Foreign Driver's License & International Driving Permit

Ex change of Foreign Driv er’s License

It is not possible to drive in Korea w ith a foreign issued license only. How ever, people w ith a valid foreign driver’s license granted by the responsible government authority can request for an exchange of their driver’s license as follow s.

1. Review of the required documents such as an Embassy Certificate

- During the course of review ing the submitted documents, the person in charge may request additional documents if any problems arise.

2. Aptitude Test(health check) and Written Examination

- When a driver’s license is issued by the Acknow ledged Countries (AC), a w ritten examination w ill not be necessary. Click Here for AC

* Notice: Although the US states of Oregon and Idaho are included in the AC, applicants should sit for the w ritten examination

3. Issuance of Korean driver’s license

A foreign driver’s license must be in the form of a valid full license, and the holders of a temporary, learner, provisional, probationary, permit, certificate etc. are not eligible for any exchange.

What is the Domestic License AC?

- It means counties that issue the exchange for a Korean license w ithout a separate examination

- If notified due to changes of recognition after making a notification, then you must comply w ith the new system

Embassy certificate of license: Evidences issued in Korean or English by the relevant Embassy in Korea or the Korean Embassy to the relevant country for the purpose of verifying a foreign license, or certificates issued in Korean or English by the member countries of the Apostille Convention for authentication.

Certificate of the Facts Concerning Entry & Exit and passport: Confirm the fact of staying i) over 90 days and ii) on the date of foreign license issuance through the Certificate and passport stamps

Not possible to exchange the foreign license in the case of a short term sojourner below 90 days w ithout foreigner registration. (Provided, it is eligible to apply for a general test w ithout an exemption on the driving test)

Local means the persons registered pursuant to Article 6 of the Resident Registration Act.

L icens e Replacement

Foreign driver’s license exchange is limited only to Type 2 Regular As for licenses issued by the countries otherw ise specified according to the M utual Recognition Agreement (ie. Belgium, Poland, Spain and Italy), it is possible to issue an equivalent type license.
