(2) the explosive growth in demand for labor in North Korea. - Given these circumstances, it is an extremely urgent matter to build facilities and a relevant system for vocational training targeted at people of North Korean. ◦ However, there has been little research or data collected on how to help North Koreans build vocational skills and develop a credential system, which has the potential to reduce the costs of reunification. - Previous studies have focused on the need for VET and overall policy direction in preparation for reunification. - Building upon this agreement on such a need, studies and concrete plans are needed to develop a system to assist people of North Korean in developing vocational skills satisfying the market demand. - Such support before, during, and after reunification would require adequate preparations now. ◦ Given the importance of such research, the main purpose of this study is to create a concrete way to contribute to the government’s policy of pursuing peace and prosperity on the Korean Peninsula. - Reunification for peace and prosperity requires preparations in different areas, and one of most important ones is about vocational skills development(VET) including credential systems. - The focus herein is to help create policies aimed at assisting people of North Korean to develop vocational skills that would be required to have a job and stabilize living in a North Korea that has been reunified with South Korea. Ⅱ. Key Research Details 1. Research Details □ The industrial structure of North Korea, a comparison of vocational skills development in North and South Korea, and areas of support - Support for vocational skills development in North Korea should be seen in the context of the country’s industrial development. - Unlike during the 1990s, some industries have made some progress in North Korea. Currently, the main concern of the country under the Kim Jong Eun’s regime is to normalize its industries. - A support on the system should be developed through the comparative study of the job and skills between the South Korea and North Korea. Areas of support include infrastructure and programs for job and skill development, employment services, etc. □ Experiences of South Korea and Germany - The experience of VET of South Korea will be a valuable example for an endeavor to build a system for North Korea in the future. - Currently, there are counsellors who help people of North Korea defectors find a job and make career opportunites in 56 employment centers across the country, and indeed 23 settlement support centers have job counsellers across the nation. - South Korea also has experience in training people of North Korean in the Kaesong Industrial Complex. - South Korea can also learn from Germany’s experience of running their VET system when Germany.
