ABSTRACT

A Study for Integrated Wate rs hed Ma nage me nt Syste m in Korea

The importance of water resources management is growing in Korea as well as in foreign countries. In the past, w ater management was sub-sectoral, m ostly in relation to w ater supply, irrigation and flood control. There is a growing consensus that integrated w atershed m anagem ent is necessary for sustainable use of water resource for all interests and protection of the environm ent. Integrated watershed m anagement is the management of surface and subsurface water in quantitative, qu alitative and ecological sense from a multi disciplinary perspective and focused on the needs and requirements of society at large regarding w ater.

The primary objective of this study is to propose a desirable integrated watershed m anagem ent system in Korea. To attain this prim ary objective, constitutional, organizational and operational functions should be well established. Based on these three criteria, the current Korean watershed management system are evaluated by the three sectors(water use, flood control and environment of watershed). The evaluation results show that there are some degree of differences among the sectors, but, in general, current w atershed management system are far behind to implement integrated watershed m anagem ent.

Case studies of integrated watershed m anagement in the foreign countries show that integrated watershed management is still its infancy and there is still much to achieve with its implementation . Suggestions of case studies are as follows: First, the m anagem ent of watershed are initiated by river authorities and central governm ents provide financial aid, guideline, technical assistance. Second, current issues for integrated watershed m anagem ent are most focused on water quality and ecological aspect of river environment.

Third, watershed planning is not an event planning but are cyclical planning including m onitoring and evaluation . Fourth, all kind of stakeholders participation are ensured by

law and institution in the establishment and implem entation of watershed planning.

This study proposes three steps to reach a desirable integrated watershed managem ent.

First step is to strive for sectoral integration at river basin within current system . Second step is to establish river commission . River commission is constituted of relevant central and local governm ent representative officers. Third step is to establish river authority independent of central governm ent. This river authority identifies major issues of w atershed, develops projects and implement and m onitor the integrated watershed m anagem ent plans with participation of interest groups.

If integrated watershed m anagem ent plan can be implem ented step by step as explained above, function for project implementation can be transferred from central to local governments. At the sam e time, plans suitable for each w atershed can be established.
