In February of this year, Korea enacted the world’s first ‘Hydrogen Act’ (Economic Promotion and Safety Control of Hydrogen Act).

It is the first law in the world to create a basis for a hydrogen-based economy. Hydrogen is considered a future eco-friendly clean energy, and this act aims at systematically fostering the hydrogen industry. Incheon is preparing for a new leap forward as a leading city of the hydrogen industry, a major growth engine for the future.

On March 2, Incheon, SK, and Hyundai Motor signed an ‘MOU on Mutual Cooperation for the Establishment of a Hydrogen Industry Base’ at SK Incheon Petrochem in Seo-gu, Incheon.

HYDROGEN ENERGY

Hydrogen is an energy source that can solve various issues, such as the increasing energy demand, aggravation of environmental contamination, and unequal distribution of energy resources. Since it has no carbon, it has the advantage of being clean energy. Also, it is colorless, tasteless, odorless, and non-toxic. It is also relatively easy to produce, store, and transport.

Although hydrogen energy is drawing attention as a significant energy source for the future, the government needs to address citizens’ concerns about its safety as a top priority. This year, the government will establish safety regulations related to liquefied hydrogen use as fuel for hydrogen vehicles.

TIP!

INCHEON LEAPS TO BECOME LEADING CITY OF

HYDROGEN

INDUSTRY

According to the MOU, Incheon will take the lead in building a bio-byproduct hydrogen production cluster and provide financial and administrative support to convert existing vehicles into hydrogen vehicles and establish related infrastructure. Seo-gu (borough) of Incheon will build a base for the hydrogen industry, improve the environment, and enhance safety.

Hyundai Motor will actively foster the hydrogen vehicle industry and supply hydrogen vehicles to expand the hydrogen economy. It will also actively participate in the demonstration project for developing a bio- byproduct hydrogen production cluster. SK E&S will participate in the development of a bio-byproduct hydrogen production cluster in Incheon and invest in the liquefied hydrogen infrastructure development project in connection with the cluster project.

The third ‘Hydrogen Council’ meeting was also held at SK Incheon Petrochem on the same day and was presided by Prime Minister Chung Sye- kyun. The Hydrogen Council is the control tower of Korea’s hydrogen economy, and, therefore, it was meaningful that the meeting was held in Incheon. It can be understood that the government is supporting the Incheon hydrogen production cluster.

Five groups, such as SK, Hyundai Motor, POSCO, Hanwha, and Hyosung, announced plans to invest approximately 43 trillion won in the hydrogen economy by 2030.

Meanwhile, Incheon will foster the Incheon Hydrogen Industry by establishing a strategy for developing the Incheon Hydrogen Industry ecosystem to develop a hydrogen production cluster and expand hydrogen mobility prevalence.

According to a 2019 survey by the Ministry of Environment, food wastes in Korea amounted to 14,314 tons every day. In a year, it adds up to an enormous amount of over 5 million tons. It increased by 1,000 tons from 13,222 tons per day in 2014. How is the food waste we throw out like this processed? Since 2005, the government banned direct landfilling of food wastes in the city or greater region. In 2013, the current “pay by volume system,” which separately disposes of general garbage and food wastes, has been implemented. After implementing the “pay by volume system,”

there were many efforts to recycle food waste as compost or feed. However, the treatment costs 800 billion won per year, and environmental problems are becoming more serious. Above all, a tremendous amount of carbon dioxide, a significant cause of global warming, is generated along with foul odor and soil contamination during the treatment process.

Incheon is implementing various projects to convert the existing food waste collection and disposal system with an eco-friendly and efficient approach to fundamentally reduce waste and establish an eco-friendly living culture before the closure of the Metropolitan Landfill in 2025. The city plans to reduce food wastes from 687 tons a day (as of 2019) to 622 tons a day by 2025 by expanding RFID meters, distributing food waste reducing machines for household use, and introducing large food waste reducers.

MOUNTAINS OF FOOD WASTES PRODUCED BY PEOPLE

We are spending more time at home because of COVID-19, and many of us are cooking more often at home. With an increasing amount of food wastes discharged from each household, the increase in single-person families and lifestyle changes add to the increase of food wastes, leading to serious environmental problems. We investigated what we can do to generate fewer food wastes, what we all need to practice together to solve this issue and the various policies of Incheon.

Small things to do in everyday life to save the planet!

Various projects and policies to reduce food waste are important, but most of all, the actions of each household to generate less food waste are most important. Why not start saving our future and environment from the little things that we can do?

Buy only as much food as you need and develop a habit of cooking an appropriate amount.

Reduce the volume of food waste by removing moisture as much as possible.

Please check again whether it is food waste or not before throwing it away.

METHOD 1. PRODUCE FEED AND ENERGY FROM FOOD WASTE

Vehicles carrying food wastes line up to enter the food waste treatment plant. The food waste poured into the dump is sorted and crushed to separate and remove foreign substances and adsorbates and is divided into wastewater and solids. The wastewater is partially incinerated or used to produce biogas at the metropolitan landfill. The solids are used to make feed through the repetition of dehydration, drying, and crushing processes.

METHOD 2. REDUCE WEIGHT WITH RFID METER AND REDUCER FOR HOUSEHOLD USE Discharging food waste is very important to handle food waste and adequately turn it into resources.

First, Incheon will expand the “RFID Meter” distribution for apartment houses introduced in 2012. The

“RFID Meter” weighs food wastes discharged by each household and charges the cost for disposal based on weight. It has enormously reduced the amount of food waste discharged. Incheon will also promote a program of “distributing food waste reducers for household use for single and multi- family houses,” which offers subsidies to single-family and multi-family houses that purchase quality- approved food waste reducers for household use.

METHOD 3. ECO-FRIENDLY DISPOSAL WITH A “LARGE FOOD WASTE REDUCER”

One of the problems of food waste is that it requires secondary treatment for foul odor, harmful insects, and vehicle smoke generated during the collection and transportation process. Secondary treatment is also needed for food waste leachate, which is produced from food wastes during the process. To address this problem, Incheon introduced a “large food waste reducer.” The ‘large food waste reducer’ produces by-products that can be used as compost in farms through self-fermentation, drying, and reduction once food waste is added. Currently, Incheon operates eight pilot units, including six units at Humansia Complex I in Samsan-dong in Bupyeong-gu.

Great Decision,

Adventure at Old Age

FELL FOR THE KINDNESS AND CULTURE OF KOREANS

Carrie and Gerry say that they always felt the family-like love from Koreans along with their kindness since they arrived in Korea. They were quite impressed at the sight of young couples and their children when they arrived in Songdo, Incheon. When they said, ‘Hi,’ to the children they met in an elevator, they felt that the children became nervous and their parents put their arms around them. They had the feeling that they did something wrong then. Before long, their cousin who teaches English in China came and greeted those children, they returned the smile. They were angry at first, thinking they were treated differently. They realized that their cousin greeted them in the Korean way first, by nodding, and that brought an entirely different reaction. After that, she greets Korean families first, in the Korean way.

It does the trick and people greet her back with smiles.

She said her Korean friends helped her more than she could imagine when she arrived at this unfamiliar land as they tried to learn how to use the subway, grab a taxi, or other trivial daily chores, and also when having to quarantine after returning to Korea from the States. One thing that she started after arriving in Incheon was taking Korean classes offered by IFEZ. She found out about the celadon class through IFEZ‘s website while learning Korean. She was able to learn about the flavor of Korean pottery from a master artisan.

Carrie Stokes

Carrie Stokes (61) from the United States talked about the many memories that she made in Korea throughout the interview, saying that her decision to come to Korea was in fact a great decision. Those memories include Korean culture, volunteer work, friends, and family.

Let’s take a look at the daily life of Carrie, who continues to make unforgettable memories one at a time in Incheon.

interview

She also said IFEZ offers classes on Hanji (Korean paper) craft helping her make a colorful hanji box, which is usually quite difficult to make, as her instructor taught her thoroughly and provided the hanji craft materials. Her instructor also invited her to prepare kimchi together, and when she arrived, lunch was already prepared. They had lunch together before preparing kimchi and she had a chance to learn how to make kimchi. Carrie proudly said that she experienced the wedding culture of Korea. She was invited to the wedding of Jin Sae- bom, Gerry’s student from SUNY, thus having the chance to witness a beautiful wedding. She experienced Korean culture and food more closely thanks to Sae-bom’s family.

WORK AND VOLUNTEER WORK

After experiencing so much love and care in Korea, Carrie also enjoyed being able to volunteer. She edited interpretation at the IFEZ Global Center and helped translate announcements in the apartments in Incheon into English. She explained that all of the staff members she worked with here were kinder and more tolerant than anyone she met before. She also recently began volunteering for the visually

She said it was truly an unforgettable experience.

<Matilda>, her most favorite children’s film, which reminded her of her daughter when she was little. Jae-eun and Jae-gyun, the children of Seon-mi, a staff member of the center, listened to her reading for testing. She is so thankful to the family of Seon-mi who supported her throughout the recording. She says it was quite fulfilling, thinking that she could offer something for the children.

MEETING UP WITH FRIENDS

Out of appreciation to the people she met in Korea, Carrie wanted to tell us about all the memories she made with her friends. She listed the names of many friends she made in Korea to tell us about the relationships she valued.

She said the coffee she had at her favorite café on the way to class tasted and smelled better than any other coffee she had anywhere else.

While talking about the memories she made at the café, she also told us about how kind the owner of the café was, as well as the owner of

Joyce Lee, who she became acquainted with through SUNY, made a climbing club with the wives of the school staff. On Tuesdays and Saturdays, Joyce and Carrie traveled across Korea to famous spots on subways and buses. Thinking about those days, she said she was lucky to have such experiences because she could climb and travel in Korea for about six months before almost everything had to stop due to COVID-19. While talking about the friends she made in Korea over the past two years, she said she was always impressed by how gentle Koreans are once you get to know them.

RETURNING TO FAMILY

Carrie said another miracle happened to her after two years of adventure in Incheon. She will be working for Merril Lynch in Philadelphia, a sister city of Incheon, from the end of March. Her husband, Gerry will continue to work as the dean of SUNY Korea Graduate School in Songdo until this year. Saying it is time to say good-bye, she said the experience of the many relationships and cultures she had in Korea is so precious that it is unforgettable, and wanted to tell us stories about all her friends throughout the interview.

We were able to feel the adventure and courage of life, seeing Carrie planning new things to do after returning to her family in the US.

TRIBOWL SERIES – <CHUNHYANGGA>, STORY OF JOSEON POP TOLD BY SEODO BAND

For March, the Tribowl Series is <Chunhyangga> by Seodo Band, expressed as the ‘Korean Version of Disney.’ <Chunhyangga> is the modern remake of the traditional pansori, Chunhyangga, comprising various passages, such as ‘Sarangga (Love Song)’ of Seong Chun-hyang and Lee Mong-ryong, ‘Ibyeolga (Farewell Song)’

by Lee Mong-ryeong leaving Namwon, ‘Ssukdaemeori (Unkempt Hair)’ and ‘Eonjekkaji (Until When)’ that Seong Chun-hyang sang in grief in prison while waiting for Lee Mong-ryong. It is composed of repertoires that will impress and entertain the audience. The lyrics are interpreted into easy-to-understand terms while maintaining the most prominent characteristic of pansori, which is to carry on with the storyline. Furthermore, the music was arranged to suit contemporary sensibilities to help enjoy traditional music more casually. The concert will maximize the immersion of the audience through a musical-like arrangement as if listening to a story.

Foreigners of IFEZ become Urban Farmers

Incheon Free Economic Zone Authority continues the ‘Songdo International City Happy Garden Cultivation’ project following last year.

Incheon recently held an orientation related to the promotion of this project to offer foreigners various opportunities to participate in a wide range of activities and revitalize the community.

The garden is located near Songil Elementary School in Songdo. The orientation was held with 12 teams of foreigners living in the Incheon Free Economic Zone (IFEZ), selected on a first-come-first-served basis through the Global Center’s social media sites. Participating foreigners will learn the basics of farming and how to purchase seedlings and seeds for the garden. They raked up the earth in the garden, preparing to plant seeds.

The ‘Happy Garden Farmers,’ with two foreigners who participated as farmers last year as mentors, formed groups of up to four people and will cultivate the 60 m2 garden by exchanging information through social media, cultivating edible crops, and removing weeds until November to harvest crops.

In addition to the existing 70,000 non-smoking areas, such as parks, around schools, bus stops, gas stations, and near medical institutions, Incheon will determine exact locations for new non-smoking areas through consultations with counties and boroughs. Incheon will impose a penalty of 50,000 won on smokers in non- smoking areas after the on-site grace period for the first three months of implementation.

Opening Ceremony of New Incheon City Hall on March 29, Significantly Reducing Complaints on Inconveniences

Incheon held the opening ceremony for the

new Incheon City Hall on March 29 and started a full-scale operation. The new Incheon City Hall is the office building at Shinyoung Guwol G-Well City, 809, Namdong-daero (Guwol- dong), Namdong-gu, and is adjacent to the current city hall, 150m away. Six hundred twenty-two staff members of 31 departments of 4 bureaus, including the Job and Economy Division, moved into the new building.

The existing city hall, which was completed in 1986, is too small to cope with the three-million population and administrative demands, and Incheon rented a part of the Michuhol Tower in Songdo-dong, Yeonsu-gu since 2015. However, operating in two buildings in Songdo-dong and Guwol-dong led to inconvenience for citizens and administrative inefficiencies. Therefore, Incheon decided to purchase an office building near the current building.

Foreigner’s Guide to Handle Household Wastes

2 ND CLEAN HOME, CLEAN

ENVIRONMENT

Korea implements a pay-by-volume garbage disposal system, which means that you pay by the volume of garbage. This system was designed to help reduce wastes and separate and dispose of recyclable wastes as much as possible. As there are many types of waste, including general waste, food waste, and waste home appliances, it is easy to become confused about how to dispose of them properly. How should we handle household wastes to keep a clean home and a clean environment?

3. RECYCLABLE WASTE

This waste, when separated and disposed of appropriately, can be recycled. The government recommends people separate and dispose of their wastes according to the guidelines for the separation and disposal of recyclable items subject to a separate collection.

4. SMALL HOME APPLIANCES

Small home appliances such as mobile phones can be disposed of without paying for disposal. Use the

small appliance collection box in each borough.

Recycling Center’s Free Collection Service for Large Waste Home Appliances

1. GENERAL WASTE

General waste should be placed in a standard garbage bag (pay-by-volume) at the designated area for collection during the predetermined hours.

5. LARGE HOME APPLIANCES For large home appliances such as TVs and refrigerators, use the free collection service for waste home appliances (1599-0903), or contact a dealer for the collection and disposal in case you bought a new appliance.

- Go to the ‘Cleaning/Environment/

Sanitation Section’ of the competent borough or county office’s official homepage, go to ‘Large Waste Disposal,’ pay the price, and issue the sticker.

6. LARGE WASTE

Large wastes that cannot be put in a standard garbage bag (Ex: furniture, home appliance, etc.) should be reported to the local authority for disposal.
