트남의 경험과 북한의 경제현대화(North Korea’s Path to Economic Modernizaton)”라는 주제로 국제학술회의를 개최하고자 합니 다. 국내외 학자들과 전문가들이 참석하는 본 국제회의는 베트남 등의 경제 개 혁 성공 사례를 살펴보고, 이들 사회주의 국가의 경제 개혁이 북한의 사례에 어 떻게 활용될 수 있고, 또 어떤 한계를 가지는지 대한 심도 있는 논의를 할 수 있는 매우 뜻 깊은 자리가 될 수 있을 것입니다. 다망하지만 부디 본 회의에 참 석하시어 여러분들의 고견을 들려주시기를 부탁드립니다.

Since the division of Korea some 60 years ago, the Democratic People’s Republic of Korea has promoted economic development. Symbolical of its “juche”

ideology, in the 1950s and 60s, North Korea was able to carry out its desired economic changes successfully. After this period, however, the country was unable to adjust to the changing internal and external environments, economic growth by way of autarky hit a wall, and progress came to a halt. Time and time again, attempts to overcome its limitations failed.

Considering the limitations of North Korea’s economic reform, there appears significant promise in looking at the results of Vietnam’s economic transformation. Unlike other transition economies, Vietnam did not abandon the political line of communist party dictatorship, held fast to the economic policy of the party initiative, and strengthened economic efficiency as the country attempted economic reform based on principles of market economy. Looking at the position of North Korea, Vietnam’s economic opening while maintaining political control would seem to have significant implications for North Korea’s economic reform.

Based on this understanding, the Institute for Far Eastern Studies, Kyungnam University and the Friedrich Naumann Foundation for Liberty are holding an international workshop entitled “North Korea’s Path to Economic Modernization.” Scholars and experts from Korea and abroad participating in this workshop will be looking at successful cases of economic modernization, including Vietnam, how to apply the economic reforms of socialist countries to the North Korean case, and what limitations may exist in trying to apply them.

We are confident that this workshop will provide us all with a very meaningful venue for in-depth discussion of pertinent issues, and we look forward to seeing its productive outcomes. Thus in spite of everyone’s busy schedule, we heartily invite your participation and for you to share your views and insights at this meaningful event.
