(1) Overview

On-site survey on building requires access to the land owned by others, so the date and location to be accessed should be notified to relevant people including

mayor 5 days before the access according to Article 10 of Land Compensation Act and one should ask mayor to notify the access to the landowner.

Sign and Seal : The potential dispute should be prevented by obtaining sing and seal of those who participated in on-site survey on buildings.

(2) Survey Target

Survey on building should be conducted targeting buildings in accordance with Article 2 of Building Act(structure stationed on land with roof, pillar, or wall and relevant facilities, office, theater, store, garage, warehouse, etc. to be installed in underground or overpass structure). Temporary buildings, movable buildings, greenhouse and other structure should be surveyed assuming that they are buildings.

The survey on building should be conducted based on actually retained area and unauthorized building constructed after the announcement of Project Approval is excluded from compensation scope under Article 25 of Land Compensation Act. List of goods should be written based on one-property, one list approach for each owner. If the target is compound real estate or a number of buildings like attached buildings which are used as a group, one list of goods should be written. Provided that if the buildings are clearly divided in the record or by the wall, or if building use state are clearly divided, the list should be written separately.

(3) General Note

① Location of Building

The location of building should be written with actual lot number of the land where the building is located using cadastral map or site map and if the location

is different from information in the certified copy of register, building register or resident registration place, the reasons should be identified and recorded. If buildings are located on a number of land lots, the major lot number should be written in the form of "major lot number, etc.". If the part of the building or affiliated facility is included in project district, the survey should be conducted based on the lot number of included land.

② Checking Building Owner

In principle, owner of the building in the register should be filled out. If the owner of the building is different from that in other records including building register, the reason for the difference should be identified and recorded. If the building owner and landowner are different, difference should be recorded and check the reason for this with landowner and record the reasons. If the land is publicly owned or separately owned, detailed information should be identified and if the owner has changed, the survey should be based on base date of the survey and write the information on the change of ownership.

③ Building Area

Even though there is area written in the public record, the estimation should be conducted based on actually measured area. If there is a difference between area in the public record and actual area, the area in the public record and history of expansion should be recorded. If a part of a building is included, the survey should be conducted on the whole building to write the whole area and included area separately. In addition, the survey should be conducted on residual land to check whether the residual land is possible to be used for the existing purpose.

④ Building Type(Use)

Building type should be investigated and recorded based on actual and objective building use state even though there may be a temporary use of the building.

The information should be recorded based on main purpose and related major purpose and area for each purpose should be written(ex: both for housing and store, both for warehouse and livestock shed, both for platform for crocks of sauces and condiments and warehouse, etc.).

⑤ Building Composition

Building is composed of main building, attached building(cattle shed, livestock shed, barn, restroom, warehouse, etc.) and auxiliary facilities(well, wall, water tank, grave, self water system, etc.), construction facility(electricity, telephone, heating device, fire plug, chimney, and water supply system, etc.). In general transaction, these components should be traded as one but the practice of valuation for compensation work is to separate all of these components by property except for construction facilities. Therefore these components should be handled separately in case of basic survey.

⑥ Cultural Property

If the building is a designated cultural property under Cultural Property Protection Act or if the building is temple or public facilities, the information should be inputted and details of the information including date and year of construction, characteristics of architecture style. Dancheong(traditional multicolored paintwork on wooden buildings) and wall should be investigated and investigation result should be written. The building commensurate with cultural property including building constructed with used timber, memorial shrine or royal palace, the details should be investigated and written.

⑦ Survey on the Number of People in Household and Leased Houses This survey should be conducted in parallel with survey on building. The number of people in each household should be investigated by separating household owned from household leased including the information on the number of people, sex, occupation, level of livelihood, and planned migration area. The survey should be conducted on those living tin the household. Temporary landowners, etc.(temporary workers for the construction or project, handymen, soldiers and their families, long-term guests in inn, and board landowners, etc.) should be recorded separately even regardless of the fact whether they are subject to plan to handle tenant. This information should be used as the evidence if other people insist residence in the place.

⑧ Others

If a tenant installs a building or tenant insists his ownership of the building and it is judged that separate survey should be conducted, the separate survey should be conducted after obtaining confirmation from owner.

(4) Survey Method

① Basic Survey on Building

The survey on the structure of building is to investigate construction material composed of outer shape of the building and shape of roof. Building is classified into main building and attached building depending on the characteristics of the building. Building is classified into those constructed with wood, soil, red clay, stone, brick, cement block, cement brick, steel frame, steel frame and steel reinforced concrete, and reinforced concrete. Roof is classified into straw-thatched roof, zinc roof, slate roof, tiled roof and slab roof depending

on the material of roof.

Building has different value based on structure, use, area and the year of the building construction. Therefore if the structure or use is different in one building, separate survey should be conducted. If the same structure in one building has different materials used, the main material should be written and other information including mix ratio should be recorded. On the survey report, property should be given a temporary serial number considering the importance and the serial number should be presented with building on plain figure(ex: housing1(cement brick slab roof), housing 2(cement brick tiled roof), housing 3, attached structure 1, attached structure 2 etc.)

Buildings are classified into residential building, commercial building, public building and other building depending on purpose.

Building area means horizontal project area of the part surrounding central line of external wall(eaves, awning, rafter, balcony of single house or apartment house or similar structure and if there is more than 1m proposed area horizontally from central line of external wall, 1m retreated area horizontally from the end)(Article 119.1.2 of the Enforcement Decree of Building Act).

Structure, area and quantity of auxiliary facility and structure should be investigated depending on their type. Auxiliary facility means facilities including wall, gate, well, platform for crocks of sauces and condiments, and fence related to main building or attached building. Structure refers to the facility used for special use like water facility, bank, tube well, collecting conduit, stonework, bridge, dock, and simple waterworks.

② Survey on Residential Building

Residential building serves as a basis for the selection of people subject to migration plan, relocation cost, and supply of substitute land for living support.

Therefore, criteria on selecting those subject to migration plan and other living support policies should be recognized in advance to conduct survey on residential building.

In case of multiple dwellings like apartment, row house, multi-household house separately owned by each household or single house, survey should be conducted on each property held by different owner.

If the building owner and landowner are different, the statement that the building is constructed on the land owned by other people and landowner should be recorded. If the tenant increased the value of the building, the scale and cost of value increase should be inspected if the separate calculation of the compensation is judged to be appropriate and the agreement between owner and tenant on the separate calculation and payment method of compensation should be collected.

③ Survey on Attached Structure

Attached structure is not an independent building. It is attached to the main body of the building with the shape of roof and external wall but the material of roof or external wall is different from that of the main building. Under the Civil Law, attached structure has the concept of annex and it should be separated from main body during the survey. The difference between attached structure and awning is that attached structure is linked to the main body with the shape of roof and external wall and gate while awning has no external wall and gate even though it has support fixture.

Survey Method : The reason why the list of attached structure is made separately is to provide different compensation unit price because construction material of attached structure and main building is significant different. Therefore, material and purpose should be clearly investigated(ex: attached structure 1(door: brick

slate roof, attached structure2(boiler room: wood sunlight).

If the attached structure is used as residential area, the possibility of receiving civil claim in the process of compensation like the confirmation of the place as residential area is very high. Therefore, one should write residential state on report and plain figure for each building owner and relevant people. One should pay attention not to calculate wall two times for the attached structure linked to other wall.

④ Survey on Awning

Awning should be separated from attached structure as it refers to the facility like slate, sunlight, tin plate, and tent supported by pillar, beam or rafter for the purpose of protecting bottom part from sunshine or rainfall without external wall.

If the slate is placed between two buildings, or between building and fence or between two different structures, the place is regarded as awning even though the space is used for storage purpose except for attached structure with external wall and gate. In this case, the structure that supports awning like wall or pavement of the floor should be listed separately.

Unlike attached structure, the area of awning is measured not with the area of the floor under the awning but with the area of awning itself.

⑤ Survey on Greenhouse

For greenhouse for which external wall and roof are not divided(for the purpose of residence, agriculture, livestock, work, flower growing, or store), the survey on the material of frame and cover and use of internal space should be conducted(ex: residential vinyl house- steel pipe heat insulation cover roof 00㎡;

vinyl greenhouse for agriculture purpose- steel pipe vinyl roof 00㎡).

Even though inner wall is installed like partition using materials like block, plywood, panel and other material inside vinyl greenhouse, this is classified as vinyl greenhouse. The unit price of general greenhouse and special greenhouse is different significantly, so the characteristics of special greenhouse(ex: narrower space between support or double frame) should be recorded.

Residential greenhouse should be investigated assuming that it is household but one should be careful of special cases with ownership or occupancy. In particular, if more than 2 households live in one greenhouse, ownership and lease relationship should be investigated in detail based on actual state and objective data.

Special attention should be paid to the case where separate partition is installed inside greenhouse whose main purpose is not for residence to use part of it for another purpose like janitor's office, the fact should be identified. There is no need to make separate report for the space used for other purpose, but length and material of the space should be marked on plain figure and picture of internal and external space should be taken. The determination of the place to be janitor's office or residential space(room) can have a number of follow-up issues. Therefore judgement should be made carefully determining whether the current state with basic living structure and facilities can be recognized as constant residential state or not.

Water supply device, feedwater supply facility that are installed for the purpose of increasing productivity in and out of the greenhouse and other major facilities that cannot be considered as part of greenhouse should be investigated separately.
