Supply and Installation of Science Laboratory Equipment For NIE
1. The Royal Government of Cambodia (RGC) has received a loan from the Asian Development Bank (ADB) toward the cost of Upper Secondary Education Sector Development Project, and intends to apply part of the proceeds of this ADB Loan No. 3427-CAM to payments under the Contracts No.
USESDP-G-04 for the Supply and Installation of Science Laboratory Equipment For NIE.
2. The Ministry of Education, Youth and Sport (MoEYS), Cambodia now invites sealed bids from eligible and qualified bidders for the Supply and Installation of Science Laboratory Equipment For NIE.
3. Procurement will be conducted through National Competitive Bidding Procedures and under the laws and regulations governing public procurement within the Kingdom of Cambodia.
4. This invitation is open to all eligible bidders from eligible source countries as described in the Bidding Document.
5. Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given below from 8:00 am to 12:00 and 2:00 to 5:00 pm on all working days.
6. Qualification requirements are as specified in ITB Clause 14, Document Establishing the Eligibility and Qualifications of the Bidder, and in the Bid Data Sheet.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written application to the address given below and upon payment of a non- refundable fee of 50 US Dollars or its equivalent in Cambodian Riel being 200,000.00 Riels. The method of payment will be in cash or direct deposit to Bank account No.000000016853 of National Bank of Cambodia. The Bidding Documents may be collected in person or may be sent by courier, when requested by the Bidder, upon the confirmation of payment and additional courier fee of USD 60. Other than payment of the non-refundable fee specified above, there shall be no other conditions for purchase of the bidding documents.

9. Bids must be delivered to the address given below at or before 09:00 am on 03 April 2020. Late bids will be rejected. Bids will be opened in the presence of the Bidders' representatives and the project's beneficiaries from the concerned local community who choose to attend shall be allowed to be present in person at the address given below at 09:00 am on 03 April 2020.
10. All bids shall be accompanied by a Bid Securing Declaration as described in the Instructions to Bidders.
11. The Government of Cambodia and/or the Asian Development Bank will respectively declare a bidder ineligible either indefinitely or for a stated period of time, to be awarded a contract financed by the Royal Government of Cambodia and/or Asian Development Bank respectively, if at any time determines that the bidder has engaged in corrupt or fraudulent, coercive, collusive or obstructive practices in competing for or in executing the contract.
