Quarterly Summary of State and Local Government Tax Revenue for 2017: Q1 1

PROPERTY, INDIVIDUAL INCOME, AND SALES TAXES SHOW GROWTH

2017 QUARTER 1

First quarter 2017 tax revenues for the four largest state and local government tax categories increased 4.1 percent to $330.5 billion, from $317.5 billion in the same quarter of 2016.2

State and local governments collect $133.7 billion in property tax revenue

The estimated total for first quarter 2017 state and local property tax revenue grew 6.3 percent to

$133.7 billion (±3.9 billion), from the $125.7 billion (±3.7 billion) collected in the same quarter of 2016.

Local governments collected $129.9 billion of total property tax revenue in the first quarter of 2017.

Individual income tax collections continue to rise The first quarter of 2017 saw continued growth in individual income tax collection. State and local revenue in the first quarter of 2017 was $95.1 billion (±0.4 billion), up 7.1 percent from $88.8 billion (±0.4 billion) in the same quarter of 2016.

General sales tax increases slightly

General sales and gross receipts tax revenue was

$91.7 billion (±0.7 billion) in the first quarter, up 2.0 percent from the $89.8 billion (±0.6 billion) collected in the same quarter of 2016.

Corporation net income tax revenue continues to decline from prior year

Corporation net income tax revenue for the first quarter declined 23.9 percent to $10.0 billion (±0.04 billion), from $13.1 billion (±0.07 billion) in the same quarter of 2016.

STATE TAX COLLECTIONS INCREASE

Total state tax revenue increased 3.0 percent to

$230.4 billion in the first quarter of 2017, from

$223.7 billion reported in the same quarter of the prior year. Individual income tax, at $86.0 billion, is up 7.9 percent from the same quarter of 2016.

The second largest category of state tax revenue, general sales and gross receipts taxes, accounted for $72.4 billion, an increase of 2.3 percent from the same quarter in 2016. At

$7.8 billion, corporation net income tax collections is down from $10.7 billion the same quarter in 2016, a decrease of 26.9 percent.

The majority of the nation’s state tax revenue came from individual income (37.3 percent) and sales and gross receipts (31.4 percent). Figure 1 illustrates the first quarter percentage distribution of state government revenues by tax type for the nation and the four census regions. In the Northeast, West, and Midwest regions, individual income tax collections accounted for the largest percentage of tax collections with 48.7 percent, 42.1 percent, and 35.4 percent of total tax collections, respectively. In the South, sales and gross receipts taxes were the largest of the four main categories at 40.4 percent.
