SECOND ITEM ON THE AGENDA

Delegation of authority under article 18 of the Standing Orders of the International Labour Conference

Purpose of the document

In this paper the Governing Body is invited to delegate to its Officers, for the period of the 107th Session (June 2018) of the Conference, the authority to carry out its responsibilities under article 18 of the Conference Standing Orders in relation to proposals involving expenditure in the 76th financial period ending 31 December 2019 (see draft decision in paragraph 3).

Relevant strategic objective: Not applicable.

Policy implications: None.

Legal implications: Delegation of authority to the Officers of the Governing Body.

Financial implications: None.

Follow-up action required: None.

1. Article 18 of the Standing Orders of the Conference, as amended by the International Labour Conference in June 2012, reads as follows:

ARTICLE 18

Proposals involving expenditure

1. Any motion or resolution involving expenditure shall in the first instance, or in the case of resolutions referred to the Resolutions Committee as soon as that Committee is satisfied that the resolution is receivable and within the competence of the Conference, be referred to the Governing Body which shall communicate its opinion to the Conference.

2. The opinion of the Governing Body shall be circulated to the delegates at least 24 hours before the motion or resolution is discussed by the Conference.

3. The Governing Body may delegate to its Officers the authority to carry out its responsibilities under this article. When such responsibilities are exercised by the Officers, the Chairperson of the Governing Body shall ensure that consultations take place with the Government group of the Governing Body.

2. Section 2.3.1(e) of the Standing Orders of the Governing Body provides that the Governing Body may delegate to its Officers the authority:

… to carry out the responsibilities of the Governing Body under article 18 of the Standing Orders of the International Labour Conference; any such delegation shall be made only for one specific session of the Conference, and relate only to proposals involving expenditure during a financial period for which a budget has already been adopted.

3. The Governing Body delegates to its Officers, for the period of the 107th Session

article 18 of the Conference Standing Orders in relation to proposals involving

expenditure in the 76th financial period ending 31 December 2019.
