Quarantine Exemption for Individuals Who Were Fully Vaccinated Overseas
1. Criteria for a person to be considered as fully vaccinated overseas
- The person enters Korea 2 weeks after receiving all the recommended inoculations of vaccines that have been authorized for emergency use by the World Health Organization in the same country (i.e Pfizer, Moderna, Janssen, AstraZeneca, Covishield, Sinopharm, Sinovac)
- If the person is fully vaccinated in country A, he/she may only apply for quarantine exemption in country A. Upon receiving the Quarantine Exemption Certificate in country A, he/she must depart from country A to Korea.
2. Quarantine Exemption Categories (Fully vaccinated person overseas)
⮚ Important business purpose
- Those who obtained approval from the relevant Korean government ministries
⮚ Academic/Public Interest Purpose
- Those who obtained approval from the relevant Korean government ministries
⮚ Humanitarian Reasons (Apply through Korean embassy in your country)
- Those who need to attend funeral of immediate family members (spouse, parents (grandparents), spouse’s parents (grandparents), sons or daughters (grandchildren), sibling, spouse’s sibling) (14 days)
- *New+ Those who need to visit immediate family members (spouse, parents (grandparents), spouse’s parents (grandparents), sons or daughters (grandchildren)
3. Application and Issuance of Quarantine Exemption Certificate
⮚ Who may apply:
- A person who intends to enter Korea for important business / academic or public interest / humanitarian reasons (Funeral attendance, Visiting immediate family members (Siblings are not eligible) after completing vaccination overseas for more than 2 weeks.
- Unvaccinated children below the age of 6 who are accompanying the quarantine exempted person to enter Korea may also apply.
⮚ How to apply:
- We will only accept the application through email only.
- Please send an application and the required documents in one attachment (PDF) via email to (cth19@mofa.go.kr)
- Email subject format: Quarantine Exemption Application_Applicant’s name_Departure Date For example; Quarantine Exemption Application_SOMCHAI JAIDEE_10 JUL 2021
⮚ How to receive:
- We will reply the date and time of your visit via email (to the same email provided by the applicant in the application form). The applicant needs to visit the embassy in-person to pick-up the certificate.
⮚ We will issue 4 copies of the certificate to bring to Korea (① Own possession, ② Submission to quarantine officials, ③ Submission to immigration officers, ④ Submission to temporary facility while waiting for PCR test result).
⮚ When to apply:
- Application will start on 1 July 2021, Thursday onwards
⮚ Processing Time:
- Important business purpose / Visiting immediate family member: 5 working days - Attending funeral: same day collection or 1 working day (depending on flight schedule)
⮚ Validity of Quarantine Exemption Certificate:
- 1 month upon issuance. The quarantine exemption period is 14 days.

- Valid passport (For the foreigner, a visa needs to be valid)

- Certificate of COVID-19 vaccination issued from the hospital after vaccinated
⮚ Additional Required Document For a Humanitarian Reasons (Visiting immediate family member) - Korean national: Family relations certificate (가족관계증명서) OR Resident registration (주민등록
등본) * must be issued within recent 3 months - Foreigner:
1. Official family relations certificate (birth certificate, marriage certificate, etc.) to prove relationship between applicant and immediate family member staying in Korea (Documents needs to be notarized by Thai Consular Affairs)
2. Copy of Alien Registration Card (ARC), Proof of residence in Korea, etc.
⮚ Additional Required Document For a Humanitarian Reasons (Funeral attendance) - Death certificate issued by the hospital in Korea
- Family relations certificate (가족관계증명서) * must be issued within recent 3 months
⮚ Additional Required Document For an Important Business Purpose - Hotel reservation in Korea

⮚ Consequences for not having a negative COVID-19 test result issued within 72 hours of departure:
- Foreigners: Not allowed entry into Korea
- Koreans: Will be placed under facility quarantine for 14 days at their own expense
⮚ Consequences for not taking a PCR test within 6-7 days of entry and submitting it to relevant government agency that is responsible for traveler's place of residence:
- The quarantine exemption will be terminated and the traveler will be subjected to immediate quarantine.
