Global City, Sejong

The City of Sejong is a city being established to achieve the goals of resolving the side effects caused by excessive concentration in the capital city and contributing to the even national development and strengthening national competitiveness.

The Multifunctional Administrative City is being developed around the City of Sejong with central administrative organizations and their affiliates being relocated to city forming the multifunctional city with administrative functions at its center.

Prologue – Story of the City of Sejong

Along this two-ring structure, 6 major city functions are positioned independently. The 6 areas are Central Administrative Zone, Cultural International Exchange Zone, University Research Zone, Medical Welfare Zone and High Tech Knowledge Base Zone. The technologically advanced City of Sejong is progressively developing the city towards the goal of becoming a “Ubiquitous city” focusing on improving the quality of life within the harmony of people, the environment and information technology. The city brings the futuristic city of imagination to reality.

The abundant green zones composing more than half of the city’s overall area, the convenient urban system created by a combination of the latest IT technologies, the culture and leisure facilities enabling a satisfying leisure life, a world-leading-class education system, convenient transportation, attractive city landscapes and relics that embrace Korean history and tradition — these are the elements that are building City of Sejong into Korea’s central city of happiness.

City of Sejong is a city developed to realize a life of prosperity by being a multifunctional administrative city with a central government office, Government Sejong Complex and the Official Residence of the Prime Minister; a human-centered communicative city with the Complex Community Center, which undertakes the responsibility of providing convenience and leisure to the Korean public; and an environmentally friendly city with Sejong Lake Park and the National Central Arboretum.

Washington, District of Columbia, the capital of the United States, a city that moves the world, was developed with an innovative plan. In order to reflect their symbolic meaning as the center of a new, independent country, the city planner, Pierre Charles L’Enfant, placed the Capitol and the White House on an elevated area compared to their surroundings and employed a radial structure from the city’s center point.

The Multifunctional Administrative City, City of Sejong, is building another city for the future. The Government Sejong Complex is constructed with different height and elevation to achieve a certain level of visual and physical openness, and it generates naturally lower elevation levels towards the Lake Park. This element is a symbol reflecting City of Sejong’s will of assuming a low stance when it comes to listening to the Korean public.

If Washington, D.C. in the 20th century was a city where everyone enjoyed freedom, Sejong City in the 21st century is the city everyone dreams of. The futuristic cities featured in movies are brought to life with the name “City of Happiness.” The city has preserved the central green zone of the city, and it has created a unique two-ring city structure with the green zone at its center. The first ring is the mass- transit focused road surrounding the city center, and the second ring is the outer circulating road that surrounds the outskirts of the city that allows any location of the city to be reached within 20 minutes.

Government Complex Sejong

A Dragon-Shaped Space of Communication

A spiritual being of the imagination, the dragon is an animal found in many cultures, and it commonly features a large, snake-like body with supernatural abilities.

Dragons were depicted as the guardians of the underworld protecting relics of earth in ancient India, and as mystical beings creating clouds and rain in ancient China, and in Korea, they were regarded as water or sea gods that protected the harmony of the wind and clouds. Since the early days of history, dragons were worshiped as guardian gods of a nation, guardians of ancestors for royal families

The Complex is composed of 18 separate buildings that are connected by bridges and rooftop gardens, and its overall length reaches 3.5km. It also houses 19 governmental departments and 18 governmental organizations on 600,000 square meters of land, making it the world’s largest governmental organization housing complex.

Diana Balmori, who participated in the designing of City of Sejong as a landscape advisor, advised the city planners to build a single, organic town with a structure that blends with the ridges of the hills. It was a message that embodies the philosophy that a city should form harmony within nature.

The Government Sejong Complex forms a shape of a dragon through a continuous dotted line inferred from a linear landscape.

The Pentagon is a building consisting of 5 homocentric pentagons or circumferential ring, and 10 spoke- shaped paths connect the overall structure. It is the world’s largest governmental building built in 1943, and at the time of its completion, it was capable of holding 25,000 people on 137,000 square meters of land. Due to its characteristic exterior and symbolic meaning as the world’s best military organization, the Pentagon is one of the key landmarks of Washington D.C. and it is a place where tourists continue to visit.

Sejong Lake Park

A Lake Embracing the City

With the philosophy of bringing a harmonious coexistence between mankind and nature in its city planning, Zurich is highly regarded as one of the most environmentally friendly cities in the world, and the well-preserved lakeside scenery and range of facilities offer a unique and exotic experience to visitors to the city.

Zurich in Switzerland is a lake city near Limmat and the River Sihl. Lake Zurich, which is a crescent-shaped lake 40km in diameter, has cobalt blue waters that are famous for being crystal clear, allowing people to see fish swimming.

Sejong Lake Park also offers the peaceful scenery of a lakeside city with its islet and trails that surround it. The park is designed to offer a rest area in an urban environment and a central venue for cultural events. The islets, featuring five different themes, enable various waterside culture experiences, including performances and water sports. The floating stage island, designed to reflect the shape of pebbles, is capable of accommodating 1,200 people, and is the largest among Korean stages. The water play island, with a clean sand beach, water flower island, with various water plants, marshland island and festival island all boast their charms to welcome the public. Also, the trail (8.8㎞) and bicycle road (4.7㎞) offer the most refreshing lakeside environment to the public.

Like an Open Book

The Beautiful National Library of Sejong

The Library of Congress in Washington, DC, the largest library in the world with 32 million books and 61 million recorded documents, the Det Kongelige Bibliotek (Royal Library in Copenhagen, Denmark), also known as the “Black Diamond”

for its beautiful exterior made of black marble and glass, the historical National Library in the Czech Republic, and Trinity College Library Dublin in Ireland are public locations the world is familiar with and are renowned locations in their cities.

The National Library of Sejong, located in Sejong Special Self-governing City in the Republic of Korea, also became a global issue with its unique exterior. The world-class design webzine, Designboom (www.designboom.com, Milan, Italy) selected the National Library of Sejong as their first pick in the “Top 10 Libraries of 2013.”

Designboom introduced the National Library of Sejong as the first branch facility of national libraries of Korea built in the Multifunctional Administrative City (City of Sejong). It further added that the overall design of the structure which resembles a book page turned over shows the building’s functions and mentioned that it is a place where the analogue information and digital converge together.

Built in 1895, the New York Public Library is the world’s third-largest library, and is regarded as a

“reservoir of knowledge” by the people of New York.

Featured as the background of the movie, “The Day After Tomorrow,” the library is located in the center of New York, where it is visited by tourists to the city as well as citizens.

Stroll along with Korean History

The Presidential Archives in the City of Sejong is the world’s first structure that houses all the records related to the leader of a country, the president. Inside the Presidential Archives, a sloped wall with a 7-meter oriental phoenix pattern fills one side of the room. The oriental phoenix, which appears in various documents, is an imaginary being that is said to be seen when a great lord ascends the imperial throne. This is because an oriental phoenix is an auspicious being that only appears when something good happens. The symbolic meaning of the oriental phoenix rising up to the sky is a reflection of the hope that the former and future presidents of the Republic of Korea will leave good records in the archive.

The “Annals of the Joseon Dynasty,”

listed in UNESCO’s Memory of the

World Register, is the record of 25 kings of the Joseon Dynasty, and it is the most fundamental reference containing the history of the

Republic of Korea. The Presidential Museum, which will succeed the record keeping since the Joseon Dynasty, will systematically house and manage various documents, photographs, videos and items which former presidents have left behind for the Korean public.

Scheduled to be completed in 2015, the City of Sejong Presidential Archive is being developed with the concept of “a space to be pleasantly enjoyed at all times.” The trails, grass park and observation deck outside the archive will allow visitors to stroll around the area, being reminded of the precious records of the Republic of Korea.

The Lincoln Memorial, Thomas Jefferson Memorial, Franklin D. Roosevelt Presidential Library and Ronald Reagan Presidential Library are presidential memorials established by people who supported the former presidents and built the memorials through fund-raising campaigns. All these memorials were donated to the country and house various materials and records on each former president.

A Place Measuring the Sky and Fathoming the Earth

What is the exact distance between Korea and Japan, the two countries said to be close but far apart? In the first official study of the distance between the two countries, it was measured that the two countries are 1,223㎞ apart. Also, a recent study reported that Korea and Japan became closer by 4km in the last 100 years.

The center consists of major observation equipment, including a 22m diameter antenna and receivers, and the observation building, with two stories above ground and one story below, houses an observation room, data analysis room and promotion hall, and focuses its capabilities on accurate observation and education on related technologies.

With the advanced interferometry technology VLBI, the distance between countries or the movement of continents can be accurately measured. The observation of slow, subtle moving continents is utilized in preventing various natural disasters.

The Space Geodetic Observation Center calculating the accurate position information of the Earth’s surface is established in City of Sejong. It is the 16th facility in the world after ones in the United States, Japan and Germany, and it is the third such facility established in Asia.

The First town & Bridges

The Golden Gate Bridge in the United States is the front gate to San Francisco, and became a landmark with more than 17 million visitors every year, and the Harbour Bridge in Australia is one of the most popular landmarks in Australia together with the Sydney Opera House, which attract tourists from all around the world.

To enter the City of Sejong after passing the river that flows across the city, there is a gate one must pass through. The 80 bridges that are connected to the City of Sejong not only improve the traffic conditions of the city, but also serve as spaces of leisure that harmonize with the natural scenery of the city.

To reach Cheotmaeul, the first village of the city, which pursues harmony among the city, river and greenery with the concept of balance and harmony, one must pass over various bridges on the Geumgang River, including Handurigyo Bridge, which resembles a pen tip, Boromgyo Bridge, which emphasizes the

Bangchukcheon & Jechon

A Waterway Flowing through the City

Bachle is an artificial waterway that flows across Freiburg, and it directs water from the river to flow into the city to lower the temperature and control humidity. As it is water from a naturally clean river, children can freely enjoy it, and it brings vibrancy to various locations in the city.

Freiburg in Germany, Delft in the Netherlands, Zurich in Switzerland, Portland in the United States, Northern Kyushu in Japan and Curitiba in Brazil are cities designated by the UN as environmentally friendly.

These cities are actively implementing public transportation policies considering convenience and the environment, energy-saving structures and the use of renewable energy.

City of Sejong is also being reborn as an environmentally friendly city, green city and eco city by opening waterways, preserving the mountains and rejuvenating the curves of nature.

The stream that crosses the City of Sejong from south to north is Bangchukcheon Stream, which consists of five themes: the Sejong Plaza Section, Ecology Learning Section, Waterfront Activity Section and Plant Garden Section, and in particular, a special section that has seven scenes that beautifully decorate the area.

The musical fountain show that takes place every night features a wide range of presentations, with fountains rising up to 40m as well as beautiful scenic lighting, and the hydrangea garden is a space that communicates with the city through is unique combination of 11 unique rare hydrangeas, sculptures and a trail.

Jeonweolsan Mountain

A Legendary Mountain Praying for Hopes and Prosperity

The mountain that embraces the power of the Moon, Jeonweolsan Mountain (轉月山), is located in the center of City of Sejong, and it has various ancient legends that pray for prosperity at its spring, Yongcheon Spring, such as the legend of the good daughter-in- law turning into a stone.

About halfway up Jeonweolsan Mountain is a stone that resembles a lady looking over her back. During a severe flood in ancient times, the good daughter-in-law failed to listen to the warning of a monk

to never look back no matter the cause, but looked back and turned into a stone. The stone, known as the “daughter-in-law stone,” is said to grant the wishes of those good daughters- in-law who pray in front of the stone with a lit candle.

At the top of the mountain is the never-drying

Greek, Rome, Mayan, Incan, and Indian. In various civilizations around the globe, there are legends that involve floods. One of the most famous is the

“Noachian deluge” described in the Bible. Similar to that legend, in ancient East Asian legends there is the record of the “nine-year flood.” In recent excavation works in China for the ancient Chinese civilization, Hanara, remains of flood damage were also found.

A legend says that a serpent (Imoogi) who lived in the clean waters of the Geumgang River wanted to ascend to heaven, so he prayed at the mountain top for 100 years and was able to fulfill his wish. However, the serpent, who failed to follow the forbidden rule during his prayers, fell from the sky in the middle of his ascent through the water sprout from heaven as the sprout was cut off. The serpent fell back to Yongcheon Spring and became a willow tree. As it is said that holding a ritual for rain at Yongcheon Spring holds spiritual powers, many visit the never-drying spring to pray for prosperity.

Water of the Great King Water for a King who Loved his People

City of Sejong has many relics and ruins that are related to King Sejong the Great and the individuals who served the great king. Among them is the mystical medical spring that is said to have cured the eye disease of the great king, “Jeoneuichosu,”

that was surrounded by trees in a vast field, visited by stepping down stone stairs leading to the spring that holds supernatural water.

King Sejong the Great, who was the greatest king of all time in all aspects of the country, was busy with the overwhelming work that resulted in him neglecting his own health. He had eye diseases, skin diseases, obesity and diabetes, and around the time of completing the development of Hunminjeongeum,

The fourth king of Joseon Dynasty, King Sejong the Great (reign 1418- 1450) is regarded as one of the greatest figures, even to the present day, due to his development of Hunminjeongeum, assessed as the world’s best character system, and various scientific tools such as the Korean rain gauge, along with various culture policies that benefited the public of his time.

he even lost vision in one of his eyes. At that time, an elderly man visited the great king and offered water with mysterious powers, and it is said that the great king’s eye condition was completely healed one year after washing his eyes with this supernatural water.

Kimjongseo General Grave The General Tiger of Middle Ages Korea

General Kim Jong-seo was a man who excelled in both literature and martial arts, and was also a great strategist. The general was a hero who expanded the country toward the north through an expedition to conquer in the 1400s, and his family was loyal to three generations of kings, earning him the title of

“Symbol of the Loyal.”

However, during the reign of the sixth king of the Joseon Dynasty, King Danjong, General Kim Jong-seo fought against the king’s uncle, Grand Prince Suyang, who forced his way to the royal throne. During his fight against the Grand Prince, the general was killed along with his two sons at his own residence, and with the false accusation of treason which portrays him as the hero of one of the most tragic episodes of the time.

In commemoration of the loyal spirit the general had for times to come, City of Sejong holds the “General Kim Jong-seo Festival.”

Together with the general’s tragic death, there is the story of the general’s horse. At the time of the general’s execution, the general was sentenced to dismemberment, where not a single limb of his body was preserved. Then the general’s horse picked up a part of the general’s foot with its mouth and traveled all the way to the general’s home town, Janggi-myeon in Gongju-si (currently Janggun-myeon, Sejong-si). Upon its arrival, the horse died from his fatigue, and the villagers built a tomb for the general’s foot and buried it.

ceramics, fabrics and paintings that became the foundation of Asuka culture. These cultural influences acted as the foundation for creating ancient Japanese culture, and for this reason, many academics say the source of Asuka culture originated from Baekje.

As the tomb and relics possessed high historical values, the excavation placed a priority on preserving its original condition as much as possible, and some items in good condition were exhibited to the public as part of the historical park.

Baekje Tumulus Historical Park

Cemetery for the Nobles of Ancient Baekje

Baekje was a state that was founded in the southern area of the Hangang River in 18 B.C., and it became part of the “Three Kingdoms Period” in Korean history along with Goguryeo and Silla. For nearly 680 years, Baekje developed an elegant culture of academics, architecture and crafts, as found in various relics and ruins, and its culture is known to be at significant levels that influenced the Korean Peninsula as well as ancient Japanese culture.

Wang In, a scholar in Baekje, brought the “Analects of Confucius”

and the “Thousand-Character Classic” to Japan, and Ah Jik-gi, an envoy of King Geunchogo, taught Chinese characters to the crown prince of Japan. Baekje’s influence on Japan is also present in the

Baekje culture and history that prospered around Geumgang River can also be found in the ruins of Hansol-dong, Sejong-si. At the Baekje Ancient Tomb Historical Park located in the center of Hansol-dong, a portion of Baekje history buried for 1600 years was recently opened to the public. A relatively large and well-preserved ancient Baekje tomb and various relics were excavated, and they were identified as a tomb and items that belonged to a noble of Baekje.

The Government Complex Sejong is composed of 18 separate buildings that are connected by bridges and rooftop gardens, and its overall length reaches 3.5km. 정부세종청사는 18개의 분절된 건물이 브릿지와 옥상정원으로 서로 연결되며 그 길이는 무려 3.5㎞가 된다. 대지면적은 600,000㎡에 19개 중앙부처와 18개 소속기관이 근무하는 세계 최다 국가기관 입주사례의 기록적 의미를 가진다.

Sejong Lake Park is designed to offer a rest area in an urban environment and is a central venue for cultural events. The five islets in the park enable various waterside culture experiences, including performances and water sports. Also, a trail (8.8km) and bicycle road (4.7km) offer the most refreshing lakeside environment to the public.

세종호수공원은 시민들을 위한 도심 속 쉼터이자 문화행사의 중심지로 다섯 개의 테마를 지닌 인공섬에서는 공연, 레포츠 등 특별한 수변문화를 즐길 수 있다. 공원 주변으로는 산책로(8.8㎞), 자전거도로(4.7㎞)가 조성돼 시민들에게 쾌적한 환경을 제공한다.

The Presidential Archives, which succeeds the government’s recordkeeping since the Joseon Dynasty, systematically houses and manages various documents, photographs, videos and items former presidents have left behind for the public.

조선왕조 역사에 이어 대한민국의 대통령 기록들을 체계적으로 관리하게 될 대통령기록관은 역대 대통령이 남긴 문서, 사진, 영상, 집기 등을 모아 보존하고 이를 국민들이 활용할 수 있도록 관리한다.

The Space Geodetic Observation Center, which calculates the accurate position information of the Earth’s surface, is the 16th facility of its kind in the world after ones in the United States, Japan and Germany, and the third such facility established in Asia.

우주의 천체를 기준으로 지구상의 정확한 위치정보 기술을 계산해 내는 우주측지(VLBI) 관측센터는 미국, 일본, 독일 등에 이어 세계에서 16번째, 아시아에서는 3번째에 해당한다.

There are 80 bridges connecting the City of Sejong, which not only improve the traffic conditions of the city but also serve as spaces of leisure that harmonize with the natural scenery of the city. 세종시로 통하는 80여개의 교량은 교통 환경을 개선하여 편리함을 줄 뿐만 아니라 자연경관과 조화되어 여가공간으로서의 역할도 한다.

천혜의 자연환경을 배경으로 자리 잡은 첫마을은 독특한 스카이라인을 가지고 있으며 강변을 따라 산책로가 조성되어 있다.

Bangchukcheon Stream crosses the City of Sejong from south to north, and consists of five themes: the Sejong Plaza Section, Ecology Learning Section, Waterfront Activity Section and Plant Garden Section, and in particular, a special section that has seven scenes that beautifully decorate the area.

행복도시 세종시를 남북으로 가로지르는 하천인 방축천은 세종광장구간, 자연생태학습구간, 친수활동・친수문화구간, 식물테마 정원구간의 다섯 가지 테마로 구성되어 있으며 7가지의 볼거리가 아름답게 조성되어 있다.

달의 기운을 담고 있는 전월산(轉月山)에는 바위가 된 착한 며느리 이야기를 비롯하여 풍요를 기원하는 용천에 서린 설화가 전해지고 있다. 용천에서 기우제를 지내면 영험하다고 전해져 많은 이들이 마르지 않는 샘 곁에서 풍요를 기원한다.

“Jeoneuichosu” is a mystical medical spring said to have cured the eye disease of King Sejong the Great. The spring is surrounded by trees in a vast field, and can be found by stepping down stone stairs leading to the spring of supernatural water.

‘전의초수’는 세종의 눈병을 낫게 했다는 신비한 약수이다. 넓은 터 가운데 나무들이 둘러싸여 있고 그 사이로 자리잡은 돌계단을 내려가면 초수가 솟아오르는 샘물이 있다.

The City of Sejong is the home of General Kim Jong-seo, who earned the title “Symbol of the Loyal,” and the story of the general’s beloved horse. In commemoration of the loyal spirit the general had for times to come, the city holds the General Kim Jong-seo Festival.

세종시에는 ‘충신의 상징’으로 이름을 빛낸 김종서 장군과 그의 애마 이야기가 함께 전해져 내려온다. 세종시는 충신의 뜻을 오래도록 기리고자 세종시 김종서 장군축제를 개최하고 있다.

Hansol-dong Baekje tumulus Historical Park

│한솔동백제고분역사공원 For Baekje Ancient Tomb Historical Park, located in the center of Hansol-dong, the priority was to preserve its original condition as much as possible, as the tombs and relics possess high historical values. Some items in good condition are exhibited to the public as part of the historical park.

한솔동 첫마을 한가운데 자리 잡은 백제고분역사공원은 역사적 가치가 높은 만큼 최대한 원형 그대로 보존하는 것을 우선시했으며 상태가 좋은 일부를 시민들에게 개방, 관람하도록 공원으로 조성했다.
