3. Upgrading the Level of Utilization and Management of Human Resources

A kn ow led ge based society n eed s a strategy to allocate hu m an resou rces in th e right p lace in ord er to m axim ize th e u tility effect . A reform ative fram ew ork for hu m an resou rces m an agem ent sh ou ld be establish ed both in th e p u blic an d in p rivate sectors. Also, w ith ou t d evelop in g an d m axim izin g th e u se of hu m an resou rces of w om en, Korea cann ot join th e ran ks of cou ntries th at are stron g in hu m an resou rces . Tran sform in g th e social environm ent an d creatin g in stitu tion al arran gem ents w ill h elp Korean w om en w ork to th eir fu llest abilities.

3-1. It is im p ortant to secu re com p etent m anp ow er in th e p u blic sector to lead variou s p olicies of a kn ow led ge-based society . Th e cu rrent recru itm ent system sh ou ld be reform ed in ord er to verify th e qu alification s of p u blic officials for a kn ow led ge based governm ent . Th e reform em p h asizes creativity, learnin g skills an d th e ability to resp on d to ch an ge as w ell as exp ertise for th e sp ecific job . Th e p ractice of p u blic sector em p loym ent sh ou ld be m ad e m ore flexible by increasin g th e nu m ber of contract based governm ent p osts. Particu larly, in ord er to increase th e ratio of fem ale em p loyees in th e p u blic sector, th e introdu ction of a qu ota system for governm ent p osition s w ill be con sid ered . Th e skill level of p u blic em p loyees sh ou ld be im p roved throu gh p erform ance oriented p ersonn el m an agem ent p rogram s an d p ractices . Sabbatical leav es w ill offer fu rth er learnin g op p ortu nities to governm ent officials. Also, officials sh ou ld be allow ed to exp erience bu sin ess in th e p rivate sector throu gh p erson n el exch an ge p rogram s. Su ch exch an ges are exp ected to w ork as a catalyst stim u latin g th e sharing of expert knowled ge betw een the public and private sectors.

3-2. Th e Korean econ om y exp ects to p u rsu e n ew labor m an agem ent relation s, in w hich vocation al ed u cation an d trainin g for w orkers are am on g th e key agen d a item s in collective bargainin g . Three-w ay coop eration am on g labor, m an agem ent an d th e govern m ent to su p p ort career d evelop m ent for w orkers sh ou ld be fu rth er em p h asized . In ord er to en cou rage w orkers to take th e lead in d evelop in g th eir w ork cap abilities, m ore techn ical colleges an d in-com p any colleges sh ou ld be establish ed . For th ose w orkin g in sm all an d m ed iu m bu sin esses th at are incap able of p rovidin g th eir ow n d evelop m ent p rogram s, th e governm ent p lan s to encou rage joint trainin g p rogram s betw een large an d sm all firm s as w ell as am on g sm all an d m ediu m enterp rises th em selves.

3-3. Th e Korean gov ernm ent w ill take an everm ore aggressive stance tow ard bu ild in g a fou n d ation for th e d evelop m ent an d u tilization of fem ale resou rces. First, p aid leaves an d trainin g p rogram s w ill be encou raged to en able m ore fem ale w orkers, inclu din g th ose in p art-tim e an d tem p orary p osition s, to receive ed u cation an d trainin g. Variou s p rogram s w ill be d evelop ed to h elp fem ale p op u lation to h ave w ork op p ortu nities. Secon dly, ed u cation w ill be offered to fu ll-tim e h om em akers seekin g em p loym ent in ord er to assist th em to d ev elop th eir skills. Th irdly, for highly talented fem ales, th e govern m ent w ill p rovid e su p p ort to h elp th em ad vance into p rom isin g occu p ation s in em ergin g in du stries an d kn ow led ge-inten siv e field s.

4 . Bu ildin g th e Infrastru ctures for H u m an Resources D ev elop m ent

In ord er to d evelop , u tilize, evalu ate, an d m an age hu m an

resou rces at th e n ation al level, a n ationw id e inform ation infrastru ctu re m u st be establish ed . Also, an effective system to m an age th e p rod u ction an d circu lation of kn ow led ge sh ou ld be arran ged as a p art of th e infrastru ctu re for H RD .

4-1. In ord er to relate th e labor m arket to edu cation an d trainin g, an incentive system sh ou ld be introdu ced , for in stance, th e Learnin g Accou nt for In divid u als th at w ill m ake it p ossible to m an age an d evalu ate th e learnin g exp eriences at sch ools an d w orkp laces throu gh ou t on es' lifetim e. Th e in form ation system sh ou ld be im p roved in ord er to reflect th e n eed s of in d u stry to sch ools as w ell as th e su p p ly an d d em an d of th e labor m arket . It w ill accu m u late inform ation on learnin g, career d evelop m ent, an d em p loym ent in d ividu ally offered by variou s in stitu tion s. Th e governm ent sh ou ld set u p a com p reh en sive statistics system at th e n ation al level for H RD in form ation, w h ich w ill also en h ance th e p olicy m akin g cap abilities.

4-2. Th e u tilization an d diffu sion of kn ow led ge is vital to H RD an d th e p rotection of intellectu al p rop erty is a p rerequ isite for it . Th e p rotection of intellectu al p rop erty, p articu larly, th e p atent rights of R&D ou tcom es, sh ou ld be fortified to th e lev el of adv an ced cou ntries. Wh ile in tellectu al p rop erty sh ou ld be p rotected , it sh ou ld be also w id ely circu lated to ben efit as m any as p ossible.

A cop yright tru st system on beh alf of th e in d ividu al cop yright h old ers w ill in crease th e u se of th e cop yrights as w ell as th e p rotection of th e rights. Creation of n ew kn ow led ge requ ires a sh arin g of existin g kn ow led ge. A kn ow led ge n etw ork system sh ou ld be establish ed am on g governm ent, u niversities, an d R&D in stitu tes th at w ill facilitate joint research by com binin g an d

sh arin g kn ow led ge. Research ers, govern m ent officials, an d bu sin ess lead ers w ill ben efit greatly from this n etw ork of kn ow led ge sh arin g.
