demand for occupation as well as financial conditions of the Incheon Metropolitan Government.
(2) The Songdo Complex shall be constructed as a high-tech complex integrating facilities for research, development, education and production of high technology and high-tech products provided in Article 5 of the Industrial Development Act.
(3) In order to promote the construction of the Songdo Complex, the assistance to a project performer, the inducement of major research, development and education facilities and the training of manpower to be engaged in any relevant industry shall be carried out.
CHAPTER Ⅱ SONGDO KNOWLEDGE AND INFORMATION INDUSTRY
Act on Special Cases for Support of Industrial Technology Complexes, or Article 20 of the Act on Special Measures for the Promotion of Venture Businesses, if so requested by them.
(2) A project performer shall submit a plan for the development of the Songdo Complex and financial analysis materials according to that plan to the Mayor at any appropriate time so that matters concerning assistance provided in paragraph (1) may be reflected in establishing a medium-term finance plan of the Incheon Metropolitan Government as well as in preparing the budget thereof.
Article 6 (Selection of Industries to be Operated in Songdo Complex and Construction of Other Specialized Complexes Therein) (1) In order to promote the development of the Songdo Complex, a project performer shall preferentially select the electronic equipment industry, the information appliance industry, the mechatronics industry, the new material industry, the bioindustry, the software industry, and the information and communications service industry as industries to be operated in the Songdo Complex but may modify those industries, taking into account any change in industrial conditions, etc.
(2) A project performer may construct specialized complexes according to the classification of industry, taking into account characters of and correlations between industries to be operated in the Songdo Complex.
Article 7 (Determination, etc. of Divisionally Selling Price with respect to Persons to Have Their Residence in Songdo Complex) (1) If a project performer sells, in lots, the developed land, constructed facilities, etc. as industrial facilities, the selling price shall be the cost of such development
or construction and, if he/she sells them in lots for any other purpose, the amount of the said land, facilities, etc. which is appraised by any appraiser referred to in Article 2 of the Public Notice of Values and Appraisal of Lands, etc. Act.
(2) Notwithstanding the provisions of paragraph (1), a project performer may, if necessary to promote the development of the Songdo Complex, sell a site, which falls under any of the following subparagraphs and which is recommended by the Songdo Knowledge and Information Industry Complex Construction Promotion Committee (hereinafter referred to as the "Promotion Committee") after deliberation, in lots at any price not exceeding the cost of the development of that site:
1. A site necessary for the establishment of research, development and education facilities (including foreign schools);
2. A site necessary for any venture business to be situated in the Songdo Complex under the Act on Special Measures for the Promotion of Venture Businesses;
3. A site necessary for any foreign-invested enterprise to be situated in the Songdo Complex under the Foreign Investment Promotion Act;
4. A site for industrial facilities provided in the Industrial Sites and Development Act and any other site for school facilities, housing for removal, national housing, rental housing or research facilities; or
5. Other sites which are deemed necessary for industries to be operated in the Songdo Complex under Article 6.
(3) Notwithstanding the provisions of paragraph (1) above, a project performer may, if necessary to promote international conference facilities
(meaning those provided in Article 2 of the International Conference Industry Promotion Act) being operated in the Songdo Complex, sell the developed land, constructed facilities, etc., which are recommended by the Promotion Committee after deliberation, in lots at any price not exceeding the appraisal amount thereof.
(4) A project performer may, if necessary to promote the development of the Songdo Complex, grant the reduction of or exemption from rent on a site which falls under any subparagraph of paragraph (2) and which is recommended by the Promotion Committee after deliberation.
(5) With respect to institutions, enterprises and facilities provided in paragraphs (2) through (4), the Mayor may loan or provide the cost of construction and other funds necessary for them to be situated in the Songdo Complex.
(6) Matters provided in paragraphs (2) through (4) shall be consented to by the Incheon Metropolitan Council (hereinafter referred to as the "City Council").
Article 8 (Promotion of Foreign-invested Enterprises Being Situated in Songdo Complex) In order to promote foreign-invested enterprises being situated in the Songdo Complex, the Mayor may designate and develop any foreign-invested area provided in Article 18 of the Foreign Investment Promotion Act.
Article 9 (Promotion of Small and Medium Enterprises and Venture Businesses Being Situated in Songdo Complex) In order to promote small and medium enterprises (meaning those provided in Article 2 of the Framework Act on Small and Medium Enterprises) and venture
businesses being situated in the Songdo Complex, the Mayor may designate and develop any of the following:
1. An apartment house-type factory provided in Article 2 of the Industrial Cluster Development and Factory Establishment Act; <Amended by Ordinance No. 3717, Jan. 12, 2004>
2. A complex for the exclusive use of venture businesses provided in Article 17 of the Act on Special Measures for the Promotion of Venture Businesses, a venture businesses-aggregated facility provided in Article 18 of the said Act and a venture business fosterage promotion district;
3. A software promotion facility and a software promotion complex provided in Articles 5 and 6 of the Software Industry Promotion Act; and 4. Any other facility necessary for promoting small and medium
enterprises and venture businesses being situated in the Songdo Complex.
(2) The Mayor may implement business initiation support projects, technology development support projects, manpower training projects, and small and medium enterprise and venture business fosterage projects related to industries to be operated in the Songdo Complex under Article 6.
Article 10 (Organization Taking Exclusive Charge of Making Enterprises Operated in Songdo Complex and Entrustment to Non-governmental Organization) (1) For the purpose of carrying efficiently out the construction of the Songdo Complex and the activities of making enterprises operated therein, there may, under the Incheon Metropolitan Government, be established an organization in exclusive charge, and such construction and activities may be entrusted to a private specialized
enterprise, which may carry out them on behalf of that Government.
(2) If the Mayor enters into an entrustment contract with a private specialized enterprise under paragraph (1), he/she may pay it a commission on entrustment, incentives according to actual results of making enterprises operated in the Songdo Complex and other necessary expenses.
Article 11 (Management of Complex) (1) For the purpose of efficiently managing the Songdo Complex, the Mayor may entrust any other managing institution with all or part of affairs of such management under Articles 30 and 31 of the Industrial Cluster Development and Factory Establishment Act.
(2) A managing institution provided in paragraph (1) of this Article shall establish a master plan for the management of complex under Article 33 of the Industrial Cluster Development and Factory Establishment Act and obtain approval of the Mayor with respect to that master plan.
