Updates on COVID-19 Information

Requirements to enter Korea

(As of Feb 9, 2022)

Regarding Entry of Foreigners in Korea

1. Are foreign nationals allowed to enter Korea?

 In general, foreign nationals are restricted from entering Korea. Thus, the Korean Embassy in the Philippines temporarily suspends issuing visas EXCEPT FOR the following visas.

 Short-term visas:

① Diplomat and Foreign Government Officials

② Family of Korean Nationals *

③ Family of foreigners with long term visas in Korea (only for family members who can apply for F-3 visa)

④ Seafarers

⑤ Foreigners who visit Korea for essential corporate activities including investment and technology provisions or hold endorsements from the Ministries of Korea

⑥ Foreigners who are recognized for humanitarian reasons such as death of an immediate family member

* The family of Korean nationals includes the parents of foreign spouse (only for the purpose of supporting their families during childbirth and/or to help caring a child up to the age of seven. Siblings (brothers or sisters) of foreign spouses are not included.

* In principle, spouses of Korean nationals must apply for spouse visas (F-6), but only those who are exempted from the certificate for marriage guidance program can apply for short-term visas.

 Long-term visa:

① Diplomat (A-1), Foreign government official (A-2), Agreement (A-3)

② International students (D-2, government-invited scholarship students only)

③ Intra-Company Transfer (D-7), Investment (D-8), International Trade(D-9)

④ Professional (E-1 to E-7, except E-6-2 (Hotel and Adult Entertainment)

⑤ Dependent Family (F-3)

⑥ Marriage Migrant (F-6)

⑦ Other long term visa applicants who are deemed that they need to enter the country urgently due to humanitarian reasons

2. How long does it take to get a visa?

 It takes 10 working days.

 Exceptionally, it takes 5 working days for foreign nationals who hold Visa Issuance Numbers or fall under a visa category of the essential corporate activities (See short- term visa ⑤).

• If urgent reasons can be provided, visa processing period can be shortened.

• Flight schedule and expiration date of RT-PCR negative test results are not considered as urgent reasons.

3. Do I have to submit a PCR negative test result for even just transit via Korea?

 If you merely transfer at the Korean airports without going through immigration, you don't have to submit PCR negative test result.

Are there any other documents that I need to present besides my visa to enter Korea?

You must submit a PCR negative test result issued by the hospitals or laboratories designated by the Korean Embassy. The test should be done within 48 hours of the departure date.

Except for those under the age of 6 and those who hold a Quarantine Exemption Certificate issued for humanitarian purposes)

Failure to submit a PCR negative test result or submission of a negative test result that does not meet the criteria may lead to denial of entry and boarding the aircraft.

Submitting the Proof of Negative COVID-19 Test

1. Are there any requirements for proof of negative COVID-19 test?

 All foreign nationals who want to enter Korea are required to have a negative COVID- 19 PCR test result, which should meet the aforementioned criteria.

 Korean nationals are also should present a negative COVID PCR test result.

 The list of hospitals or laboratories for PCR testing designated by the Korean Embassy can be found at 「 Notice of the homepage of the Korean Embassy https://overseas.mofa.go.kr/ph-en/brd/m_3272/list.do」

2. What if I do not have the result of negative COVID-19 test?

 Both Korean and foreign nationals who fail to present a negative COVID PCR test result will be denied to board their flights.

test other than swab test?

 Yes, it is acceptable as long as the test utilizes RT-PCR to diagnose the presence of nucleic acids in a collected specimen.

Be mindful that COVID PCR tests must be conducted by the hospitals or laboratories designated by the Korean Embassy (including Cebu consulate).

Quarantine Exemption Certificate

1. Who are eligible for Quarantine Exemption Certificate?

 Those who can apply for Quarantine Exemption Certificate are as follows:

For humanitarian purpose (up to 7 days)

▪ Attending a spouse’s funeral

▪ Attending the funeral of the applicant’s or spouse’s immediate family (including remarried parents)

▪ Attending the funeral of the applicant’s or spouse’s immediate descendant (including his/her son-in-law and daughter-in-law)

▪ Attending the funeral of the applicant’s or spouse’s brother and sister

▪ Arriving with the ashes of a family member who died not more than one month in the Philippines

• For essential business purpose

▪ Essential business workers, such as people in executive level positions, who have obtained approval from relevant Ministries of the Government of the Republic of Korea

▪ Those with contracts and agreements (foreigners only, up to 7 days)

▪ To perform field work for the construction, repair and operation of new facilities in Korea

• For public interest purposes

▪ Korean and foreign athletes participating in international competitions (Olympics and World Cups only)

▪ Medical personnel necessary for transporting emergency patients(patient's guardian is not eligible for the QEC for this purpose)

2. What is the procedure for issuing and submitting Quarantine Exemption Certificate?

Issuance Procedure

• You shall submit the necessary required documents stated below to the Korean Embassy. If it is difficult for you to visit the Embassy due to long-distance or domestic movement restrictions, your application may be submitted via e-mail at ph_visa@mofa.go.kr.

• Since the Embassy only checks inbound e-mails at a certain time, in order to ensure the receipt of your application, kindly contact the Embassy before and after submitting your application via email.

Required documents

Common documents for all three purposes:

① Quarantine Exemption Application (including an itinerary during the quarantine exemption period)

② Terms and Conditions Agreement

③ Copy of Applicant’s Passport

④ Copy of booked airline ticket (mobile ticket or captured if available)

⑤ Proof of document of your residence in Korea (hotel reservation or resident registration of the family where you will be residing)

* For requirements 1 and 2, kindly download and fill out the attached file from the Embassy’s website

* Additional documents may be requested if necessary

• Additional documents for humanitarian reasons:

⑥ Death certificate of the deceased

⑦ Documents verifying the family relationship between the applicant and the deceased (Certificate of Family Relations, etc.)

* A Cremation Certificate issued by the crematorium is required when entering the country with ashes.

3. How long is the Quarantine Exemption Certificate valid?

 The duration of the Quarantine Exemption Certificate is limited to the period of time necessary to achieve the purpose of entry in Korea.

 For example, if you attend a funeral, you can only be exempted from quarantine until the funeral process is completed.

 When the objective of the quarantine exemption is achieved, or the authorized quarantine exemption period expires, the applicant must leave Korea immediately or quarantine himself or herself at his or her own residences or at a quarantine facility for the remainder of the 7 day quarantine.

4. Is a PCR negative test result required to be submitted upon arrival in Korea?

 Even though you hold a Quarantine Exemption Certificate for the purposes of essential business and public interest, you must present a PCR negative result tested

and issued within 48 hours of your departure date.

 If it’s for humanitarian reason, only Korean nationals are not subject to submitting a PCR negative test result.

5. Can a Quarantine Exemption Certificate be acquired after entering Korea?

 You must secure a Quarantine Exemption Certificate issued by the Korean Embassy BEFORE entering Korea. If you are already in Korea, your application for a Quarantine Exemption Certificate will not be accepted.

 Please contact the Quarantine Office of the Ministry of Public Administration and Security (+82-44-205-6512 up to 6519) and the Quarantine Management Team of the Anti Quarantine Measures Headquarter (+82-43-719-9336 up to 37) for concerns regarding quarantine exemptions after entering the country.

6. Can I immediately engage in activities when I enter Korea once I have Quarantine Exemption Certificate?

 No. Even if you have a Quarantine Exemption Certificates, you are not allowed to engage in activities immediately after entering Korea.

 Upon entry, you are requested to undergo a COVID-19 test at a separate facility.

Only if the result is negative, you will be exempted from isolation.

* It takes maximum 2 days (1 night) to confirm the diagnosis results. Diagnostic tests may be conducted at a separate place outside the airport.

7. How can the Quarantine Exemption Certificate holder travel to his/her destination after entering Korea?

 The QEC holders are allowed to use public transportation.

8. Are there any precautions when leaving the Philippines?

 Please note that you may be restricted from leaving the Philippines due to the lack of documents (ECC or Travel pass) required by your type of Philippine visa.

 There are some funeral venues in Korea that prohibit people who just arrived in Korea from overseas from entering the funeral homes, even if you have a Quarantine Exemption Certificate. Please consult with the funeral facilities in advance.
