enterprise, which may carry out them on behalf of that Government.
(2) If the Mayor enters into an entrustment contract with a private specialized enterprise under paragraph (1), he/she may pay it a commission on entrustment, incentives according to actual results of making enterprises operated in the Songdo Complex and other necessary expenses.
Article 11 (Management of Complex) (1) For the purpose of efficiently managing the Songdo Complex, the Mayor may entrust any other managing institution with all or part of affairs of such management under Articles 30 and 31 of the Industrial Cluster Development and Factory Establishment Act.
(2) A managing institution provided in paragraph (1) of this Article shall establish a master plan for the management of complex under Article 33 of the Industrial Cluster Development and Factory Establishment Act and obtain approval of the Mayor with respect to that master plan.

CHAPTER Ⅲ SONGDO KNOWLEDGE AND INFORMATION INDUSTRY

3. Selection of a private specialized enterprise under Article 10 (1);
4. Matters submitted by an advisory committeeman/committeewoman provided in Article 15;
5. Matters concerning the construction of specialized complexes and the formulation of ways of making enterprises operated in the Songdo Complex for its vitalization;
6. Matters concerning cooperation with domestic and foreign knowledge and information industry-related institutions;
7. Matters concerning the holding of academic conferences and domestic and foreign publicity activities for vitalizing the Songdo Complex; and 8. Other matters referred by the Chairperson of the Promotion Committee
for vitalizing the Songdo Complex.
Article 13 (Composition, etc. of Promotion Committee) (1) The Promotion Committee shall be composed of fifteen or less members including one Chairperson and one Vice-Chairperson, and the Chairperson shall be a Deputy Mayor in charge of duties related to the Songdo Complex and the Vice-Chairperson shall be elected from among the members and appointed by the Mayor.
(2) The members shall be commissioned by the Mayor from among those persons who are deemed to have much professional knowledge and experience on the knowledge and information industry, including two or more members of the City Council, the Director-General of the Economy and Trade of the Incheon Metropolitan Government and the Director-General of the Urban Infrastructure of the Incheon Free
Economic Zone Authority. <Amended by Ordinance No. 3717, Jan. 12, 2004>
(3) The Chairperson shall represent the Promotion Committee and exercise the overall control of the affairs thereof, and if he/she is not able to perform his/her duties for any unavoidable reason, the Vice-Chairperson shall act on behalf of the Chairperson.
(4) There shall be one secretary in the Promotion Committee to perform its affairs, and the secretary shall be the Director of the Economic Policy of the Incheon Metropolitan Government.
(5) The term of office of the members shall be two years, but the consecutive appointment may be permitted.
Article 14 (Meeting, etc.) (1) The meeting of the Promotion Committee shall be held one or more times a year if deemed necessary by the Chairperson.
(2) A majority of the members of the Promotion Committee shall constitute a quorum of the meeting thereof and the meeting shall take decisions by a simple majority of the members present.
(3) If a member provided in Article 13 (2) and an advisory committeeman/committeewoman provided in Article 15 attend the meetings of the Promotion Committee, allowances and travel expenses may be paid to them to such an extent as the relevant budget permits in accordance with the Incheon Metropolitan City Ordinance on the Compensation for Actual Expenses Paid by Committees.
Article 15 (Administration of Advisory Committeemen/Committeewomen) In order to facilitate the performance of activities of making enterprises
situated in the Songdo Complex and promoting investments therein, domestic and foreign experts may be commissioned as advisory committeemen/committeewomen.
(2) All expenses necessary for activities of advisory committeemen/committeewomen such as expenses for business trips may be paid to them to such an extent as the relevant budget permits with the resolution of the Promotion Committee.
Article 16 (Enforcement Rule) Necessary matters concerning the enforcement of this Ordinance shall be provided by rule of the City.
ADDENDA
Article 1 (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
Article 2 (Repeal of Other Ordinances) The Incheon Metropolitan City Ordinance on the Management of Establishment and Operation of Multimedia Promotion Fund (Ordinance No. 3243, May 11, 1998) and the Incheon Metropolitan City Ordinance on Investment in and Support for Media Valley, Inc. (Ordinance No. 3404, Feb. 14, 2000) shall be repealed.
Article 3 (Transitional Measures concerning Fund) The Fund which is raised and supported under the Incheon Metropolitan City Ordinance on the Management of Establishment and Operation of Multimedia Promotion Fund before this Ordinance enters into force shall be deemed to that which is raised and supported under this Ordinance.
Article 4 (Amendment of Any Other Ordinance) Part of the Incheon
Metropolitan City Framework Ordinance on the Management of Funds shall be amended as follows:
In subparagraph 1 of the Ordinance on the Establishment of Funds of the attached Table, the words "the Incheon Metropolitan City Ordinance on the Construction Promotion of Songdo Knowledge and Information Industry Complex" are substituted for "the Incheon Metropolitan City Ordinance on the Management of Establishment and Operation of Multimedia Promotion Fund".
ADDENDA <Ordinance No. 3717, Jan. 12, 2004>
(1) (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
(2) (Transitional Measures) At the time when this Ordinance enters into force, the Fund raised under the previous provisions shall be included in the revenue of a general account of the Incheon Metropolitan Government.
INCHEON METROPOLITAN CITY ORDINANCE ON THE ESTABLISHMENT OF SONGDO TECHNO PARK AND SUPPORT
THEREFOR
Ordinance No. 3225, Mar. 16, 1998
Article 1 (Purpose) The purpose of this Ordinance is to provide for matters concerning the establishment of and support for Songdo Techno Park to implement any technology foundation creation project comprehensively and systematically under Article 5 of the Act on the Establishment of Industrial and Energy Technology Foundation and Article 5 of its Enforcement Decree.
Article 2 (Projects) Songdo Techno Park (hereinafter referred to as the
"Techno Park") shall carry on any of the following projects:
1. A high technology support project;
2. A technology business incubator project (TBI project);
3. An information clearinghouse project;
4. A manpower training project;
5. A research and development project; and 6. Other technology foundation creation projects.
Article 3 (Profit-making Business) In order to facilitate the conduct of a project provided in Article 2, the Techno Park may carry on any profit-making business as provided by its articles of incorporation.
Article 4 (Contributions) The Mayor of Incheon Metropolitan City (hereinafter referred to as the "Mayor") may provide or contribute land,
buildings and funds necessary for the establishment and operation of the Techno Park to it.
Article 5 (Entrustment of Affairs) The Mayor may entrust the Techno Park with projects or affairs similar to, or related to, technology foundation creation projects conducted by the Techno Park and have it conduct the latter projects together with the former projects or affairs.
Article 6 (Operation of Accounts) The accounts of the Techno Park shall be operated on the basis of the self-supporting system, and a business year thereof shall conform to a fiscal year of a general account of the Incheon Metropolitan Government.
Article 7 (Report, Inspection, etc.) The Mayor may inspect and direct the matters concerning affairs, accounts and assets of the Techno Park and require it to submit any necessary report and other relevant documents.
Article 8 (Dispatch of Public Officials) The Mayor may, if necessary to support any project conducted by the Techno Park, dispatch public officials under his/her control to the Techno Park.
Article 9 (Enforcement Rule) Necessary matters concerning the enforcement of this Ordinance shall be provided by rule of Incheon Metropolitan City.
ADDENDA
(1) (Enforcement Date) This Ordinance shall enter into force on the date of its promulgation.
(2) (Mutatis Mutandis Application of Civil Act) Except as provided in
this Ordinance, the provisions of the Civil Act concerning an incorporated foundation shall apply mutatis mutandis to the Techno Park.
