This research aimed to increase an understanding of crowdsourcing, and evaluate current online participation in Korea from a viewpoint of crowdsourcing and progress a discussion on how to activate the participatory decision-making system in the future.

The progression of information and communication technologies has brought a change to our society’s decision-making process in general. The vertical decision-making process of the past has changed to a more horizontal form, and there is also a handover of its right to citizens. Through this, citizens are actively participating in the decision-making processes of the public domain, and the decision-making process itself is changing into an actively interactive nonlinear network format.

However, the products of these changes have been evaluated as insignificant until now.

Compared to the development of the infrastructure of information and communication technologies, the level of citizens’ online participation rate in Korean remains low. To evaluate this as a practical participation, there still exists a limitation.

The increase of interest in crowdsourcing started from the worries that the practical participation was insignificant, as discussed before. This is because in the case when crowdsourcing is to be applied to the policy decision-making processes; there exists an expectation that beyond the traditional bureaucracy, solutions to public problems could be sought through the citizens’ proactive participation and cooperation. However, what should not be overlooked is the point that it was not as though the decision-making through crowd sourcing did not exist in Korea. Therefore, this research focused on the

parts whether, from the viewpoint of crowdsourcing, what the previous similar experi-ences were like, whether they really helped in decision-making or not, and if not, what parts are in need of improvement.

It is not as if there is no case deemed as a successful product, but through the analysis of cases, it was found that most series of changes made through crowdsourcing in Korea was not sufficiently fruitful.

Currently Korean government offices use Social Network Service for providing in-formation, with a trend of using it for the targets beyond the organizations’ boundaries.

Still, it focuses on ‘informatization’ from the viewpoint of the provider and it is not yet utilized to ‘policy-making’. This kind of problem arises because online participation as a policy-making means is the one that can be easily implemented without any effect from the control capabilities of the local governments, the internal resources, and the level of expertise. Namely, the policy was implemented on a symbolic level, but its operation has been carried out decoupled from the theory.

The following proposals are presented to improve such problems.

First, there needs to be a basic paradigm shift which looks at the decision-making proc-ess through the online participation by citizens. O’Reilly (2013) emphasized the govern-ment of a platform with an emphasis on simplicity. From a similar viewpoint, Robinson et al. (2012) emphasized that an invisible hand based on public data brings innovation.
