Message from Hon. Ambassador Dr. Augustine Philip Mahiga (MP) Minister for Foreign Affairs and East African Cooperation

I am greatly honored as the Minister for Foreign Affairs and East African Cooperation of the United Republic of Tanzania to extend my warm and sincere congratulations to the people of the United Republic of Tanzania and the Republic of Korea on the occasion of the Silver Jubilee celebrations which marks 25 years since the establishment of diplomatic ties between the two brotherly countries.

The bilateral relations between the two countries date back to 1992, when diplomatic relations were officially established.

Over the past twenty five years, the two countries have enjoyed cordial relations which are reflected by the close friendship and diverse areas of cooperation which continue to flourish and expand every day. Our history of cooperation and partnership had been marked by progressive joint efforts in advancing social, cultural and economic development for the prosperity of the peoples of our two countries. The warm bilateral cooperation is underpinned by cherished ideals, goals and objectives that our two countries jointly spearheaded over the years bilaterally and internationally.

The Commemoration of this Silver Jubilee offers another opportunity for the Government of Tanzania to reaffirm its commitment towards the strengthening of existing bilateral relations with the Republic of Korea. In that regard, Tanzania has decided to open a fully-fledged Embassy in Seoul, at the ambassadorial level to further deepen cooperation between our two countries. The Tanzanian and Korean Ministries of Foreign Affairs are jointly working together for the realization of this objective in the near future. I can also disclose that preparations are now at an advanced stage and that the Ambassador- Designate of Tanzania to the Republic of Korea has already been appointed.

It is noteworthy that over the two and half decades, Tanzania and the Republic of Korea continue to support one another on issues of national interest to both countries. The Republic of Korea has given Tanzania high priority among African Countries in supporting development efforts in a wide range of sectors, which include infrastructure development, health, IT, education and energy to mention just a few. Some land mark projects include; the Malagarasi Bridge, the New Muhimbili Hospital in Mloganzila, the Mother and Child Hospital in Chanika and construction of the New Selandar Bridge which is expected to commence in July this year.

The Tanzanian Government notes with appreciation the decision by the Korean Government to choose Tanzania as a Priority Partner Country under the Korean Country Partnership Strategy for the period 2016-2020, making Tanzania the largest recipient of Korea’s aid in Africa. The decision will indeed compliment my government’s efforts towards achieving the National Development Vision 2025 of becoming middle income country through industrialization.

Tanzania, on the other hand, has been supporting efforts undertaken by the international community to promote denuclearization, peace and security in the Korean peninsula. Tanzania will continue to support measures and initiatives under the United Nations framework to promote international peace, security and sustainable development around the globe.

I deeply cherish the cordial relations between Tanzania and the Republic of Korea. I also look forward to witnessing the broadening of our cooperation in other spheres that are of mutual interest to the two countries and for the benefit of our two peoples.

May our solid friendship continue to be the cornerstone of our bilateral relations.

Korea-Tanzania: Celebrating 25 Years of Friendship and Cooperation

This year marks the 25th anniversary of the establishment of diplomatic relations between the Republic of Korea and the United Republic of Tanzania. Korea and Tanzania established diplomatic ties on 30th April 1992. For the past quarter-century, the bilateral relationship has developed tremendously politically, economically, in development cooperation, and in people-to-people exchanges, and as a result, the bilateral relationship has transformed into a truly trustworthy partnership.

President Kikwete and Prime Minister Pinda visited Korea in 2006 and 2009 respectively, and Hon. Kang Chang-hee, Speaker of the Korean National Assembly, visited Tanzania in 2013. In December 2016, the Korea-Tanzania Foreign Ministers’ Bilateral Meeting took place during the occasion of the 4thKorea-Africa Forum in Addis Ababa.

In 2016, trade between the two countries reached almost $200 million, and will continue to grow. Economic cooperation and partnership will be strengthened as more and more Korean companies seek opportunities in Tanzania. People-to-people exchanges continue to increase with more than 3,000 visitors visiting each other’s country annually.

As part of celebrating the silver anniversary between our two counties, Hon. Amb. Dr. Augustine Mahiga, Minister of Foreign Affairs and East African Cooperation, paid an official visit to Korea on 23rd-24thApril 2017. During his visit, the two countries agreed to further strengthen our invaluable partnership in all areas, and Minister Mahiga announced that the Tanzanian Embassy in Korea will open this year at the earliest possible date. H.E. Dr. John Pombe Joseph Magufuli, President of the United Republic of Tanzania, already nominated Amb. Matilda Masuka as the new Ambassador to the Republic of Korea this February.

In terms of development cooperation, Korea provided more than $600 million of assistance to Tanzania for the past decade, focusing its development cooperation efforts towards those in greater need for support. Korea chose Tanzania as one of its ODA priority partnership countries for the years 2016 to 2020, and will continue to strengthen its development cooperation with

Tanzania. The Korea Export-Import Bank has committed more than $500 million of Economic Development Cooperation Fund (EDCF), and has successfully completed the Malagarasi bridge construction, the vocational training center construction, Dodoma clean water supply system, and the Kilimanjaro-Arusha transmission line. Currently, the Korea Ex-Im Bank is working on the implementation of the new Selander bridge construction project in Dar es Salaam, the construction of Data Centers for the National ID system project, the MUHAS Medical Center project in Mlonganzila, and the Zanzibar irrigation infrastructure project.

The Korea International Cooperation Agency (KOICA) is also strengthening its cooperation with Tanzania in the fields of health, education, and water development. Currently there are around 50 KOICA volunteers working in different areas in Tanzania as teachers, professors, agricultural experts, Taekwondo instructors, etc. The Chanika Healthcare Center for Mothers and Newborns supported by KOICA will open this year. Together with the aforementioned MUHAS Medical Center, which will be the largest and the most state-of-the-art hospital in Tanzania, Tanzania will be able to transform itself into a medical hub in East Africa.

In addition, South Koreans serve Tanzania through voluntary activities in the private sector. There are around 20 Korean NGOs participating in various humanitarian assistance projects in Tanzania, ranging from enabling refugees in Kigoma to become economically independent to developing water wells in primary and secondary schools in rural areas.

Tanzania is the gateway to East Africa and has a population of more than 50 million. The potential for its economic growth is enormous. The Korean Government will continue to work closely with Tanzania so that this potential turns into a reality and Tanzania achieves its Development Vision 2025.

This year’s 25thAnniversary will be a milestone to contribute further to the bilateral cooperation and understanding as our two Governments work together to promote our mutual interests and achievement of our common goals.

Tanzania is one of the most important development partners of Korea and, ever since KOICA

first set up its office in Tanzania in 2002, Tanzania has consistently ranked as one of Koreas largest recipients of Overseas Development Assistance (ODA) and support on the continent.

Korea International Cooperation Agency (KOICA) was founded as a government agency by the Government of the Republic of Korea in 1991 to maximize the effectiveness of Korea's grant aid programs for developing countries.

The main objective of the Agency is to support poverty eradication and sustainable socioeconomic development in developing countries.

ABOUT KOICA KOICA TANZANIA OFFICE

The KOICA Office in Tanzania was established in 2002 and its work involves providing grants and technical assistance to support poverty eradication and the implementation of development programs. In addition, according to CPS (Korea’s Country Partnership Strategy for Tanzania 2016 - 2020) the KOICA Office in Tanzania focuses on the major sectors of health, education, and water and it implements its programs through bilateral and multilateral projects.

SUPPORT HISTORY IN TANZANIA

Between 1991 to 2016, KOICA has supported Tanzania with a total amount of USD 100.55 million and it is the second largest support amount in the African continent. KOICA has conducted 10 bilateral projects, dispatched 2,168 WFK volunteers and invited 1,167 Tanzanian government officials to Korea in order to enhance capacity and strengthen partnership.

PROMOTING QUALITY HEALTH CARE FOR MOTHERS AND CHILDREN

The main focus of KOICA Tanzania office is Health care services for Mothers and Newborns. In order to support the Government of Tanzania to improve the delivery of MNCH services, both qualitatively and quantitatively, KOICA currently conducts 12 projects related to the Health in Tanzania, total of USD 67.5 million.

- Health Care Services for Mothers and Newborns in Chanika (2014-2018, $4.25 mil.) - Mother, Child and Adolescent Health Services with UNICEF ( 2013-2018, $5.6 mil.) - Maternal Health Improvement Project in Kishapu with GNI ( 2015-2018, $5 mil.) - Health Outreach program in Dodoma (2017-2021, $7 mill.)

- Strengthening Health System to Reduce Maternal Mortality with UNFPA (2017-2018, $5 mil.)

The Korean government has launched the

“Better Life for Girls” initiative to improve girls’

educational environment, health, and

opportunities for vocational education. Under this program, KOICA supports equal access to education opportunities in Tanzania.

World Friends Korea Volunteers The WFK Program dispatches

volunteers from Korea to communities to share their knowledge and skills, and to implement locally-identified development projects.

Training Program (CIAT)

KOICA provides training programs for Tanzanian government officials by providing short-term, long-term courses and Master’s degrees program. Throughout this program, KOICA contributes to building capacities and also strengthening the partnership of Tanzanian partners.

The government of Korea has established the Economic Development Fund (EDCF) on 1 June, 1987 as part of the Korean Official Development Assistance (ODA) with the purpose of promoting economic cooperation between Korea and developing countries. EDCF assists developing countries in achieving poverty reduction and economic development.

Since its foundation in 1987, EDCF has approved KRW 10.2 trillion for a total 311 projects in 52 countries and disbursed KRW 4.4 trillion. The annual approval of loans exceeded KRW 1 trillion for the first time in 2008. In an effort to pursue Korean government’s goal of expanding ODA to developing countries, EDCF approved KRW 1.3 trillion for 21 new projects.

Korea Trade-Investment Promotion Agency (KOTRA) Dar es Salaam was officially opened on 6th September 2012 to promote trade and investment for bilateral countries here in the United Republic of Tanzania.

KOTRA Dar es Salaam has been approved by The Ministry of Foreign Affairs and International Cooperation of the United Republic of Tanzania as the Commercial Section of Embassy of the Republic of Korea.

In Tanzania KISA

Korea Internet and Security Agency (KISA) is a government organization which is responsible for national information security, national internet development and international cooperation in Internet and information security sector.

KISA regional office opened in Tanzania as of 1st April, 2016. The main role of regional office is to promote the cooperation and partnership between Korea and Tanzania to better share cyber-security experience and build close networks in cyber security field.
