Synergies for OECD G20 On” the Road to Busan” Workshop

1. The Need to Promote New Partnerships for Inclusive Development

- A new global partnership that embraces diversity and recognizes the roles of different stakeholders in cooperation is needed for effective development

- Although the PD and the subsequent AAA provided a solid foundation in defining the international norms and standards, the emergence of South-South providers was not fully taken into account, weakening the existing ones.

- Therefore, the global community for development cooperation is now entering into an era where we are facing the risk of losing relevance without the participation of larger emerging economies

- South-South cooperation, triangular cooperation and new forms of public-private partnerships have become fundamental in the new aid and development architecture

2. Building common grounds among various development actors and processes

- A common set of principles that underpin both traditional and newer forms of development cooperation is needed for collective and coordinated action while recognizing that the way in which these principles are applied differ across countries at different development stages

- The dual status of many countries engaged in S-S cooperation as both providers and recipients of development cooperation should be recognized. Such duality can contribute to inclusive dialogue without affecting the country’s status as aid recipient - Shared visions and targets for development are key elements to address development

challenges which require strong political support and broader participation

- It is essential to enable countries to make use of the opportunities presented by int’l investment and trade, and by expanding their domestic capital market and resource mobilization. To this end, the HLF-4 is expected to take stock of the G20 development agenda, (9-pillars in particular) and generate synergies.

3. Aid Effectiveness and Development Effectiveness

- In Paris, 2005, donor and partner countries signed up to a shared set of principles designed to reduce transaction costs, among other measures to improve the quality and impact of aid

- The evidence in the last round of monitoring of the implementation of the PD show us that we are headed in the right direction, but progress is perhaps modest and reforms are too slow in coming

- Stronger leadership and sustained high level political commitment is essential to drive changes

- Since existing aid effectiveness framework has not been sufficient to make a big impact on development and poverty reduction in developing countries, the need for a new framework with “broader development effectiveness” at the center has been emphasized by G20 Development agenda along with a desire to integrate this as a key issue in Busan (Korea has been a strong supporter on this issue since 2009)

- The main focus of the future effectiveness agenda should be on country level implementation, and take place within a broader context of development

- In the discussion of Development Effectiveness, the key issue would be how to realize

“Growth” and “Development result” in an effective way by forging principles, action plans and indicators for measuring progress.

- “Growth” requires openness at the global level towards knowledge sharing and demands strong leadership and champions in different areas

- Despite some differences between aid and development effectiveness, aid effectiveness principles and Paris and Accra commitments will contribute a lot in realizing

“development effectiveness” if implemented fully

4. Define operational development effectiveness and identify a complementary relationship among the UN, Busan, and G-20 process

- We have found, throughout the two day workshop, a growing consensus on the need for more coordinated, complementary role between G20, UN and Busan process

- It is expected that Cannes G20 Summit and UN process would recognize Busan HLF-4 as a milestone for development cooperation and that we could move forward with the main outcomes of the G20 and the UN

- To leverage and strengthen the impact of all sources of development finance, expertise on poverty reduction and inclusive growth, WP-EFF should work closely with other international and regional development process such as UN-DCF, G20 Seoul Development Consensus for Shared Growth and its Multi-year Acton Plan.

- In order to strengthen knowledge sharing and mutual learning, it is desirable to invite the G20 DWG to consider lessons from aid and development effectiveness in implementing the G20 development agenda such as the Multi-year Action Plan on Knowledge Sharing

5. Exploring a new global compact for inclusive development

- The presence of representatives of South-South cooperation providers, the private sector(BIAC), and CSOs(BetterAid) has a significant meaning for the road to Busan.

- We hope this stepping stone set by this workshop could bridge the gap between various development actors and contribute to reaching a new global compact

- A possible outcome from Busan in the context of global compact is common and collective actions based on a shared principles for Global Partnership for Development Effectiveness

- Potential elements for a new global compact are (1) key principles of aid effectiveness:

emphasis on ownership, harmonization, alignment, accountability and managing for development (2) catalytic role of aid for development, particularly contributing to enabling environment for investment, trade, economic growth leveraging aid

6. Develop key political message for Busan (providential)

- Global support for development cooperation through G20 , UN and Busan HLF-4 in a more coordinated, systematic way

- More focus on resilient, inclusive growth as a common agenda of the G20 DWG and the WP-EFF

- Knowledge sharing on recent experiences of successful reductions in equality while sustaining high levels of growth

- To engage and include major emerging economies in the global partnership founded on a common set of principles

- Encouraging the take-up of non-ODA resources for inclusive growth while minimizing the risk (in the area of transparency, capacity of monitoring etc.)

- The complexity in language and the structure of work streams should be effectively streamlined

- Encouraging synergies with the G20 agenda in the initiatives proposed in Busan

7. Establish a Post-Busan framework

- Need to find a further systematic mechanism to develop a Post-Busan framework among key players and fora

- Need to identify the components for country level effectiveness: e.g. (1) Monitoring of key priorities, (2) Quality and transparency of data system, (3) Measuring and reporting results, (4) Delegated authority to donor country offices

8. Concluding words: “Road to Busan”

- Busan HLF-4 will be a political event attracting high profile participants from various fields to discuss how we can ensure that our collective development will and efforts are effective

- The HLF-4 marks a turning point which will attempt toset out a new global consensus on aid and development effectiveness (What we can call “Global Partnership for DE”) - The preparation process of “Road to Busan” should be open and inclusive based on a

wide-reaching partnership. The G20, of course, should be at the center of the partnership

- The Busan HLF-4 will reflect aid’s role as a catalyst for other development efforts, beyond-aid.

- The Busan Partnership will place a strong emphasis on “common, but differentiated approaches” to the commitments and actions for development

- Long-term investment and enhanced capacity development which support poverty reduction through growth and private sector should be emphasized and monitored to ensure the impact on the ground

- We need an effective implementation and monitoring framework for the Busan outcomes /THE END/
