This year’s guest speaker will be Mr. Sung Lac Wi, visiting professor at the Korea National Diplomatic Academy.
He studied international relations at Seoul National University and learned Russian studies from the Defense Language Institute.
He published books titled “A Proposal to Upgrade Korean Diplomacy” and “The Russia Report”. The former is a policy proposal on the reform of South Korean diplomacy, the North Korean nuclear issue, and the four surrounding power relations. The latter is on Russian domestic affairs and foreign policy in the mid-1990s.

As a retired diplomat with over 35-years in the
Foreign Service, Mr. Wi has assumed many posts that are directly related to North American Affairs and the North Korean nuclear issue. His assignments include the Director-General of the North American Affairs Bureau, Deputy Chief of Mission of the Korean Embassy in the US, the Chief negotiator in the Six- Party Talks, and the Special Representative for the Korean peninsula peace and security affairs. Most recently, he was the Ambassador to Russia.
