The Code of Ethics states the values and
ethical principles on which the profession is based.
The Association has a duty to ensure as far as possible that its members discharge their
ethical obligations and are afforded the professional rights necessary for the
safeguarding and promotion of the rights of people who use social work service.
The Code is binding on all social workers who are KASW members in all roles, sectors and
setting in the Korea.
SWs have a responsibility to promote and work to the Code of Ethics in carrying out their obligations to people who use social services, to their employers, to one another, to colleagues in other disciplines and to
society.
The Association commends and promotes the Code of Ethics to all social workers, educators and employers of social workers in the Korea.

SW as a discipline focuses on theoretical and philosophical positions such as human right, social justice, equality, and empowerment.
We should ask ourselves “ What is our value/philosophy of social work?
Encourages social workers to investigate their own philosophy social work and define what a “value/philosophy of social work” means to them.
What is the essence of my
value/philosophy of social work?
Is it well or poorly defined?
Is it flexible or rigid?
Does it rest within definitions
provided by others, something I read once and thought “I agree with that,”
or is it unique to me and how I perceive the world?
My value/philosophy of social work is grounded upon the concepts of
human right, social justice,
empowerment, and equal access to all societal members.
“I want to promote social justice and equality for all” claim we as social
workers universally make.
But what does this really mean?
Do we hope for justice and equality, or are we working toward justice and
equality?
In accordance with my philosophical position, I work toward justice,
empowerment, and equal access.
But to do so, I need to employ
effective knowledge, techniques, and strategies.
“What is your personal
value/philosophy of social work?
Over time, your value/philosophy will mature and become more developed and
sophisticated.
To know that this change is likely is to know that now have a starting point and
benchmark to measure future forward motion.
First, the profession must intensify its efforts to educate students and practitioners about ethical issues and standards and ways to
address them.
Social work education program should
implement ambitious agendas to offer in- depth and comprehensive instruction and research on ethical dilemmas and standard, ethical decision-making strategies, risk
management, and ethical misconduct.
Second, social workers must be alert to emerging ethical issues as the profession enters its second century.
In particular, social worker’s should be
prepared to challenge attempts to undermine the profession’s traditional values, especially social work’s enduring commitment to
vulnerable and oppressed people.
In addition, social workers should be
prepared to challenge funding policies that limit practitioners’ ability to serve people in need.
Finally, social workers must attempt to anticipate the emergence of ethical
issues that, while perhaps
unimaginable today, are likely to arise in the future as a function of societal and other changes, perhaps as a result of technological developments that
have ethical implications(e.g., health care, computer fields).
김 선생은 청소년상담센터에 근무하는 사회복지사다. 최근 17세의 여자 고등학생인 미연이와 미연이의 어머니를 담당하게 되었다. 김선생은 지난해에 미연이의 남자친 구에 대한 의견차이로 어머니와 여러 차례 다툼이 있었다는 것을 알고 있다. 당시 미 연이의 남자친구는 고등학교를 중퇴하고 주유소에서 숙박을 해결하며 일하는 상황이 었고, 미연이는 남자친구와 가까워지면서 학교 성적이 갑자기 떨어졌다. 그러다가 미 연이가 임신을 하게 되면서 가족 간의 갈등은 더 심해졌고, 이러한 위기 상황에서 가 족치료가 필요하게 되었다. 미연이는 학교를 중퇴한 후, 남자친구와 거처를 마련하고 그곳에서 아이를 출산하기를 원했다. 그리고 18세가 되는 내년에 결혼 할 계획이라고 했다. 미연이의 어머니는 매우 보수적인 가치관을 가진 분으로, 독실한 카톨릭 교인 이었다. 그래서 평소 혼전임신이나 낙태가 바람직한 일이 아니라고 생각해 왔다. 그 럼에도 불구하고, 어머니는 미연이가 학업을 지속하고 남자친구와의 관계를 끊기 위 해서는 낙태 밖에 방법이 없다고 생각했다. 어머니는 미연이가 결혼을 하기에는 너무 어린 나이이고, 반드시 학업을 지속하는 것이 바람직한 일이라고 보았다. 하지만 종 교적인 가치관에 따라 낙태에 대해서는 다소 불편한 감정을 갖고 있다. 미연이는 자 신의 가족에 대한 관계보다는 남자친구와 아이를 낳는 일이 가장 가치 있는 일이라 생각하고 있다. 사회복지사 김 선생은 자신도 지난 5년 동안 임신을 위해 병원 등에서 진료를 받으며 노력해왔고, 평소에 낙태는 절대로 허용 할 수 없는 일이라고 생각해 왔다. 김 선생은 사회복지사로서 십대인 클라이언트의 자기결정권을 존중해야 할 것 인지, 아니면 이 결정이 해가 될 수 있으므로 보호자인 어머니의 결정에 따라야 할지 가 고민이다.
Sw는 자신의 개인적인 가치와 ct의 문화적 가치와 윤리적인 신념이나 도덕체계 사이에 잠재적인 갈 등이 존재할 가능성이 있음을 이해해야 함.
예) 사회복지사로서 가정폭력 가해자, 성폭력자, 아동 성도착자, 성적 소수자, 살인자와 함께할 수 있는가? 만약 꺼린다면, 자신의 어떤 가치 또는 경 험 때문인가? 이들에 대한 편견이나 선입견은 무엇 인가?
윤리강령은 전문가가 지켜야 할 전문적 행동기준 과 원칙을 기술해 놓은 것으로 사회윤리적 제재의 힘을 갖게 됨.
전문직 가치기준에 맞게 실천할 수 있도록 판단기 준과 전문직의 비윤리적 행위에 대한 판단기준을 제시함.
윤리강령의 기능은 사회복지실천에 대한 지침을 제공하고, 무능력한 사회복지사로부터 공공을 보 호하고, 전문직 스스로의 자율에 의한 규제를 가지 며, 바른 동료관계가 가능하도록 하며, 부당소송으 로부터 보호하는 것임.
