Strategies for Integrated National Territorial Information System

With developed information technology and informatization of the society, the demand for information has increased in both private and public sectors. Specially, the National Territorial Information System, which is prescribed in the 「Framework Act on the National Territory」

enacted this year, shows importance of national territorial information.

However, the concept of national territorial information has not been defined yet, and any plan for its construction and application has not been concretely established. In case of Korea, national territorial information has been developed with a variety of informatization projects including the National Territorial Information System since the middle of 1990s, but it is difficult to formulate national territorial policy and to solve current pending problems with national territorial information, which is actually dispersed to individual projects.

This study aims to define national territorial information and to suggest a theoretical model of the Integrated National Territorial

Information System (NTIS) along with strategies and plans to promote this system. And the ultimate purpose of this study is to scientifically and rationally utilize and manage national territory by applying the NTIS.

Main contents and results of each chapter are explained as follows.

Chapter 1 describes backgrounds, purposes, scope and methodology of this study. It will be completed by the year of 2010 and its spatial scope includes South and North Korea's territory and territorial waters.

This study is to propose policy and plans for the NTIS establishment including enhancement plans for utilizing national territorial information.

Chapter 2 is to define the concept of national territorial information.

The national territorial information on South and North Korea's territory and territorial waters and cyber-geospace includes spatial data and attribute data, such as statistics and numerical data, consisting of information on national territorial policy and plans as well as physical land features and facilities.

Chapter 3 analyzes the current condition and problems in promoting national territorial informatization. It shows problems including serious imbalance between sectors in informatization, weak linkage between individual information systems, lack of the coordinating function of national territorial information projects, undeveloped national territorial information on North Korea and its territorial waters.

Chapter 4 conducts an analysis of national territorial information demand, which is divided into 8 sectors such as land, housing․building, SOC, water resources, environment, agriculture․forestry, marine, and underground. According to the analysis results, the urban and national territorial sectors show the highest demand followed by the underground, SOC, and housing․building sectors. These results will be applied to the priority list for developing national territorial

information.

Chapter 5 defines the concept of the NTIS and constructs its theoretical model. The NTIS includes a theoretical information system and its physical electronic network connecting various information systems for the purpose of convenient and flexible application of national territorial information. In addition, it is designed for developing Korea into an integrated digital territory and supporting the management and planning of the national territory and the settlement of relevant issues.

The NTIS will be provided to the public as well as public institutions including the central and local authorities, thus promoting industrial development with appropriate spatial planning in the private sectors and value added information.

Chapter 6 suggests the NTIS promotion strategies. In order to construct the 「Integrated Digital Territory」 in the 21st Century, the currently promoted project for the national geographic information construction needs to be more developed. In this regard, it is necessary to collect national territorial information on North Korea and its territorial waters and to create cyber-geospace by using 3-dimension GIS.

Chapter 7 presents practical plans of individual promotion strategies along with the promotion process and schedule of the NTIS. It should be constructed with balanced information between urban and rural areas, between national territory and territorial waters, and between the ground and underground. The legal basis for the construction and application of the NTIS can be found out in the 「Framework Act on the National Territory」, whereby the Promotion Committee for National Territorial Informatization could be organized and operated. The NTIS is scheduled in this study to prepare for basic environment with comprehensive planning and institutional arrangement by the year of 2005, and then to be used in practical application from 2007.
