<국문요약>
목적: 이 연구는 개발협력 보건사업에서 post-2015사업의 비전염성질환의 효과적 관리를 위한 전략을 제시하는데 있다.
방법: WHO의 라틴아메리카 자료와 지역 자료를 중심으로 분석하였다.
결과: 라틴아메리카는 비전염성질환 사망률 감소에 진척을 보이지 못하 고 있으며, 심혈관계 질환으로 인한 사망률이 높다. 라틴아메리카는 건강불 평등과 의료분절화가 심하므로 비전염성질환 관리를 위해서는 건강생활습 관 정착이 요구된다. 다중균현모형은 사람들의 기대와 행동과의 관계를 설 명하는 모형으로, 라틴아메리카 사람들의 생활습관을 설명하는데 유용하 다. 사회적으로 D1 균형점에 있는 건강과 관련된 행위를 D2를 넘어 D3로 가 기 위해서는 강력한 정책이 필요하다. 균형점 이동을 보건협력중점국에 적 용해 보면 다음과 같다. 건강위험행위의 대표적인 것이 흡연이다. 볼리비아 남성의 흡연율은 42%로 지역평균이 26%의 두배에 이르는 수준이다. D2를 넘 어 D3로 가기 위해서는 정부주도의 금연 캠페인이 요구된다.
결론: 라틴아메리카 개발협력 보건사업에서 개인과 집단의 균형점 이동 을 위한 다중균현모형을 이용한 강력한 인식개선사업이 요구된다.
