Early Retirement is a Privilege, Which should be borne by the Beneficiary

The Financial and Economic Committee at the National Assembly holds a decisive meeting today with the attendance of the Minister of Finance, Nayef Al-Hajraf as well as representatives of the Public Institution for Social Insurances to reach a consensus regarding Early Retirement Law to be referred to the National Assembly for Voting in Tuesday’s session.

Meanwhile, Minister of Finance, Dr. Nayef Al-Hajraf expressed his hope to reach a positive consensus with the committee on the law, especially that there are several opinions that are being assessed to achieve the public interest.

Minister of Finance said in a special statement to “Al-Seyassa” that the government held several meetings with the committee to discuss the draft law of modifying some provisions of the Amiri resolution law No. (61) 1976 of issuing social insurance law (early retirement).

The Minister emphasized that the option agreed upon to pass the law should be based on three constitutional basics. The first is to be valid from a constitutional perspective, whereas the second is to maintain the existing insurance system. The third basis is that the beneficiary shall bear the cost. Al-Seyassa

End of Year and Final Accounts Rapporteur Discussed with SAB the Mechanism of Projects Auditing

Rapporteur of End of Year and Final Accounts Committee, MP Riyadh Al-Adsani affirmed that the Committee met with the State Audit Bureau, the Civil Service Commission, Ministry of Finance, and Financial Auditors. He reported that they discussed many issues including the most significant indicators and high risk issues with SAB and setting a mechanism to deal with issues related to auditing construction projects, their delayed implementation, and deficiency of treatment abroad oversight.

Al-Adsani clarified in a press statement that the Committee discussed also unpreparedness of most government entities to deal with the repercussions of disasters on IT systems and services.

He also emphasized the risks of not activating the e-government. He also searched inflation of custody account, local financial assets, other debit accounts, foreign assets, payments and monetary approvals abroad.

He added that the Committee confirmed during the meeting that the government are committed to Article 146 of the Constitution and balance rules. He further remarked that nearly 900 million KWD has been settled at custody account, however, it rose to become nearly 1 billion KWD.

Delay of “MPW” and “Roads Authority” in Maintaining Streets Creates An opportunity for Filing Suites against Them

While the MPW and the Public Authority for Roads wait improvement in weather in Kuwait to start doing maintenance of internal streets, and key as well as subsidiary roads, drivers of vehicles find that this is an opportunity to file suits against both entities subject to the law or consumer protection due to their delay in maintaining roads and eliminating flying gravel, which inflict harms in their vehicles.

Many citizens successfully managed to document damages that inflicted their vehicles, whether from the flying gravels or from the pores in roads and streets. Some of the citizens intend to apply for the Downpours Damages Committee to get a suitable indemnification, providing that the accident is documented.

“Those harmed shall have the right to file a civil lawsuit against the MPW and Roads Authority due to the damages that inflicted their vehicles, providing that they prove the harms and damages that inflicted them due to deficiency of the two authorities concerned with maintaining roads”, said the lawyer, Areej Hamada.

She clarified that those harmed find a difficulty to prove the damage and to ascribe it to the authority in charge, remarking that video documentation made by some of the harmed citiens, which prove the damages that inflicted their vehicles shall be subject to the discretionary authority of the judge.

Hamada also indicated that citizens could file lawsuits on the MPW and the Roads Authority subject to the law of protecting public funds due to their deficiency in maintain roads,

Meanwhile, Ministry of Interior declared yesterday reopening of the 7th Ring Road on both directions after it was closed due to accumulation of heavy downpours witnessed recently by Kuwait.

Economy Kuwait Oil Price down $ 1.41 settles at $ 60.42 pb

The price of Kuwait's crude oil went down USD 1.41 to stand at USD 60.42 per barrel (pb) on Friday, compared to Thursday's (day before) USD 61.83 pb, said Kuwait Petroleum Corporation (KPC).

In global markets, oil prices went down reaching its lowest in 2018 after volatile session, due to excessive supplies but vague economic forcast.

The price of Brent Blend also went down to settle at USD 61.88 pb, a decline of 77 cents at the closing session.

The West Texas Intermediate down 2.5 percent and reached USD 53.29 pb, five cents away from the lowest since October. KUNA

Kuwait Sent Condolences to Iraq on the Victims of the Downpours

His Highness the Amir of Kuwait, Sheikh Sabah Al-Ahmed sent two cables of condolences to President of the Republic of Iraq, Dr. Barham Saleh and to the Prime Minister, Adel Abdul Mahdi, on the victims of the downpours and flooding in a number of Iraqi governorates, which left many victims and inured.

His Highness the Crown Prince, Shaikh Nawaf Al-Ahmed sent two cables of condolences to Saleh and Abdul Mahdi.

Meanwhile, Speaker of the National Assembly, Marzouq Al-Ghanim sent a cable of condolence to Iraqi Speaker of the National Assmbly, Mohamed Al-Halbousi on the victims of the downpours.

HH the Prime Minister, Shaikh Jaber Al-Mubarak also sent two similar cables of condolences.

Kuwait Congratulated Surinam on Its National Day

Kuwait’s Donations to Lebanon were Unconditional: Marawan Hamada

Lebanon Minister of Education and Minister of Higher Education, Marwan Hamada affirmed that Kuwait with its political leadership and its people is supporting education, economy, health, tourism and all aspects of life in Lebanon.

“ There are beautiful large building, serving education and other fields, which carry the name of our beloved Kuwait, which stood with us in our hard times, and contributed to our infrastructure in most regions of Lebanon”, said Hamada in a statement to KUNA while celebrating the 75th Independence Day of Lebanon at Shaikh Jaber Al-Ahmed School in Beirut.

He further remarked that Kuwait’s aids to Lebanon were never conditional nor with any consideration. He also affirmed that Kuwait has never interfered in the internal affairs of Lebanon.
