Art. 47 Decisions 제47조 결정
1 Depending the importance of an item of business, it is dealt with by the Federal Council, a department, a group or an office.
1 안건이나 업무는 중요도에 띠라 연방각의, 부처, 그룹 또는 실에 서 취급한다.
2 The Federal Council sets out in an ordinance which administra- tive unit is responsible for decisions about individual items of business or in wider areas of business.
2 연방각의는 명령으로 개별 업무 항목이나 업무 영역에 대한 결정 책임을 질 행정 단위를 정한다.
3 If the departments are unable to agree on responsibility in spe- cific cases, the President of the Confederation shall decide.

4 The superordinate administrative units and the Federal Council may at any time take responsibility for deciding on a particular item of business.

6 Federal Council business is delegated by law to the department competent for the matter concerned where rulings must be is- sued that are subject to an appeal to the Federal Administrative Court. The appeal against Federal Council rulings under Article 33 letters a and b of the Administrative Court Act of 17 June 200541 is reserved. 42

Art. 48 Lawmaking 제48조 입법
1 The Federal Council may delegate responsibility for enacting le- gal rules to the departments. In doing so, it takes account of the significance of the legal rules.
1 연방각의는 법 규칙 제정 책임을 부처에 위임할 수 있으며, 이와 관 련하여 그 법 규칙의 중요성을 고려해야 한다.
2 Delegating lawmaking to groups and offices is only permitted if authorised by a federal act or a general binding federal decree.

Art. 48a43 Conclusion of international treaties 제48조a조43 국제조약의 체결 1 The Federal Council may delegate responsibility for concluding
international treaties to a department. In the case of treaties of limited significance, it may also delegate this responsibility to a group or federal office.
1 연방각의는 국제조약 체결 책임을 부처에 위임할 수 있다. 제한 적으로 중요한 국제조약의 체결은 연방의 그룹이나 실에 위임할 수 있다.
2 It provides the Federal Assembly with an annual report on the treaties entered into by the Federal Council, the departments, groups and federal offices. Only the Control Delegation receives notice of treaties that are not published in accordance with Arti- cle 6 of the Publications Act of 18 June 200444.45

Art. 49 Authorisation to sign 제49조 결재권
1 The heads of department may authorise the following persons to sign particular items of business in their name:

a. secretaries-general or the persons representing them; a. 사무국장 또는 부처를 대표하는 자 b. members of senior management in the groups and offices; b. 그룹 및 실의 고위간부 c. further persons in the general secretariat in relation to the de-
partment’'s responsibilities as an appeal authority.

2 They may also authorise these persons to sign rulings.46 2 부처의 장은 이들에게 규칙을 결재할 권한도 부여할 수 있다.46 3 The directors of the groups and offices determine who is to have
signature authorisation in their domain.

Art. 50 Official business 제50조 공적 업무
1 The Federal Council sets out the principles for maintaining inter- national relations in the Federal Administration.
1 연방각의는 연방행정부의 국제관계 유지를 위한 원칙을 정한다.
2 Dealings with the cantonal governments are the responsibility of the Federal Council and the heads of department.
2 주 정부와의 관계는 연방각의 및 부처의 장의 책임이다.
3 The directors of the groups and offices deal directly with other federal, cantonal and communal authorities and public offices as well as with private individuals, according to their responsi- bilities.
3 그룹 및 실의 장은 그 책임에 따라 다른 연방/주/공동체 기관 및 민 간 개인을 직접 상대한다.
Art. 51 Planning 제51조 계획 The departments, groups and offices plan their activities as part of the
Federal Council’'s general planning. The departments shall bring their plans to the attention of the Federal Council.
부처, 그룹 및 실은 연방각의의 종합 계획의 일부로서 자신들의 활동을 계획한다. 부처는 자신들의 계획을 연방각의에 제출한다.
Art. 52 Coordination activities at government level 제52조 정부 차원의 조정 활동 The Federal Council, its committees and the Federal Chancellery carry
out the coordination tasks assigned to them by the Constitution and the law.
연방각의 및 그 위원회와 연방수상실은 헌법 및 법률에 의해 그들에게 부 여된 조정 임무를 수행한다.
Art. 53 Conference of Secretaries General 제53조 사무국장 협의체
1 Under the leadership of the Federal Chancellor, the Conference of Secretaries General directs coordination activities in the Fed- eral Administration.
1 연방수상이 이끄는 사무국장 협의체는 연방행정부의 조정 활동 을 지휘한다.
2 Where no special coordinating body exists for specific tasks or items of business, the Conference is responsible for these co- ordination activities, in particular in preparing items of Federal Council business.

3 It may in terms of a Federal Council decree deal with interde- partmental issues and prepare these for the Federal Council.

4 The Secretary General of the Federal Assembly may take part in the Conference of Secretaries General in an advisory capacity.48

Art. 54 Information Conference 제54조 정보협의체
1 The Information Conference comprises the Federal Council Spokesperson and the persons responsible for information in the departments. A representative from the Parliamentary Ser- vices may with take part in an advisory role.49
1 정보협의체는 연방각의 대변인과 부처의 정보 책임자로 구성한다.

2 The Information Conference deals with current information problems in the departments and Federal Council; it coordi- nates and plans information.50

bodies

planning and coordination bodies as institutionalised conferences or as self-contained administrative units.
연방각의는 상설 협의체나 자립적 행정 단위로서 기타 직원기구 및 계획 조정기구를 둘 수 있다.
Art. 56 Interdepartmental project organisations 제56조 부처 간 프로젝트 조직 The Federal Council may form project organisations to process im-
portant interdepartmental tasks of limited duration.
연방각의는 중요한 부처 간 과제처리를 위해 한시적인 프로젝트 조직 을 설치할 수 있다.
