Under article 4.2, paragraphs (d) and (e) of the Staff Regulations, the filling of vacancies in grades D1 and D2, as well as in grade P5 for all Director positions in field offices, are made by direct selection by the Director-General.
In order to fill the following vacancy by direct selection:

INTRODUCTION
The position is located in the Research Department of the ILO, which has been recently created to conduct research on labour and employment issues to contribute to policy formulation for ILO constituents and at the global level. The main purpose of the Department is to analyse how policies can effectively tackle labour market and social problems, with a view to ensuring a more sustainable development process. To this end, it produces flagship publications such as the annual World of Work Report, Global Employment Trends as well as studies that examine the inter-linkages between economic growth and social equity.
The position involves supporting the Director in key leadership functions and managing of teams responsible for research on emerging global trends in the world of work, associated with new technology, changes in global production patterns and other factors. This work will figure prominently in Department's flagship publication, and will serve as evidence-based background to ILO policy advice, including in global fora like the G20.
The position reports to the Director of the Research Department.
Description of Duties
The Chief, World of work mega trends will carry out the following duties:
1. Provide leadership and exercise management responsibility for the activities of the teams under the postholder's supervision, establishing priorities and objectives and appraising workplans in line with the Programme and Budget priorities and other needs identified.
2. Ensure the production of evidence-based, high-quality research which responds to the programme of work as mandated by the ILO Governing Body.
3. Oversee the production and dissemination of the Department's flagship reports, such as the World of Work Report and the upcoming World Employment and Social Outlook, as well as technical research papers. Lead and direct the preparation of policy proposals, reports and other documentation including work to support engagement in global policy debates, work with other international organizations and publications for general dissemination.
4. In consultation with the Director, develop ideas and strategies for new areas of work and provide
authoritative advice on analytical studies and advocacy across a range of economic, social and institutional issues, including linkages between economic and social policies and the provision of global public goods.
5. Facilitate collaboration across different work streams in the Policy Portfolio and with Senior Economists in ILO Regional and Decent Work Teams. Lead inter-departmental task forces and teams as needed. Plan and oversee the preparation of documents for presentation at the ILO Governing Body and other ILO events.
6. Build and strengthen the network of external research partners and engage in the search for external funding to enhance research partnerships.
7. Represent the Director of the Research Department as appropriate and perform any other duties that may be assigned by the Director.
DESIRABLE PROFILE
The set of qualifications below is indicative of the type of experience, education, language skills and competencies expected for this position.
EDUCATION
Advanced university degree in economics, preferably at the PhD level.
EXPERIENCE
Fifteen years of relevant experience, including at least ten years' increasingly responsible experience at the international level in applying economic and social theory and methodologies to policy challenges in the world of work. Solid management experience. Demonstrated research expertise in economic policy analysis, development and advocacy. A strong track record of effective interaction, influencing and collaboration with senior stakeholders in governments, the private sector and academia. Proven ability to communicate economic ideas very effectively both orally and in writing to a wide and varied audience. A strong record of publications on economic and social policy issues will be considered an asset.
LANGUAGES
Excellent command of one working language (English, French, Spanish) of the ILO and good knowledge of a second.

Ability to work well in a tripartite context and to develop excellent relations with a range of academic and policy partners. academic and policy fora. Demonstrated ability to manage a team. Strong interpersonal skills, tact and diplomacy. Ability to work effectively in a multicultural environment and with due recognition to gender
sensitivity. Proactive in developing strategies to accomplish objectives. Ability to anticipate risks and factor in contingencies when planning.

APPENDIX II CONDITIONS OF EMPLOYMENT
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules.
- The first contract will be issued for a twelve-month period (for Geneva-based positions) and a twenty-four month period (for non Geneva-based positions)
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.

International Civil Service Commission. The ILO is international public sector employer and salary and other employment conditions are not negotiable.

Salaries and emoluments are exempt from taxation by the Swiss authorities and, on the basis of international agreements or national law relating to presence or residence abroad, are generally exempt from taxation by other governments. In the absence of exemption, in most cases tax paid will be reimbursed in accordance with an ILO document which will be supplied upon request.
While the successful candidate will be initially working in Geneva, he/she may be assigned to any duty station designated by the Director-General of the ILO.
