요 약

제1장 사업개요

제1절 사업배경 및 목적

1. 사업 추진의 배경

○ 동북아의 역동적인 정치･경제적 환경변화에 능동적으로 대처하여 국익을 극 대화하기 위한 방안의 일환으로서 동북아 국가 간의 에너지협력에 대한 연 구 및 관련 사업이 추진되어 왔음.

○ 특히, 고유가 상황 지속, 에너지 확보경쟁 심화, 자원 민족주의 확산 등으로 대변되는 최근의 불안정한 국제 에너지정세 하에서, 동북아 에너지협력의 중요성이 국가 에너지안보 확보 차원에서 더욱 부각되고 있음.

○ 동북아 에너지협력을 효과적으로 추진하기 위해서는, 역내국의 에너지 관련 정보를 체계적으로 수집･분석하여 전달하는 에너지정보인프라를 지속적으로 확대･발전시켜 관련 정보수요자에게 적시적기에 공급하여야 함.

2. 사업의 목적

○ 국내외의 동북아 에너지관련 정보･자료를 발굴･수집･분석하여 동북아에너지 전문데이터베이스를 구축･제공함으로써, 효율적인 산업체의 투자계획, 정부 의 관련정책 수립과 원활한 관련 연구추진에 이바지하고자 함.

○ 본 사업은, 2001년에 최초 개발된 이래 발전과정을 거쳐 온 ｢동북아에너지 DB 및 정보시스템｣을 지속적으로 운영･관리하고 수록정보와 기능을 확충･

고도화하는 데에 중점 두어 추진함.

제2절 기대효과

○ 국내외에 분산된 동북아에너지정보의 공동 활용기반 조성

○ 동북아에너지관련정보의 One-Stop 서비스체제 구축

○ 동북아에너지분야에 대한 대외 정보경쟁력 우위 확보

○ 역내국가간 정보교류 활성화 유도 및 정보구심체 역할 담당

○ 관련정보의 해외 정보서비스를 통한 국가 인지도 및 위상 제고

제3절 사업내용 및 추진방법

○ 국내외 동북아에너지관련 자료원 및 웹사이트에 대한 조사･분석

○ 원내 축적된 동북아에너지관련 연구 및 도서자료, 구독 해외저널에 대한 조 사･분석

○ 유관기관 역내국 지사(지소)에서 수집･제공하는 자료정보 분석

○ ｢동북아 에너지협력 연구｣의 세부과제 생산 자료정보에 대한 조사･분석

제4절 개발 조직

○ Contents의 발굴, 수집, 분석, 가공 및 Database수록, Database 및 홈페이지 설계, 외주개발한 Database Prototype의 응용･확산 등 핵심적 개발업무는 연구원 자체인력에 의하여 수행됨.

○ 자체인력에 의하여 처리 불가능한 홈페이지의 동화상(Flash Animation), 그 래픽 등의 멀티미디어 디자인, Database Prototype의 보완개발은 외주개발･

제2장 동북아에너지DB 요구분석

제1절 자료전달체계 분석

○ 동북아에너지 Database의 서비스정보는 주로 ｢동북아 에너지협력 연구｣ 5차 (2005년) 사업의 각 세부과제 수행 중에 수집･분석･생산･파생되어진 자료와 본 세부과제에서 직접 수집･분석하여 정확성과 신뢰성이 검증된 자료에 기 초함.

○ 수록정보의 다양성과 최신성 확보를 위하여, 다량의 동북아에너지관련 Contents를 서비스하고 있는 약 120여개의 국내외 웹사이트, 유관기관의 현지 수집자료 등을 참조하였으며, 외부 정보공급사(IP)로부터 관련자료를 공급받아 활용함.

제2절 Database 및 홈페이지 발전 전략

○ 동북아에너지 Database 및 홈페이지의 목표시스템은, 사용자 친화형 인터페 이스 기반아래, 시의성 높은 다양한 Contents를 확충･보급하고 국내외 동북 아에너지 관련정보에 대한 Potal서비스와 커뮤니티를 제공하는 데에 있음.

- 2001년 동북아에너지 Database 및 홈페이지가 최초 개발되어 현재까지 운 영되어 오는 가운데, Contents 부문과 사용자 인터페이스 부문에 괄목할만 한 성장세를 보임.

- 동북아에너지정보 통합검색시스템의 확장 등을 통하여 포털서비스 부문도 지속 발전되어 왔음. 정보이용자 들과의 쌍방향 정보교류의 장인 커뮤니티 부문은, 정보이용자의 참여를 보다 적극적으로 유도하여 활성화를 도모하 여야할 것으로 판단됨.

제3절 운영환경 분석

1. 운영 Hardware

○ 노후기종 서버인 Compaq 570 모델 1조를 HP DL380 모델 1조로 대체하여 동북아 에너지 DB 및 웹 운용서버로 활용함.

○ 동북아에너지 통합검색시스템의 운용을 위하여 본 연구원 메인 홈페이지 (http://www.keei.re.kr)의 통합검색에 기활용되고 있는 연구원 주서버(SUN Enterprise 3500)로 부터 일부 영역을 추가 할애받아 동북아에너지관련 웹 Collection을 별도 생성시키고, 네트웍 연동(URL Link) 처리함.

○ 통계DB의 운용을 위하여 Oracle DBMS가 탑재되어 있는 연구원 보조서버 (Fujitsu PP650)의 일부 자원이 추가로 할애됨.

2. 운영 Software

○ DB 및 웹서버용 S/W로 Domino Application Server, Notes Designer Client 및 Lotus Enterprise Integrator를 각 1조를 활용함.

○ 동북아에너지 통합검색시스템의 운용을 위하여 연구원에서 기활용되고 있는 Inktomi Search/Engine 및 Inktomi Search/CCE를 동북아 에너지 관련 메 타검색정보 수집(Spider에 의한 Collection)에 병행 활용함.

○ 통계DB의 운용을 위하여 기활용 연구원 보유 데이터베이스 개발도구 (DBMS)인 Oracle 8i를 병행 활용함.

○ 서버 하드디스크 장애와 수록자료 손망실에 대비하고 수록자료의 신속･정확 한 복구를 위하여 ‘RAID(Redundant Array of Independent)’를 구성함.

○ 웹사용자의 정보이용 실태를 파악하여 추후 웹사이트 운영에 참고하기 위하 여 ‘WebLog Pro Server (행망용)’ 웹접속 통계분석 S/W를 활용함.

3. 운용 네트웍 및 보안시스템

○ 내부망은 Gigabit 네트웍(Server-Switch간)을, 외부망은 Metro Ethernet 방 식의 초고속 국가 인터넷 통신망(Dacom PubnetPlus)을 사용하였으며, 인터 넷 통신망의 회선속도를 5Mbps에서 10Mbps로 증속함.

○ 정보통신 보안유지를 위한 침입차단시스템(방화벽, Firewall)은 SecureSoft사 의 ‘수호신 V3.0’을, 침입탐지시스템은 ‘Absolute IDS’를 활용함.

○ 동북아에너지 전용서버는 외부 도메인으로 부터의 해킹을 방지키 위하여 착 신(Inbound) 통신서비스 요구에 대하여 적절한 필터링을 가하였으며, 스팸 메일 및 Open Relay에 대비하여 적절한 Blocking 기법을 적용함.

제1절 동북아에너지 웹사이트 이용 현황

1. 동북아에너지DB 웹사이트 접속 현황

○ 월평균 접속횟수는 447,152건으로, 제4차 사업기간(‘04.5~‘05.4)의 월평균 접 속회수 173,613회 대비, 약 158% 대폭 증가함.

- 현지 동향정보 강화, 자체 발행 ｢주간 동북아에너지시장｣의 웹메일 배포 활성화 등 수록 Contents의 질적 향상 노력과, 전년 동기대비 84.2% 늘어 난 수록 Contents의 양적 확대, 웹사이트 기능 및 디자인 개선, 동북아 에 너지DB에 대한 홍보 강화 등에 기인한 것으로 분석됨.

- 한편, 동북아 에너지DB 수록정보에 접근하고자 국내외 포털사이트 및 검색 서비스에서 주기적으로 수행하는, 동북아 에너지DB 수록 Contents에 대한 색인(Indexing) 작업 등도 접속회수 증가의 한 요인으로 판단됨.

1) 웹서버와 웹사용자 간의 정보 송수신은 HTTP(Hyper Text Transfer Protocol) 라는 정보교환 형식을 사용한 다량의 대화로 진행됨. 웹서버에서는 각각의 대화가 ‘접속’이라는 데이터로 기록됨.

○ 월별 접속회수는, 2005년 10월부터 제4차 사업기간의 월평균 접속회수(

173,613회)의 두 배를 상회하면서 2006년 3월까지 지속적으로 증가하였고, 4월부터 다소 감소 추세를 보임.

제2절 동북아에너지DB 구성체계

○ 동향정보, 발간물정보, 자료실, Country Profile, 관련사이트, 통계, 전문가정 보 등 총 12개의 Sub Database로 구성함.

○ 관리･운영용 등 일부 Database를 제외한 대부분 Database를 관심지역별･자 료형태별 또는 관심지역별･에너지원별로 분류･수록하여 일관성을 유지함.

제4장 향후 추진계획

제1절 추진계획 개괄

○ ｢동북아에너지DB 및 정보시스템｣은 2001년에 최초로 개발된 이래 연차별 발전단계를 거쳐 수록정보 및 제공서비스의 고도화가 상당 부분 추진됨.

- 동북아에너지DB의 수록Contents 량은 7,598건으로 전년대비 84.2% 증가, 동북아에너지DB 웹사이트의 월평균 접속횟수는 447,152건으로 전년대비 158% 대폭 증가함.

○ 온라인 정보전달 매체인 인터넷을 통하여 제공되는 웹기반 Database의 속성 상, 서비스 Contents 및 기능의 지속적인 개선･확충은 동 사업의 성공적인 수행을 위한 필수불가결적 요소임.

- 정보이용자 대상으로한 정보수요 조사･분석을 토대로, 기운영 서비스를 다 양화･최신화･고품격화하여 나아가는 한편, 신규 서비스 개발도 병행 추진 하여 나아갈 계획임.

제2절 주요 추진내용

1. 동북아에너지DB 및 홈페이지 부문

○ Country Profile, 전문가DB, 동향DB, 발간물DB, 자료실DB, 통계DB 등 기개 발 Database의 서비스 정보를 지속적으로 확대･운영하고, 정보수요조사를 통하여 Database Contents를 신규 발굴

○ 홈페이지 디자인 개선, 그래픽 사용자 인터페이스 강화, 개인별 맞춤서비스 개발 등을 통해 동북아에너지DB의 참신성, 접근성 및 이용 용이성을 향상

Summary

Chapter 1. Introduction

Section 1. Backgrounds and Purpose

○ As Northeast Asia has been dynamically changed in the political and economic society, the researches on the energy cooperation with the nations in Northeast Asia has been studying over the years in order to actively cope with the changes so to maximize the national interests.

○ Especially under the recent unstable situation of the international energy supply with the soaring oil price, the rise in resource nationalism and the competition to secure energy resources, the importance of the energy cooperation in Northeast Asia is coming to the fore.

○ To effectively drive the energy cooperation, primarily, we must systematically establish the energy-information infrastructure on the related nations in advance, which collects, analyzes, and delivers the energy-related data, so that provide the information for the prospective consumers.

○ The purpose of this study is to establish and maintain the professional NEAE Database by collecting and analyzing the related NEAE data in domestic and foreign nations and to provide it to the general public,

companies, and the government over the internet, so that it contributed to the harmonious promotion of the related research as well as the establishment of the efficient investment plan of the industry and the related policies of the government.

○ This study, as the fifth stage research on NEAE Database and Information System, places the focus on operating and maintaining existing NEAE Database, developed in the prior study, while collecting data and expanding the contents of NEAE Database, enhancing design and functions of the website, in order to provide more easily accessible and more reliable information to the NEAE Database users.

Section 2. Expectation

○ Foster the cooperative application basis of NEAE information, which has been scattered in domestic and foreign nations.

○ Provide one-stop service of the information related to NEAE.

○ Maintain a dominant advantage on a foreign competitiveness of the NEAE information.

○ Lead an active interchange of information between nations within the area and hold a central role.

○ Enhance recognition and position of the nation through the foreign information services about the related information.

2. Software Systems

○ ‘Domino Application Server', ‘Notes Designer Client' and ‘Lotus Enterprise Integrator' are applied to NEAE Database website, while preserving interoperability and compatibility with existing KEEI's groupware and web servers.

○ Anti-virus software, ‘V3Net for Windows 2000', and website traffic software, ‘Weblog v. Pro' are installed.

○ RAID(Redundant Array of Independent) is used ito provide fault tolerance in case of a disk drive failure.

○ NEAE Integrated Search System shares its resources with existing KEEI's search engine and content classification engine, ‘Inktomi Search/Engine and Inktomi Search/CCE'.

○ During the project period(July 2005 - April 2006), the total traffic on NEAE Database website reached at 4,049,754 page views. And the monthly average traffic jumped by 189%, hitting 404,975 page views, compared with the previous period(Apr 2004 - Feb 2005) of 140,215 page views, probably due to increased and qualified contents of NEAE Database, and activation of mailing service.

4. Integrated Search System

○ For Synonym Thesaurus Assisted Search across multiple languages, 1,000 terms of energy with additional 200 terms, frequently inquired by the NEAE Database website users, have been built in Russian, Chinese, and Japanese each.

○ Search System was revised so that its hit rate might be increased with simplified search collections.

5. Development of NEAE CD-Title

Chapter 4. Future Plan

Section 1. Outline

○ Since May 2001, ‘NEAE Database and Information System' has been gradually developed and improved, while providing numerous NEAE information to website users.

- In April 2006, the amount of data loaded to NEAE Database increased by 84.2% compared with the previous year. Moreover, during the project period(July 2005 - April 2006), the monthly average page views jumped by 189% compared with the previous period.

○ To secure more comprehensive high quality information and to develop more sophisticated information services is crucial factor in the success of the project so far as NEAE Database is served through Internet-based online information delivery system.

Section 2. Major Tasks To Be Done

1. Operation, Maintenance and Upgrade of NEAE Database

○ Continue to expand the contents of NEAE Database, and to enhance design and functions of the website so as to provide more easily accessible and more reliable information to the NEAE Database users.

○ Shorten the time interval of mailing service to offer the latest updated information on NEAE and to encourage active user participation on NEAE online community.

○ Examine the possibility of exchange and cooperation about contents among the related private/public organizations, news agencies, journal publishers and private information providers in domestic and foreign countries.

○ Activate on- and off-line advertisement on NEAE information services and about CERA/KEEI's organization, operations, tasks, activities, etc., and cooperate with other web sites to promote NEAE Database website.

2. Operation, Maintenance and Expansion of Information Portal Service

○ Increase search accuracy by optimizing search collections in NEAE Integrated Search System.

○ Analyze the query statistics to discern usage trends of the NEAE Database website, and design the future direction.

○ Develop 'NEAE Information Directory Service' in which the other potal services related to NEAE are integrated.

3. Development of NEAE CD-Title

○ Produce and distribute 1,000 copies of NEAE CD-Title ‘Research on Energy Cooperation in Northeast Asia (Vol. Ⅴ)'.
