In som e w ays, a trainin g in stitu tion is th e sam e as hu m an' s body, it lives an d acts, th erefore it is n ecessary to get an evalu ation in ord er to fin d an d an alyze som e stren gth an d w eakn ess of th e in stitu tion . If w e w ou ld like to m ake a p erfect an d correct evalu ation w e h ave to d evelop a p rop er evalu ation in d ex as sh ow n in <Table 3>, d evelop ed an d u sed in KOPO .

Th is evalu ation in d ex is form ed of five sectors, i.e., edu cation an d train in g, m an agem ent, roles in th e region al society, cu stom er an d op tion al evalu ation, an d w hich is con stru cted of th e essential roles concern ed w ith p olytechn ic colleges' m ain fu nction s . This evalu ation is p erform ed in th e statistical an d visitin g an alysis for th e last year' s ou tp u ts of a college. A resu lt of th e ev alu ation is u tilized in a d ecision of su p p ort am ou nt for th e college from th e KOPO' s bu d get . This like evalu ation system cau se som e com p etitive relation am on g 23 colleges an d throu gh this m ech an ism every colleges can create n ew id eas an d best w ays to d evelop for th e fu tu re.
2-2. Train in g Instructors
It is said th at all kin d s of th e su ccess or failu re of th e VTIs d ep en d on th e abilities an d th e attitu d es of th e trainin g in stru ctors.
It m ean s th at a in stru ctor' s role is critical in VTI, th erefore a m an ager of VTI h as variou s concern s h ow h e/ sh e su p p orts th e d evelop m ent of th e in stru ctors' com p eten cies.
To achieve a su ccessfu l trainin g every in stru ctors sh ou ld h ave th e best attitu d e as w ell as th e kn ow led ge an d exp erience. In sp ired lectu res, m od erated beh avior an d a lov e for th e stu d ents are essen tial attitu d e traits . As w e can see <Table 4> w as d esign ed to reflect th e above factors con cern in g in stru ctors' qu ality, an d is cu rrently u tilized in th e p olytechnic colleges. A resu lt of th e evalu ation is influ enced to d ecid e th e w age an d th e p rom otion of th e p rofessor . If a college p rofessor m arks below 60%, h e/ sh e can n ot m ake a contract for th e re-em p loym ent w ith th e KOPO .
