세계전기통신표준총회743# 는 새로운 전기통신 환경변화에 따라 ##)44총회가 명칭을 달리한 것으 로 이번이 번째 회의이다통상 년마다 개최되며 표준 제 q개정 차기 표준화과제 확정 표준화관련 제 도 제 q개정 연구반 의장단 선출 리드그룹 선정 )45 4예산 확정을 다룬다본 고에서는 743#의 전반 적인 변화내용에 대해 분석한다

머리말

년대 중반이후 지역표준화기구와 민간표 준화기구의 활동이 활발해짐에 따라 )45는 세계 표준화활동을 선도하기 위한 기존의 방법에 대한 변화를 모색하게 되었다

년의 역사와 개국의 방대한 회원국을 보 유한 )45의 표준화속도 및 과정에 만족하지 못 하는 지역표준화기구등이 자체 표준화를 들고 사 업자간의 표준을 설정하여 사용하고 있는 관계로 )45는 이에 대응하기 위해 다각도로 관련 헌장 및 협약을 개정하면서 신속한 표준화 방법 등을 채택 하기 시작하였다

이러한 결과로서 )45의 새로운 조직으로서 )45 4가 구성되었고 이의 작업방법 등 전체적인 운영을 결정하는 743#가 새로이 발족되었다 본 고에서는 이번 743#회의에서 주로 다룬 내용 및

년 까지의 연구과제를 정리하여본다

의 주요회의 내용

 연구반 조직변경

년대 들어오면서 )45의 조직개편의 필요 성이 논의되어 오다가 년 )45이사회에서 구 체화되어 년 니스 전권위워회에서 헌장 및 협 약이 개정되고 년 추가전권위원회를 소집하 여 )45의 조직개편이 년만에 단행되었다 단 행된 내용으로는 전기통신표준화분야 전파분야 전기통신개발분야의 가지 분야로 개편하였으며 표준화분야는 ##)44와 ##)2의 표준화 분야를 통합하게 되었다

이번 743#에서는 년 제차 743# 이 후 유지되어 오던 작업구조 등이 변경되었다 이 에 따라 동 회의에서 결정된 연구반은 )45 4 3'과 3' 분야가 폐지되고 멀티미디어분야인

구체적으로  3' 서비스 정의 및 3' 모 뎀 및 데이터전신텔리매텍 서비스를 위한 전송 기법 가 폐지되면서 연구과제들이 다른 연구반으

로 이관되었으며  멀티미디어에 대한 연구반이 3' 멀티미디어 서비스 및 시스템 으로 신설되 고  여러 연구반에 걸친 유사 연구분야에 대한 ,EAD 3TUDY 'ROUP을 정한 것을 가장 큰 특징으로 꼽을 수 있다

새로 조직된 선도연구반,EAD 3TUDY 'ROUP 과 연구반의 구성 대한 내용을 각각 H표 I와 H표 I에 나타내었다

)45 4는 금번 743# 을 통하여 )45 4를 움 직이는 표준화 제도의 개편은 물론이고 연구반 을 재구성함으로써 변화하는 표준화환경에 대응

이번 743#회의를 통해 지난 연구회기에 비해 특별히 변화된 점으로는 표준의 승인이 대부분 연 구회기중에 이루어짐으로써 연구회기중 표준의 승인절차의 적용이 정착단계에 이르고 있음을 보

여주고 있으며 표준화자문역할을 하는 43!'의 역할이 연구회기중 연구반을 신설할 수 있는 집행 권한을 가질 수 있도록 하는 등 그 권한이 강화되 어 표준화 전략 측면에서의 기획조정 기능이 대폭 강화된 점을 대표적으로 꼽을 수 있다

로운 연구반의 설립 문제 %$(의 활성화 문제 43!'의 집행권한 부여 문제 등과 관련하여 새로 운 결의안이 제안되어 743#회의중 제정되는 결 과를 보았다 H표 I 및 H표 I는 금번 회의에서 제 q 개정 또는 폐기가 결정된 2ESOLUTIONS을 정리 한 것이다

또 표준의 제정에 있어서는 743# 에 비해 743#회의에서 제 q 개정 또는 폐지되는 표준의 수가 격감되어 협의CONSULTATION 2ESOLUTION  3ECTION  에 의한 효율적인 표준제정이 정착되고 있는 것으로 분석된다 또 이는 이번 회의중에도 강조된 표준제정의 시의성과도 부합되는 것임과 동시에 743#회의의 효율성을 제고시켜 쟁점이 되는 항목에 대한 집중적인 검토를 가능케 하고 연구반 조직 및 표준화방법 측면의 집중적인 토 의가 이루어지도록 하였다

나 작업방법

표준작업의 방법과 관련하여 이번 회의에서 가 장 큰 변화는 연구반의 작업방법과 관련한 부분이 2ESOLUTION 에서 분리되어 권고!  로 따로 제 정됨으로써 이용자 요구나 시장수요의 반영 등 표 준화환경의 변화에 따라 필요 시점에서 연구반에 서의 작업방법이 보완될 수 있도록 한 점이다

표준화의 품질과 관련하여 이는 세계 전기통 신표준화기구를 선도하기 위한 중요한 요소임을

인식하고 43!'에서 계속적인 검토를 하기로 하 였다  또 표준의 시의성에 대해서도 43!'에서 새로운 작업방법의 개발을 통하여 지속적으로 검 토하기로 하였다2ESOLUTION    

또 신속한 대응이 필요한 표준화 항목을 취 급하기 위한 &OCUS 'ROUP의 설립이 허용되어 시 험적 운용이 가능해짐으로써 )45 4의 연구반 작 업을 가속화하기 위한 기본적 사항이 정리된 것 도 표준화 작업방법의 개선책으로 꼽을 수 있 다2ESOLUTION  

이밖에도 )02문제와 관련하여 표준의 실현 또는 구현이 주장되고 있는 )02CLAMED )02 의 사용일 수도 있다는 점을 제 q 개정되는 표준의 커 버쉬트에 추가로 기재하기로 하였으며2ESOLUTION

 3ECTION  이에 대해서는 지속적으로 개 선책을 모색하기로 하였다 교토 전권위원회의 2ESOLUTION 에 따라 설립된 2EVIEW #OMMIT

 표준의 품질에 대한 요소로서 고려되고 있는 것은 상호운용 성과 시험성을 보장하는 PRECISION UNAMBIGUITY COMPLETE NESS IMPLEMENTABILITY 등이다

TEE2EV#OM 의 보고서 중 작업방법에 관한 내용 의 검토결과 제안된 2ECOMMENDATION중 일부만이 채택된 점에 대해 앞으로 43!'이 이를 분석하도 록 하고 )45 4가 이들 권고를 우선적으로 구현 하도록 하는 보고서를 채택하였다

다 43!'의 역할

이번 회의에서는 특히 자문역할을 하는 43!'에 대해 집행권한 부여가 이루어졌는데 첫 째 연구회기중의 집행권한으로서 최신의 효과적 인 작업 가이드라인 유지 !시리즈 권고)45 4의 작업조직 에 대한 책임 조정그룹의 제안검토 및 합의된 제안의 실현 신속한 조치를 위한 짧은 주기의 작업반 신설 등이 주어졌으며2ESOLUTION

 이와 함께 연구회기중 새로운 연구반의 신 설 및 의장단의 구성에 대한 집행권한이 주어졌 다2ESOLUTION  

또 43!'의 역할이 )45 4뿐만 아니라 )45 전 체에서 중요해지고 있으나 43!'의 존재는 전권 위원회의 승인여부에 달려있는 등 그 법적 기반이 취약하므로 43!'을 영구적인 기구로서 #ONVEN TION에 적절한 조항을 신설할 것을 차기 전권위원

 -EMBERSHIP &INANCIAL -ATTERS 7ORKING -ETHODS $ECISION -AKING #OSTITUTION  #ONVENTION의 개 분야로 작업이 진 행되어 개의 2ECOMMENDATION을 작성했으나 이사회에서 는 개 2ECOMMENDATION만 채택되었다 또 이사회에서는 이 들 문제를 계속 연구하기 위한 새로운 작업반으로서 )45

 'ROUP을 설립하기로 하고 채택되지 못한 2ECOMMEN DATION을 )45  'ROUP로 되돌렸다

 이번 회의중 )45 2의 표준화작업을 )45 4로 이관받아 새 로운 연구반을 신설하자는 영국의 제안과 함께 표준화의 전 략적인 문제로서 )45 4와 )45 2간의 작업조정 문제가 유 럽과 미국간의 의견대립으로 이어졌는데 그룹형식의 검토 에 의한 조정을 거쳐 새로운 연구반의 신설문제는 2ESOLU TION 로 정리되었으며 )45 4와 )45 2간의 작업조정에 관한 문제는 2ESOLUTION 로 정리되었다

회에 권고하도록 하고 있다2ESOLUTION   라 %$(의 활성화

표준작업에의 효율적인 참여를 위한 전자적 인 방법의 활용으로서 %$(의 개발 및 이를 위 한 43!'내의 %$( 'ROUP의 노력에 대해 동의하 고2ESOLUTION   이를 장려하기 위한 실천항 목이 구체적으로 결의되었다2ESOLUTION    마 )45 4 계열별 연구제목
