Information on the issuance of Quarantine Exemption Certificates for fully vaccinated individuals in Indonesia

✓ (Main Point)In accordance with certain eligibility conditions and requirements set by the Korean government, the embassy will start issuing Quarantine Exemption certificates to individuals (both Korean citizens and foreigners) who are fully vaccinated in Indonesia and need to travel to Korea to visit immediate family members.
✓ (When issuance begins) Issuance will begin on November 1, 2021 (Monday)
✓ (From what date applicants can apply) Applications will be accepted starting at 13:00 on October 25, 2021.
✓ (How to apply) The application should only be submitted through Consular Services 24 (https://consul.mofa.go.kr/en/main.do).
● Korea's quarantine authorities have decided to exempt those who have completed the Corona vaccination in Indonesia from quarantine when visiting their immediate family in Korea.
○ The measure is in effect from November 1, 2021, through November 30, 2021, and its extension will depend on the results of periodic monitoring of quarantine conditions conducted by Korea's quarantine authorities.
● Starting November 1, 2021, the embassy will issue Quarantine Exemption Certificates to overseas Koreans and foreigners who meet the above requirements.
○ Consular Services 24 (https://consul.mofa.go.kr/en/main.do) is the only place where the above quarantine exemption application can be submitted after 13:30 on October 25, 2021.

Guidelines for applying for a Quarantine Exemption Certificate Only for those who are fully vaccinated within Indonesia

In order to submit an application, all of the following conditions must be met.
(Both Koreans and foreigners are eligible to apply, but foreigners must first obtain a Korean visa or have a valid re-entry permit to Korea, APEC Business Travel Card.)a. A member of the applicant's or spouse's immediate family resides in Korea
➢ The immediate family is limited to lineal ascendants (including remarried parents) and direct descendants (sons-in-law and daughters-in-law). Siblings aren't regarded as immediate family members.
b. The COVID-19 vaccination (Pfizer, Janssen, Moderna, AZ, Covishield (AZ-India Serum Research Institute), Sinopharm, and Sinovac) was fully completed in Indonesia, and 15 days have passed since the second vaccination.
➢ If the vaccination was completed on November 1, you can apply 15 days later, on November 16.
➢ Your application will be eligible only if you have received both the 1st and 2nd vaccination of the above vaccines in Indonesia.
➢ There are two types of Sinopharm vaccines: BIBP and WIBP, and only those who have received the BIBP vaccine can apply. (Note that if the submitted inoculation certificate does not clearly identify Sinopharm as BIBP or WIBP, then it will not be considered valid.)
c. Air passengers departing from Indonesia
➢ In principle, there is no problem with traveling to Korea via another country.
Your Quarantine Exemption Certificate will, however, no longer be valid if
you stay, depart, or transit (except for simple transit without entering the country) within 14 days of your arrival date in Korea in countries designated as 'Quarantine Exemption Not Permitted Regions' by the Korean government.
➢ 'Quarantine Exemption Not Permitted Regions' are subject to change constantly, so everyone applying needs to check on theKDCA website
○ Here are the 'Quarantine Exemption Not Permitted Regions' for your reference today as of Oct 21, 2021: Namibia, South Africa, Madagascar, Mozambique, Myanmar, Brazil, Suriname, Angola, Uzbekistan, Djibouti, Kazakhstan, Kyrgyz Republic, Trinidad and Tobago, Pakistan, Peru, the Philippines (16 countries, subject to change at any time)
2. Application process
a. Only Consular Services 24 can process applications. (Membership is not required)
b. Information you need to know
➢ Applications through Consular Services 24 will be available from 13:00 on October 25, 2021, and the embassy will issue Quarantine Exemption Certificates as of November 1, 2021.
➢ Quarantine Exemption Certificates have a validity period of one month from the date of issuance.
➢ Please apply at least one week prior to your desired departure date. (In case of system failures and the need to supplement documents, it is recommended that you allow enough time when applying.)
➢ Details on how to apply through Consular Services 24 can be found in the attached Manual (English).
➢ Children under 6 can apply for a Quarantine Exemption Certificate even if they aren't vaccinated. A parent can submit an application on behalf of a child in this situation; be sure to check the box "Complete vaccinations" on the
form provided by Consular Services 24.
➢ Applicants will receive all notifications, including the completion of the online application, approval or document supplementation requests from the Embassy, and finally the issue of the Quarantine Exemption Certificate, via email (the email address entered by the applicant in the online application).
➢ In the event that an applicant's documentation needs to be corrected or supplemented, they should start over with Consular Services 24.
3. Documents to submit
(Forms 1, 2, and 3 can be downloaded from Consular Service 24)a. Application for the issuance of Quarantine Exemption Certificate (Form-1, no need to submit a plan for activities and quarantine), Quarantine Exemption Agreement (Form-2)
b. Form-3: Vaccination certificates and letter pledging to verify the vaccination certificate's authenticity
➢ The vaccination certificates are uploaded along with the pledge. (Upload both vaccination certificates (1st and 2nd))
➢ The type of inoculated vaccine and the date of inoculation must appear on the Vaccination certificate.
c. Passport copy of the applicant
➢ The copy must be a complete copy of the personal information page.
➢ The name and the date of birth on the passport must match other personal information on other documents such as those from Family Registry. In the case of inconsistencies with personal information, you must objectively prove that you are the same person with related documentation, such as a name change permission from the court, citizenship certificate, etc.
d. Copy of airline tickets (Uploading an air ticket is optional, not mandatory)
➢ Departure flights from Indonesia
➢ We recommend that you enter the expected departure date and departure flight if you do not submit a copy of your ticket.
e. Documents proving the purpose of the visit to Korea (Please note that only documents issued within the last 90 days from the date of application will be accepted for all public documents mentioned below.)
➢ In order to prove their family relationship, Koreans can upload a copy of their family relationship certificate, or family record expulsion certificate.
➢ Foreigners should upload a copy of the alien registration card (both front and back) and the birth certificate of their immediate family members residing in Korea.
➢ In order to prove that they qualify to enter Korea, foreigners must upload a copy of their Korean entry visa, re-entry permit, or APEC business travel card. (If you do not yet have an entry visa or its equivalent, your Quarantine Exemption Certificate application will not be accepted.)
※ The embassy may also request additional documents for Koreans and foreigners (if necessary) : A copy of the Entry & Departure certificate of immediate family members in Korea. (Quarantine exemption certificates should be applied for within 14 days of receiving the Entry & Departure certificate)
f. In the event of attending the funeral of an immediate family member
➢ In addition to the above documents, a death certificate issued by the hospital is also required.
