고려대 경영학과, 언론대학원 졸업. 전자신문 미래팀장과 로봇윤리위원회 위원을 역임했다. 현재 하와이대학교 정치학과 미래학 연구센터에서 박사과정을 밟고 있다. 저서로는�인터넷 다음은 로봇이다�, �오목한 미래�가 있다.

하와이대학 정치학부 교수 및 미래학연구소장은 국내는 물론 해외학계서도 인지도가 매우 높은 미래학자다. 그 는 세계미래학연맹의 창설을 주도하면서 미래학(future study)이란 분야를 새롭게 개척한 선구자다. 그의 오랜 친구인 앨빈 토플러는 미래학을 기업 컨설팅에 접목시켜 큰 성공을 거뒀다. 하지만 데이토 교수는 강단에서 40 년이 넘는 연구활동을 통해서 미래학계의 대부(代父)로 자리 잡았다. 그는 한국을 비롯한 아시아 문화에 대한 이 해가 특히 깊다. 일본에서 6년간 교편을 잡았고 1989년에는 황장엽의 초청으로 북한을 직접 방문해 김일성 대 학에서 미래학을 강의하기도 했다. 법률, 첨단기술, 교육 등 다양한 분야의 미래예측을 해왔고 현재 미국 30여 주정부의 미래전략고문으로 활동 중이다.

배일한(이하‘배’): 미래학은 아직도 대중들에게 생소한 학문입니다. 한마디로 간단히 정의할 수 있을까요?

▶▶짐 데이토(이하‘데이토’): 미래학은 아직 일어나지 않은 미래의 사건을 예측하는 것이 아닙 니다. 미래학에 대한 가장 큰 오해는 마법사의 수정구슬처럼 정확한 미래예측이 가능하다고 믿 는 겁니다. 제가 미래예측방법론을 개발하면서 만든 미래법칙 제1조는“미래는 예측 불가능하 다”는 겁니다. 왜냐하면“미래는 현재 존재하지 않기 때문”입니다. 미래학은 한 가지 특정한 미 래가 아니라 여러 대안적인 미래들을 예측합니다. 그래서 미래학(futures studies)은 단수 future 가 아니라 복수인 futures를 씁니다. 중요한 것은 미래의 한 가지 모습에 매달리지 말고 창조적 으로 다양한 미래상을 만들고 선택하는 겁니다.

배: 나머지 미래법칙에는 어떠한 것이 있습니까?

▶▶데이토: 미래법칙 제2조는 미래에 유용한 아이디어는 언제나 처음 들으면 우스꽝스럽습니다.

우습거나 미쳤다는 말을 듣지 않는 아이디어는 이미 미래가 아닌 현실이기 때문이죠. 20세기 초반 의 평균적인 미국인에게 이런 질문을 한다고 생각해보세요. ‘미래에는 흑인도 공을 바구니에 잘 집어넣는 재주(프로 농구선수) 하나로 수백만 달러를 버는 세상이 올 것이다.’당연히 말도 안 된 다고 생각했겠죠. 하지만 현대인은 프로농구선수들이 멋진 슛을 하는 장면에 경탄하고 있습니다.

현재의 상식으로 점점 빠르게 변하는 미래를 파악하려고 하면 항상 오류가 생기기 마련이죠. 사람 들은 타인의 비난을 두려워하기 때문에 무난하게 박수 받을 아이디어를 미래라고 내놓길 좋아합

Growth and Risks of Future Societies

Il-Han Bae(‘Bae’): Futures studies is a field of study still unfamiliar to the public. Can you define the study

in a simple word?

▶▶ Jim Dator(‘Dator’): Futures studies does not foresee future events that have not happened yet. It is the

biggest misconception about futures studies that we can foresee the exact future like a wizard using a crystal ball. I made the first law of futures, “it is impossible to foresee the future”, while developing foresight methodologies. This is because “the future does not exist now”. Futures studies does not provide a certain future but several alternatives to foresee the future. In this sense, futures studies is not in the singular of

‘future’, but in the plural of the word. The thing is that we have to create diverse future images without clinging to a single future image.

Bae: Do you have any other laws of futures?

▶▶Dator: I have the second law of futures, “a useful idea for the future always sounds ridiculous at first”. It's

already the reality if a new idea does not seem funny or weird. What if we ask a question back to a normal American in the early 20th century: ‘In the future, an african American who is talented with putting a ball in a basket (professional basketball player) will be able to earn millions of dollars. Can you believe it?’ Of course not, what an absurd idea. But people in this modern society are amazed at professional basketball players' spectacular shots. When we foresee the increasingly fast-changing future depending on current common sense, we always make an error. People are so afraid of criticism of others that they prefer delivering some

니다. 하지만 제대로 미래학을 하는 사람들은 정신 나갔다는 이야기를 들을 각오를 해야 합 니다. 모두가 불가능하다고 머리를 흔드는 아 이디어들이 실제로는 아주 중요한 미래예측일 가능성에 주목해야 합니다. 세상에서 주목받지 못하는 삼류 예술가, 과학자, 몽상가들의 터무 니없는 주장 중에서 일부는 실제로 유용한데 이걸 골라내는 것이 미래학자(futurist)들의 임 무입니다. 미래법칙 제3조는 우리는 도구를 만 들고 그 도구가 우리를 만든다는 겁니다. 인간 이 말을 쓰기 시작하고 문자를 만들고 인쇄술 과 인터넷 시대로 진화하면서 스스로 인간의 의미를 바꿔온 사례를 보세요. 하드웨어나 소 프트웨어 말고도 조직을 만들고 운용하는 노하 우도 세상을 바꾸는 기술에 포함됩니다. 기술 은 그 자체로 중립적이거나 나쁜 게 아니며 인 간의 의미를 새롭게 만드는 의미를 갖고 있습 니다.

배: 미래학에서 우리가 얻을 수 있는 가치는 무엇인지요.

▶▶데이토: 우리는 미래학을 통해서 더 올바 른 의사결정을 할 수 있는 방법을 배울 수 있 습니다. 인류는 오랫동안 수렵과 채집에 의존 하다가 약 1만 년 전 정착생활을 시작하면서 사유재산이 생겼고 산업사회를 거쳐 지금은 정보화사회로 바뀌었습니다.

그 다음은 무엇일까요. 2차 대전이 끝난 직 후 서구인들은 다음에는 핵전쟁을 통해서 문

명 자체가 붕괴될지 모른다는 위기감을 느꼈 습니다. 서구 문명이 이성적이고 앞섰다면 세 계대전과 유태인 학살 등이 일어날 수 없었을 것입니다. 이러한 비판의식이 미래학의 토양 이 됐고 지난 1960년대 말 세계미래학회 (WFSF)의 출발점이 되었습니다. 저는 냉전 시기에 사회주의 국가의 학자들과도 만나서 미래학을 논의했습니다. 지난 1989년에는 북 한을 2주간 방문하기도 했습니다. 사회주의 국가는 사회주의적인 하나의 미래(future)상 을 추구하기 때문에 여러 개의 미래(futures) 를 예상하는 미래학과는 의견차가 있었지요.

대안적 미래를 만드는 일은 정부, 기업의 전유 물이 아니라 개인에게도 꼭 필요합니다.

미래를 구성하는 세 가지 요소는 지속성, 순환성, 새로움입니다. 과거에는 80%가 지속 성, 15%가 순환성, 새로움은 5%에 불과할 정 도로 변화가 미약한 사회였습니다. 하지만 앞 으로 세상에서 미래를 만드는 힘은 지속성이 5%에 불과하고 순환성은 15%, 새로운 현상 은 80%에 이를 겁니다. 누구나 미래계획을 짜지만 이처럼 변화가 빠른 시대에는 점점 성 과가 떨어지기 마련입니다. 그러니 미래학에 관심을 가져야죠.

배: 하와이대 미래학연구소의 대표적인 방법 론인 네 가지 미래모델에 대해서 설명해주시 죠.

▶▶데이토: 저는 오랫동안 미래에 대한 이미지

easily laudable ideas as the result of foresight. But I think futurists who are truly involved in futures studies must be prepared to hear crazy from others. We have to pay close attention to the possibility that an idea could be a very important foresight result even though a majority of people consider it impossible. Futurists have their own mission to choose useful ideas among ridiculous claims made by some artists, scientists, and visionaries who did not get much attention in the world. I also have the third law of futures, “we create a tool that makes our futures”. Humans began to write these words and characters to create their own printing press, and then evolved into the Internet age for themselves. In addition to hardwares and softwares that we have created, know-hows to create or operate an organization are also included into a world-changing technology.

The technology itself is not either neutral or bad but creates a new meaning of humans.

Bae: What do you think are values we can learn from futures studies?

▶▶ Dator: We are able to learn how we make a right decision by learning futures studies. About 10,000 years

ago, humans first began to settle down and become to have private property after a long period of time humans had relied on hunting and gathering. And then the industrial society has changed to the information society. Now, what is the next? After World War II, westerners were afraid of the collapse of whole civilization through a nuclear war in the future. If western civilization had been rational and advanced, how tragedies such as World War II and the Holocaust could have happened? This sort of criticism provided a solid foundation of futures studies, and then the World Future Society (WFS) was established in the late 1960s. I have met several scholars in the socialist countries during the Cold War in order to discuss futures studies. In 1989, I visited North Korea for two weeks. Through those discussions with scholars from socialist countries, I realized that they seek a single future image otherwise we foresee alternatives of futures. It is not only necessary for the government and corporate but for an individual to create alternatives of the future. Three elements make up the future: continuity, circularity, and novelty. In the past, the world has changed very slowly since the power of creating futures consists of 80% of continuity, 15% of circularity, and only 5% of novelty. However, in the future, things will be completely different when it comes to the power: only 5% of continuity, 15% of circularity, and up to 80% of novelty. We are more likely to fail to accomplish future plans in this rapidly-changing era. Under this circumstance, we are in need of taking more interests in futures studies.

를 크게 지속, 붕괴, 통제, 변형의 네 가지로 분 류할 수 있다고 주장해 왔습니다. 미래에 대한 이미지 중에서 현대인에게 가장 익숙한 형태가

‘지속(continued growth)’입니다. 이는 과거와 현재에 진행된 트렌드가 앞으로 계속 이어질 것이란 태도죠. 수십 년 뒤에도 지금과 같은 경 제성장과 과학발전이 지속될 것이라 믿는 정 부, 기업, 개인이 가장 공식적으로 선호하는 이 미지입니다. ‘붕괴(collapse)’는 전쟁 또는 대 혼란으로 인해 기존 사회시스템이 무너질 것이 란 예측입니다. 금융위기 이후 자본주의 경제 체제가 지속되지 못할 것이란 불안감도 이 같 은 비관적 미래예측인 붕괴의 이미지와 관련이 있습니다. ‘통제(disciplined)’는 문명이 여러 제약조건에 따라 점진적으로 쇠퇴하면서 획일 화되고 억압적인 사회시스템을 갖게 되는 것입 니다. ‘변형(transformation)’은 현재로선 상상 하기 어려운, 전혀 새로운 형태로 바뀐 미래의 모습입니다. SF소설에서 나오듯이 우주여행이 대중화되고 로봇이 인간을 대체하거나 유전공 학에 의해서 인류가 새로운 종으로 바뀔 수도 있는 사례지요.

배: 많은 사람들이 금융위기 이후 기존의 자 본주의 체제는 성장의 한계에 도달했다고 느 끼는 것 같습니다. 이제 자본주의는 붕괴, 또 는 통제를 향해서 가는 걸까요.

▶▶데이토: 어떤 문명도 영원히 지속하지는 못 합니다. 지난 몇 년간 많은 사람들이 제게 자

본주의로 대표되는 현재 문명체계가 지속적 성장이 가능한지 물어왔습니다. 저는 한마디 로 부정적입니다. 지난 1970~1980년대까지 만 해도 자본주의 체제는 위기를 헤쳐 나갈 시 간이 있었습니다. 하지만 지금은 환경오염과 에너지고갈, 인구, 식량난, 물 부족, 기후변화 등이 겹치면서 상황이 개선될 가능성이 구조 적으로 극히 희박합니다. 혹자는 경기순환을 거쳐서 불황과 호황이 반복됐던 과거의 사례 를 바탕으로 세계경제가 위기에서 곧 벗어날 것처럼 말하지만 지금은 상황이 전혀 달라졌 습니다. 위험요소가 너무 늘어났습니다.

배: 현재 인류문명이 직면한 위험한 요소로 는 무엇이 가장 위협적일까요.

▶▶ 데이토: 저는 불길한 삼총사(unholy trinity)와 정부의 미래대책 부재를 인류문명 의 구조적 위험요소로 지목합니다. 불길한 삼 총사란 ① 금융시스템 붕괴, ② 석유고갈, ③ 환경재앙을 뜻합니다. 첫째, 금융시스템의 붕 괴를 봅시다. 별 도움은 못됐지만 저는 서브 프라임 모기지 사태로 글로벌 금융위기가 터 지기 전에도 고삐 풀린 금융시스템의 위험성 을 경고한 바 있습니다.

사실 금융위기는 이미 예정된 것입니다.

미국경제는 지난 1970년대 이후 소비자가 빚 을 내서 과소비를 하도록 부추기는 금융시스 템에 의존하기 시작했습니다. 생산자동화, 정 보화 혁명으로 노동자의 실업문제가 심화되

Bae: Could you explain four typical methodologies for modeling futures in 'Research Center for Futures

Studies'?

▶▶Dator: I have long classified future images into four categories: Continued Growth, Collapse, Disciplined,

and Transformation. In this modern society, the most familiar image of the future is Continued Growth. This future image is based on the assumption that both past and present trends will continue in the future. This is also the officially preferred future image by Governments, businesses, and individuals who believe that economic growth and development of science will last even after several decades. The second image, Collapse, describes the end of existing social system due to the war or great confusion. For example, since the financial crisis an increasing anxiety that capitalist economic system could not lasts long is closely related with the future image of Collapse. The third image, Disciplined, describes gradual decline of civilization that first changes into a monolithic system under some constraints of civilization, and then to a repressive society.

Lastly, Transformation is the future image in utterly different appearances that is hard to imagine now. For instance, as famous SF novels describe, space travel may become popular, robots may replace humans, or a new species by genetic engineering may change humans.

Bae: A lot of people seem to think that the growth of the existing capitalist system has reached limits since

the global financial crisis. Now do you think the capitalism is going towards the future images, Collapse or Disciplined?

▶▶ Dator: Civilization never lasts forever. In the past few years, a large number of people have been asking

me if this civilization represented by capitalist system could achieve sustainable growth. In short, it is negative.

Capitalist system had enough time to get through the crisis until 1970s and 1980s. But now, under the circumstances where environmental pollution, energy depletion, population growth, food shortages, water scarcity, and climate change overlaps, it seems extremely unlikely that the situation improves structurally.

Some people say that the global economy will manage to get out of the global economic crisis through the cycle of recessions and booms as it used to do. However, things have changed now. The number of risk factors has increased a lot.

Bae: what is the most threatening risk factor that human civilization is facing today?

▶▶Dator: I point out ‘unholy trinity’ and the absence of government measures for the future as structural risk

자 미국정부는 유동성을 과도하게 높이고 신 용카드로 물건을 사게 만드는 손쉬운 경기부 양책의 유혹에 빠진 거죠. 그 결과 대부분 국 민들은 빚을 갚기 위한 노동을 끝없이 반복하 게 된 겁니다. 여기에다 미국정부는 흥청망청 예산을 낭비한 결과 지금은 엄청난 빚에 시달 리고 있지 않습니까. 미국경제가 침체에서 벗 어난 것처럼 보이지만 당분간은 구조적으로 가능하지 않습니다. 환경과 에너지 문제가 발 목을 잡을 겁니다.

우선 석유매장량이 제한되어 있고 가장 저 렴한 에너지원인 석유에 의존한 지속적 경제 성장은 더 이상 기대할 수 없습니다. 요즘 중 동지역 속담에 할아버지는 낙타를 탔고 나는 포드를 타고 아들은 제트기를 타고 손자는 낙 타를 탈 것이란 말이 있습니다. 제한된 석유 가 고갈될 미래를 준비하지 않으면 어떤 결과 가 올지 자명하지요. 빚과 석유에너지에 중독 된 인류문명을 괴롭힐 또 다른 문제는 환경재 앙입니다. 지구 온난화로 인한 해수면 상승과 식수, 공기, 토양오염은 상당수 인류의 생존 을 위협할 수준으로 악화될 가능성이 높아요.

불길한 삼총사의 위협이 가시화됐는데도 더 한심한 문제가 있습니다. 각국 정부는 정치 인, 관료, 이익집단의 단기적 이해관계에 밀 려 별다른 미래대책도 추진하지 못하는 행정 부재 상태입니다. 미국의 공화당이나 민주당 정부도 정책적으로 미래세대를 거의 고려하 지 않는 것은 마찬가지입니다. 미국정부가 내

놓은 미래정책을 보면 마치 백미러를 보면서 운전하듯이 근시안적이에요. 이 같은 구조적 문제점을 직시하면 세계는 꽤 오랫동안 어려 움이 계속될 것으로 보입니다.

배: 그럼 경제성장이 차츰 구조적 한계에 부 딪히고 환경문제로 삶의 질이 떨어지면 어떻 게 될까요.

▶▶데이토: 결국은 고통스런 변화를 맞게 되면 서 경제성장, 번영보다 생존 그 자체가 가장 중요한 목표가 되는 서바이벌 소사이어티(생 존사회)가 등장할 겁니다. 지난 세기는 산업화 과정에서 많이 쓰고 더 소비하는‘컨슈머 (consumer)’가 대우를 받았지만 21세기 생존 사회는 자원을 아끼고 효율적으로 사용하는

‘컨서버(conservor)’가 세상을 주도하겠죠.

새 제품이 나오면 지금 쓰던 물건을 쓰레기통 에 넣어버리는 현대인들, 자본주의 논리에 익 숙한 사람들의 입장에선 아끼는 자가 존경받 는 생존사회의 모습이 좀처럼 이해가 안 가거 나 후진적인 이미지로 비칠지도 모릅니다. 하 지만 지구환경이 크게 바뀌면 인류는 생존을 위해 새로운 사회시스템과 경제, 문화, 윤리체 계를 만들어야 합니다. 한국에서도 검소한 생 활태도를 존중하는 역사적 전통이 있지 않습 니까. 소비가 미덕이 된 것은 극히 일시적인 현상입니다. 한국인은 변화에 대한 적응능력 이 탁월하기 때문에 서바이벌 소사이어티에서 중요한 역할을 해낼 잠재력이 있다고 봅니다.

factors of human civilization. 'Unholy trinity' includes ① collapse of the financial system, ② oil depletion, and ③ environmental disasters. First, let's examine collapse of the financial system. I had constantly warned of the dangers of unleashed financial system in U.S. even before the global financial crisis derived from subprime mortgage crisis in 2007. In fact, the financial crisis was already scheduled. Since the 1970s, the U.S.

economy began to rely on the financial system where consumers take debt to encourage excessive consumption. Since unemployment problem had deepened due to both production automation and information revolution, the government easily fell into the temptation of coming up with a new pump-priming policy such as improving liquidity excessively or issuing credit cards to buy items without cash. As a result, most people find themselves working endlessly in order to pay off their own debt. Furthermore, the U.S.

government is now suffering from huge debt resulted from waste of budget. The U.S. economy seems as if it climbs out of recession, it is not structurally possible for a while. Environmental and energy issues will be catching up with it.

First of all, we can no longer expect sustainable economic growth depending on oil as the cheapest energy source because oil reserves are limited. As a recent proverb in the middle east goes, ‘My grandfather rode a camel, I ride Ford, my son will get on the jet, and my grandson will ride a camel’. If we do not prepare with oil shortage in advance, what the result would be in the future is obvious. Besides hugh debt and oil shortage, human civilization has to cope with environmental disasters. A rise of sea levels caused by global warming and the pollution of drinking water, air and soil are likely to become a serious threat to the survival of most human beings. Apart from ‘unholy trinity’, there is another serious problem. Governments fail to promote any future administrative measures against problems I have mentioned because of short-term calculations between politicians, bureaucrats, and interest groups. Both Republicans and Democrats in U.S. government take little regard for future generations in the policy-making process. Future policies established by U.S. government seem short-sighted, as backing up a vehicle while looking at a rear-view mirror. When it comes to structural problems, I expect the world would undertake all these difficulties.

Bae: What happens if economic growth gradually runs into the structural limits and the environmental

quality of life falls?

▶▶ Dator: After painful economic changes, a new ‘survival society’ will emerge in which survival itself rather than a prosperity is the most important goal. While a ‘consumer’ who spends more was treated better in

배: 요즘 관심을 쏟는 연구분야는 무엇입니까?

▶▶데이토: 인류가 맞닥뜨린 위험요소와 함께 수십년 내 과학문명의 발전속도가 인류가 제 어하기 힘들 정도로 폭증할 가능성, 이른바 싱 귤래리티(특이점)에 대한 겁니다. 제가 보기에 불길한 삼총사의 위험을 피할 수 있다면 인류 는 분명히 특이점을 경험할 것이지만 그렇지 못할 가능성도 큽니다. 여러 환경요인으로 문 명이 어려움을 겪는 상황에서 과학기술만이 갑자기 비약적으로 발전하지는 않을 겁니다.

배: 세상에는 미래를 예측하는 일을 직업으 로 삼는 사람들은 많습니다. 미래학자 (futurist)와 아닌 사람의 기준이 뭔가요.

▶▶데이토: 미래를 알고 싶어한다고 모두 다 미래학자라고 생각지는 않습니다. 점성술사 가 대표적이죠. 어느 문명에서나 점치는 사람 은 항상 있었고 앞으로도 존재할 겁니다. 종 교인들은 자신의 신이 미래를 주관할 것이라 고 믿지요. 세계적인 미래학자들이 교황을 찾 아갔을 때 미래를 다 알고 있으니 나만 믿으 라고 이야기했답니다. 레이건 대통령은 기독 교 원리주의 시각에서 선(미국)과 악(구 소 련)의 전쟁이 불가피하다고 봤습니다. 낸시 레이건 여사가 점성술사 의견을 자주 들었지 요. 기업체 사장, 정치지도자, 한 조직의 리더 는 미래예측에 관심이 많기 마련이죠. 하지만 대부분은 자신의 이익에 필요한 미래만 보려 고 합니다.

미래학자는 이성적이고 합리적이며 다양한 가능성을 공정하게 받아들여야 합니다. 앨 고 어 부통령과 같은 인물은 훌륭한 미래학자입 니다. 하지만 그가 환경변화의 불편한 진실을 지적한 시점은 자신이 권력을 갖고 있을 때가 아니라 퇴임한 이후였습니다. 정치인들은 시 급한 문제도 재선에 도움이 되지 않으면 좀처 럼 말하지 않는 습관이 있습니다.

배: 한국의 국토개발에 대해서 조언을 해주 신다면 무엇이 있습니까.

▶▶데이토: 제가 아는 한도 내에서 말씀드리 자면 국토개발에 대한 정책구상에 있어서 가 장 중요한 핵심정보는 인구학(demography) 입니다. 소비가 줄어들면 공급도 감소하기 마 련인데 이에 대비한 연구는 한국에서도 이미 시작됐겠지만 앞으로는 더 적극적으로 필요 할 겁니다. 가끔 한국에 가보면 공사가 진행 중인 곳이 너무 많아요. 지난 19~20세기는 경제성장을 위해 정부차원에서 거대 토목공 사를 벌리곤 했지만 이제는 그런 시기가 지나 갔습니다.

저는 한국에서도 국토의 계획적 개발과 관 리를 통해 개발업무와 관련해서 토지를 바라 보는 관점을 바꿀 때가 왔다고 봅니다. 대규모 토목공사가 아닌 방법으로 삶의 질을 개선하 는 방법에 대해서 깊이 연구할 때입니다. 한국 사회가 초고령화, 인구감소의 시대를 빠른 속 도로 맞이함에 따라 점점 남아도는 부동산, 각

It may be rarely understood or seen as a backward image that people who save resources are respected in ‘survival society’ from the point of view of people accustomed to the logic of capitalism and easily put old things away in the trash when a new product is released. But we must create a new social system and economy, culture, and ethics when the global environment changes significantly for the survival of the human beings. In South Korea, people have an old tradition to respect frugal lifestyle. It is a very temporary phenomenon that people consider consumption as a virtue in South Korea. Since Koreans are talented with an ability to adapt to the changes, they are expected to play a key role in ‘survival society’.

Bae: What is the research field you are interested in these days?

▶▶ Dator: I'm doing research about risk factors faced by human beings and the possibility of frenetic pace of

development in science and civilization in decades, so-called ‘singularity’, the human race can barely control.

In my view, if humans can avoid the risk of ‘unholy trinity’, we would definitely experience the ‘singularity’, but we have even greater possibility to go in the opposite direction. Science technology is not going to suddenly improved dramatically in situations civilization struggles against multiple environmental factors.

Bae: We can see many people who take up the field of foresight all over the world. What is the standard of

judgement of weather a man is a futurist or not?

▶▶ Dator: I do not think that everyone who wants to know the future is a futurist. An astrologist shows a

good example. A fortune-teller has always existed and will exist in every civilization in the future. Religious people believe their God would cater for the future. When some world-famous futurists called on the Pope, they were told that the God knows the future so believe in him. President Ronald Reagan saw the war between virtue (U.S.) and vice (the Soviet Union) was inevitable in the eyes of the Christian fundamentalist. Nancy Reagan often heard comments of astrologists. President of corporate, political leaders, and the leader of an organization are supposed to have a lot of interests to foresee the future. But most of them only want to foresee profitable futures. Futurists have to accept a variety of rational, reasonable, and fair possibilities with justice.

Vice President Al Gore is one of the greatest futurists. But he pointed out the ‘Inconvenient Truth’ of climate change at a time when he did not have his grip on power after his retirement. Politicians are not supposed to say a word unless it helps their own reelection even though urgent problem.

Bae: Lastly, I would like to ask you some advices on the development of national territory in South Korea?

▶▶Dator: It is a shame that I have to give an advice lack of sufficient prior knowledge. As far as I know, the

most important key for making policy initiatives for the development of national territory is demographic information (demography). We are more aggressively required to conduct researches in order to prepare with the fact that reducing consumption lead to the decrease of supply although this kind of research has already begun in Korea. Sometimes, when I visited South Korea, I think you have dug up the whole country for new construction. Governments often led large civil constructions for the national economic growth in the 19th and 20th centuries, but that time has passed now. In China, land development boom is much stronger resulting in severe side effects. Though I do not know what a key role Korea Research Institute for Human Settlements play in South Korea, the time has come to change our view point on land when it comes to land development business. It is the time to study in depth about how we can improve the quality of life rather than depending on large-scale civil engineering. What I think you are going to have as most important tasks are to research how to cope with a growing surplus real estate, and how to maintain various infrastructure facilities and reinstate the natural state in an era of aging and rapidly declining population. the you also need to redefine nature or name of the organization, and business field according to the decrease in population and changes in financial deterioration. Finally, I hope you keep strong responsibility for future generations in your mind when you use available land in South Korea.
