The SA-sponsored Resolution 2033 gave African governments a greater say in UN actions on Africa by stipulating that the UN Security Council consult with the AU before taking decisions on African security issues.

Sangqu has completed his term as ambassador to the UN in New York and will assume a new role as adviser to AU Comnlission chairwoman Nkosazana Diamini Zuma in Addis Ababa.

He is being replaced in New

York by former high commis- sioner (ambassador) to Nigeria, Kingsley Mamabolo.

Sangqu reiterated in his state- ment that the power configura- tion in the UNSC "is not in favour of elected members and national interests sometimes override international commitments.

"The thplomatic tools at the council's disposal are sometimes abused by some of its permanent members which then complicates the collective work . Of the council."

His concern echoed the wide- spread criticism that the five per- nianent, veto-wielding members of the security council - the US, China, UK, France and Russia - determine most of the council's decisions.

This leaves other countries like South Africa, which may have been elected for two-year terms, largely powerless.

However, Sangqu said despite this constraint, "South Africa influenced a large number of the council's outcomes and actively engaged on all issues on the security council's agenda..."

South Africa had "promoted its positions with regard to the rule of law at national and inter- national levels, post-conflict

reconstruction and development,

peace and justice, the role of women in peace and security (Resolution 1325), the plight of women and children in armed conflict situations".

ArcelorMittal sells Canadian stake

IARCELORMITJ'AL, the world's biggest steel maker, will sell a

$1.lbn stake in a Canadian iron ore mine operator to a consortium that includes South Korean steel maker Posco and Taiwan-listed China Steel, China Steel has announced.

ArcelorMittal, formed in 2006 when India-born Lakshmi Mittal's

reported that China Steel and Posco would jointly contribute

$540m, while the remainder was expected to be paid by financial investors including Korea's National Pension Service.

A Posco spokeswoman con- firmed a consortium involving Posco had signed a stock purchase a2reement to acquire a stake in the iron ore mine operator, out declined to elaborate on details.

ArcelorMittal is one of Cana- steel business bought European

peer Arcelor for $33bn, is battling sluggish steel demand and is look- ing to offload assets to cut debt.

The sale of a 15% stake in Canada's Labrador Trough iron ore mining and infrastructure asset is part of that process.

Posco, China Steel and ArcelorMittal Mines Canada will own Labrador Trough through a joint venture and will enter into long-term iron ore supply agreements, China Steel said in a statement on its website.

Posco shares were up 2.6%, while China Steel rose 0.6%.

The transaction is subject to approval from the Taiwanese government, and is expected to close in two instalments in the first and second quarters of this year.

The deal will give Posco, the world's fourth-biggest steel maker, access to iron ore and coal used to make steel, as it currently imports nearly all of its key raw materials. Posco already owns a 12.5% stake in Australia's $lObn Roy Hill project.

SOUTH Korea's biggest car mak- ers, Hyundai Motor and affiliate Kia, are targeting a modest 4%

rise in global sales this year, their slowest growth in a decade.

Other vehicle makers, includ- ing Japanese rival Toyota, are set- ting conservative sales targets in the face of an uncertain global economy.

Hyundai and Kia, which together rank fifth in global car sales, are expecting a slowdown in sales growth to a combined 7.41- million vehicles partly also be- cause of capacity constraints and a stronger South Korean currency.

"Hyundai and Kia benefited from the woes of their rivals after the global financial crisis. But now their growth momentum is weak- ening without the support of the local currency," said Kim Sung- soo, a fund manager at LS Asset Management.

The won rose to a 16-month high against the dollar earlier yes- terday, fuelling investor anxiety over reduced overseas earnings and the price competitiveness of South Korean firms.

The won rose 7.6% against the

dollar last year, its biggest per- centage gain since 2009. By con- trast, the yen is softening, which could tip the competitive balance in favour of Japanese rivals such as Honda Motor.

Hyundai's shares ended down 1.1% yesterday while Kia's slipped

0.4%, underperforming the wider market's 1.7% gain.

After expanding 1-lyundai Motor and Kia at breakneck speed, group chairman Chung Mong-koo has slowed apacity building in the past years to focus on branding and profitability.

This year's projected sales growth of 4% will be the smallest since 2003 when Hyundai and Kia increased sales by 2.3%, company data show.

Hyundai is targeting sales of 4.66-million vehicles this year, compared with 4.4-million last

year, while Kin has set a goal of 2.75-million, almost flat from 2.72-million last year, according to regulatory filings.

"Chairman Chung said our maximum capacity is 8-million vehicles. No more than that.

Instead, he said we need to move upmarket and raise margins," a former Hyundai executive said.

Hyundai plans to unveil a luxury-concept vehicle at the Detroit motor show this month, a spokesman said.

A dearth of new models for Hyundai and Kia this year will also erode sales growth, with analysts saying the next generation of Genesis, Hyundai's premium sedan, may be unveiled only late this year.

Kia plans to launch a new Soul compact car this year, a spokesman said, without elaborat- ing on possible roll-out plans for other models.

Hyundai, which started new plants in China and Brazil last year, is in a better position to meet any bigger than expected increase in demand this year than Kia, which did not add any capacity at all last year.

Global motor vehicle demand may grow 5.3% to 88.73-million

vehicles this year, similar to a pro- jected 5.2% pace last year, as a flat European market counters higher sales in China and the US, says a recent report by South Korea's motor industry body.

Toyota expects its group-wide global sales to rise 2.2% to 9.91- million vehicles this year from a projected 9.7-million last year.

"The market environment is expected to be difficult in 2013 because of Europe's fiscal crisis and the global economic down- turn," Mr Chung, the 74-year-old chairman of Hyundai and Kia's parent group, said in his annual speech to employees yesterday.

Hyundai and Kia sold a com-- bined 7.12-million vehicles last year, up 8% from the previous year and better than their original tar- get of 7-million.

The duo drove up sales in China when their Japanese com- petitors were hit by a backlash in a dispute over islands in the East China Sea last year.

In the US and Canada, Hyundai and Kia's sales have not been greatly affected so far by their November 2 admission that they had overstated the fuel econ- omyof more than 1-million of their cars. Reuters

ASIAN stocks rose yesterday, heading for their highest close since August 2011, as the US House of Representatives passed legislation averting some of $600bn in automatic tax increases and spending cuts.

Australian gold producer Newcrest Mining added 3.6% as the precious metal climbed. BHP Billiton, the world's biggest miner, rose 2% in Sydney, leading gains among raw-material producers, after China's manufacturing expanded for a third month.

Techtronic Industries, a maker of power tools with North America as its biggest market, gained 3.3% in Hong Kong as the Hang Seng index capped its best opening session of a year since 2009. The MSCI Asia Pacific excluding Japan index rose 2.1% to 476.23. A close at this level

would be the highest in 17 months.

More than five shares rose for each that fell. Markets in Japan and mainland China were closed yesterday and today for public holidays. "Short term, the market sentiment will remain quite positive because the investors believe the fiscal cliff can be avoided," Ben Kwong of KGI Asia said.

"The China PMI of course is another stimulus for the market."

이는 지난 1 일 새벽 신년맞이 불꽃놀이 행사에 참여했다가 많은 인파가 뒤섞이면서 다. 오는 3일과 4일 대통령 관저에서 열릴 예정이던 새해맞이 연회도 취소됐다고 AP 와타라 대통령은 또 이번 사고에 대한 철저한 조사를 관계 당국에 지시했다.

61 명이 숨진 압사사고가 발생한 데 따른 것이 통신이 전했다,

이에 대해 현지 언론은 도적듈이 바리케이드롤 설치해 많은 사람을 거리에 잡아 놓은 뒤 휴대전화나 돈을 훔치려 한 것이라는 소 문을 전했다.

한편 앙골라에서도 신년맞이 한 종교행사에서 많은 사람이 한꺼번에 몰리는 바람에 압사사고가 발생해 16명이 숨지고 약 100명이 부상했다고 AFP 통신 등 외신이 2일 보도했다.

이번 사고는 한 종교단체가 수도 루안다의 옥외 경기장에서 신년맞이 행사를 치르는 과정에서 일어났다. 경기장어―는 수용 인원 8 만영의 갑절에 이르는 인원이 몰렸다. 일부 언론은 25만명이 운집했다고 소개했다.

한 목격자는 사고와 관련, 사람들이 경기장 출입문에 놓인 성수 봉지를 보고 앞다퉈 가져가려다 혼란이 일었다고 상황을 설명했다.
