지능정보사회에 대응한 선제적 윤리 및 법제를 정비할 필요가 있다. 로봇, 인공지능 등 지 능정보기술의 이용 및 확산은 인간과 사회에 혜택을 주기도 하지만 잠재적으로 인간의 존 엄성과 안전, 프라이버시, 완전성, 자율성 등에 위협요인으로 작용할 우려가 높은 만큼 지능 정보기술에 관한 윤리 및 법제도적 대응이 시급히 요구된다. 또한 인공지능의 자율적인 의 사결정 및 행위로 인하여 타인(他人)에게 생명 ․ 신체 ․ 재산상 손해가 발생한 경우, 법적책임 의 귀속주체, 책임범위와 보상방법 등을 판단에 있어 현행 책임관련 규정 및 요건을 그대로 적용하기에는 한계가 있다. 따라서 인간 중심의 지능정보사회를 구현하고, 지능정보기술의 안전한 활용을 담보할 수 있도록 지능정보기술 윤리와 안전에 관한 구체적인 윤리기준이 제시된 지능정보기술의 개발 및 이용에 관한 ‘윤리헌장’을 제정할 필요가 있다. ‘윤리헌장’은 기본적으로 지능정보기술의 연구, 개발, 이용에 대한 인간존엄, 프라이버시, 안전 등의 공통 적인 일반원칙을 설정하고, 구체적으로 지능정보기술의 오작동 ․ 남용을 최소화하기 위한 설 계자, 개발자, 이용자 등의 관련 당사자들이 취해야 할 개별적 행동 준칙을 제시할 필요가 있다. 또한 향후 지능정보기술의 보편화 ․ 일상화로 인한 사회적 변화는 과거 기술적 변화보 다 전면적으로 이루어질 것으로 예견되는 바, 기존의 법제도들을 활용하는데 한계가 있을 수밖에 없으므로 이를 극복하기 위한 입법적 차원의 대응도 함께 필요하다.
SUMMARY
The Fourth Industrial Revolution, which involves innovation of existing industries and creation of new ones by technologies such as IoT, big data, and AI, is leading to drastic changes in the social, economic, cultural, and political realms. As science and ICT coevolve, their importance as media for improved efficiency and creation of values in social, political, cultural and economic fields is growing. Major countries including the U.S., Japan, Germany, and China are actively dealing with the changes brought by the Fourth Industrial Revolution and expansion of ICT convergence technologies. It is necessary for the Korean government to propose national agenda for the establishment and implementation of innovative policies for leading the Fourth Industrial Revolution based on science and ICT.
This report consists of the followings: In Chapter 2, concepts and characteristics of the Fourth Industrial Revolution and the roles of science and ICT were considered. It is seen that the Fourth Industrial Revolution generates new types of knowledge through the convergence of science and ICT, as well as bringing about various innovations through the evolution of science and ICT. Chapter 3 examined the trends of businesses and policies related to the Fourth Industrial Revolution. First, an observation of market values and trends related to breakthrough technologies was made with focus on the venture capital market and M&A market. Then, trends of businesses and major cases of innovation related to the Fourth Industrial Revolution were examined, in addition to response strategies to the Fourth Industrial Revolution introduced by different countries. In Chapter 4, various effects of the Fourth Industrial Revolution were considered in terms of industrial economy, employment structure and social culture, as well as the extent and roles of the government’s preemptive actions to domestic and global environmental changes. In Chapter 5, policy tasks for the innovation of science and ICT to deal with the Fourth Industrial Revolution were proposed. The research report provides the present status and limitations of the current government support policies for policy tasks.
