PS 0344 Epidemiology and Public Health Fatty Liver and Economic Development in China

Jin-Zhou ZHU1, Yu-Ming WANG1, Chao-Hui YU1, You-Ming LI1 Department of Gastroenterology, The First Affiliated Hospital, Zhejiang University, China1

Background: Fatty liver is a growing health issue in China. However, the research con- cerning the infl uence of economic development on the prevalence of fatty liver was sparse. This study is to investigate the relation between economic status and the adult prevalence of fatty liver in the mainland of China.

Methods: Literature searches on PubMed, EMBASE, Web of Science and Chinese Na- tional Knowledge Infrastructure databases were performed to identify eligible studies published before July 10, 2014. Gross domestic product (GDP) per capita was chosen to assess the economic status. The correlations were obtained by Pearson coeffi cient.

Results: 27 studies, from 22 cities and 2 provinces from 1995 to 2013, were included in this study. In general, the prevalence of fatty liver presented a signifi cant correlation with GDP per capita (r = 0.459, P = 0.016). To be specifi c, the prevalence in north Chi- na correlated with GDP per capita (r = 0.879, P = 0.05) and survey year (r = 0.909, P = 0.032). In south China, on the contrary, the prevalence failed to correlate with the two indicators. According to the data from multiple years, the city of Shanghai witnessed an ascending prevalence. In terms of gender, the prevalence of female correlated with GDP per capita (r = 0.572, P = 0.004) and survey year (r = 0.483, P = 0.020). Mean- while, there was no correlation between the prevalence of male and GDP per capita (P

= 0.129) or survey year (P = 0.358).

Conclusions: In the mainland of China, higher GDP per capita suggested higher adult prevalence of fatty liver, based on the data in the past 20 years. With the develop- ment of economy, public health interventions, thus, are essential to prevent the trend of obesity and alcohol abuse.

PS 0345 Epidemiology and Public Health 5.1935 Billion US $ is Disappeared in the Fiscal Year (FY) 2013 Financial Report of the Korean National Health Insurance Corporation (NHIC)

Ki-Yeob JEON1

Jeonil Internal Medicine Clinic, Korea1

Background: It is reported that the Republic of Korea is the most corrupt one and is at least twice as corrupt as Singapore, Japan, Australia, or Hong Kong. It is known that the root of the lamentable disaster of Sewol ferry boat accident on April 16 2014 is corrupted connections among government offi cials, politicians, and the Sewol vessel owner.

Proceeding: So is among the government officials, politicians, and persons of the Korean National Health Insurance Corporation (NHIC): when the author made a press conference about a possible fraud in the fi nancial report of the NHIC (http://www.

doctorsnews.co.kr/news/articleView.html?idxno=94215), persons of the NHIC and of- fi cials of the Ministry of Health and Welfare (MOHW) denounced me and argued that the NHIC fi nancial report was correct.

Results: Yet, the results show that there is a chasm of 5.1935 billion US$ in the FY 2013 fi nancial report. Table 1 shows the general profi le of the fi nancial status of the Korean NHI by the offi cial reports of the NHIC, which arbitrarily did not report the left column of and falsely schemed four numbers of the FY 2013 Financial Report. The author replenished the omitted column and corrected all those four deceiving numbers in the Table 2; with the comparison, the differences between retrospectively (based upon the FY 2013 Financial Report of the NHIC) and prospectively (based upon the FY 2012 Financial Report of the NHIC) calculated values show the amount of evaporated money is 5.1935 billion US$ in the FY 2013.

Conclusions: This article opens an opportune window for the policy change from the single and insincere insurer of the NHIC to several, competitive, diversifi ed, and checked-and-balanced insurers for the betterment of Korean health (Table 3).

“Chennai Declaration”- A Regional Initiative with Glob- al Implications

Abdul GHAFUR1

Coordinator Chennai Declaration, Apollo Speciality Hospital, India1

Background: Antimicrobial resistance is a global challenge, prompting academicians, politicians and policy makers across the globe to launch initiatives to control this ever-increasing menace. India has reported very high resistance rates with no pre-ex- isting serious initiatives to tackle the scenario.

Methods: “A Roadmap to Tackle the Challenge of Antimicrobial Resistance - A Joint meeting of Medical Societies in India” was organized in 2012,at Chennai. This was a landmark event, the fi rst ever meeting of medical societies in India where all stake holders came under one roof to tackle antimicrobial resistance. The meeting led to creation of the document -“The Chennai declaration” which is based on the theme of “a practical but not a perfect policy” for a developing country.

Results: 1. Chennai declaration document was reviewed in detail in more than a dozen reputed international journals, many international academic and health policy related conferences. 2. Highest offi cials in Indian Ministry of Health studied the doc- ument. 3. Chennai Declaration could convince Indian authorities on seriousness of the resistance scenario in the country and importance of taking measures to control it. 4. The initiative could mobilise medical societies and all the other stakeholders. 5.

The initiative has also created international awareness regarding the ground reality in developing countries and how a policy has to be tailored as per local requirement.

Conclusions: “Chennai declaration” can serve as a foundation and inspiration for tackling resistance initiatives in all developing countries.
