The Judngdong New Town, which was constructed in Bucheon city in the early 1990's, contributed to securing housing sites and urban infrastructures and making a pleasant urban environment. However, the new down development caused an imbalance with existing built-up areas in terms of spatial structures and land use. Moreover, in the face of 1997 financial crisis that resulted in the depression of the regional economy, large-scale commercial sites remained unsold. Such problems are primarily attributable to the excessive allocation of commercial sites and excess land supply, which brought lots

of obstacles to the efficient use of developed land and budget for the city. By these reasons, it is necessary to reexamine the spatial structures of the city, to set new directions to land use and to explore ways to promote the utilization of unsold commercial areas.

The study is carried out in three parts: basic study for the establishment of urban master plan, the alteration of the unit district plan for the Jungdong New Town and the utilization of unsold commercial areas in the Jungdong New Town. The basic study for the establishment of urban master plan concerns the reform of the spatial structure of the whole Bucheon city, land use plan, transportation and logistics plan, industrial development plan, living zone plan, residential environment plan, etc. based on the revised urban master planning guidelines by the Ministry of Construction and Transportation. The alteration of the unit district plan for the Jungdong New Town aims to create more pleasant residential, commercial and business spaces by improving the Urban Design Guidelines for the Jungdong New Town made in 1992. The utilization of unsold commercial areas in the Jungdong New Town provides measures to develop part of commercial areas owned by the Bucheon city in Jungdong by giving them a long-term symbolic classification of land use together with a short-term realistic classification of land use.

The basic study for the establishment of urban master plan orients toward an environment-friendly city in harmony with the nature, a city of personality and competitiveness, and an orderly and balanced city. The study designed strategies and objectives to nurture the city as a center in the western part of Gyeonggi. Its population is expected to increase to 900,000 - 950,000 persons in 2021 and the urban areas are divided into 8 living zones. Each living zone has downtown areas (2 living zones) or district centers (6 living zones). Bucheon is one of the most densely populated cities in Korea and has little developable land. Therefore it is important to create a city identity through readjusting built-up areas systematically, making a pleasant environment by controlling the density of development, reforming the industrial structure, and creating new cultures.

The alteration of the unit district plan for the Jungdong New Town is primarily

initiated to adjust the Urban Design Guidelines by the Building Act. But while carrying out the study, the urban design system by the Building Act and the detailed planning system by the Urban Planning Act were integrated into the unit district planning according to the revision of the Urban Planning Act. As housing site development has been completed but commercial sites, contrary to expectations, remain unsold in the Jundong New Town, it is necessary to eliminate constraints lying in the Urban Design Guidelines and to cope with the changes in urban development laws and urban policies of the Bucheon city government. The study proposes readjustment directions for commercial and business districts in downtown areas and pubic facilities sites, and sectoral adjustment guidelines, in particular, improvements to the urban designs for about 30 district plans.

The study proposes two ways to utilize the unsold commercial sites. One is to make a place to establish a city identity so that Bucheon city can be differentiated from other cities and the other is to use it to increase the income of the Bucheon city government.

Considering the results of a market analysis by the facility and the facility concurrence between the Jungdong New Town and neighboring areas, a urban entertainment destination, culture and art streets, the construction of housing site-included estate were considered as alternatives. In sum, making culture and art streets will be desirable for the creation of an identity of Bucheon city that proclaims a cultural city, urban entertainment destination for the activation of the regional economy, and the construction of housing site-included estate for the security of financing source. Another alternative can be considered by combining these three alternatives, which is to construct a hosing site-included estate first and then make urban entertainment destinations and culture and art streets to make a good city image, the activation of the regional economy and the sound finance of the city.
