Development of Target-management Indicators for National Resource Security

Abstract : When determining rate of self-sufficiency development, category of self-sufficiency development quantity is applied differently between the mineral resources and petroleum/gas sectors. In this study, standard on the category of self-sufficiency development quantity is proposed as the activity agent and region-specific factor(overseas resource development activities by domestic enterprises) and function(economic hedging or quantity securing) based on the Overseas Resources Development Business Act. The evaluation result using the presented category standard, the share rate, the off-take quantity, a supply secured through a service contract(excluding fee), and a contractual long-term supply linked to the overseas resource development enterprises of domestic businesses are included in the category of self-sufficiency development quantity. In addition, reconciling the system boundaries between self-sufficiency development quantity and base supply quantity by excluding domestic production is necessary. Furthermore, in order to evaluate the investment soundness of overseas resource development, the reserves replacement ratio (RRR) is proposed as a secondary indicator along with the a self- sufficiency supply ratio for an overall assessment of the national resource supply capability.
