1 Report of the 18 FEALAC Senior Officials’ Meeting
Busan, August 30, 2017
1. The 18th Senior Officials’ Meeting (SOM) of the Forum for East Asia – Latin America Cooperation (FEALAC)1 was held in Busan on August 30, 2017. The meeting was co-chaired by Mr. Lim Ki-mo, Ambassador for FEALAC and CARICOM, Ministry of Foreign Affairs of the Republic of Korea, and Mr. Carlos V. Cazali D., Sub-Director General for Multilateral and Economic Issues, Ministry of Foreign Affairs of the Republic of Guatemala.
2. The meeting was attended by delegations from 36 member countries (the list of the heads of delegations is attached as [Annex A]).
- East Asia: Australia, Brunei Darussalam, Cambodia, China, Indonesia, Japan, the Republic of Korea, Lao PDR, Malaysia, Mongolia, Myanmar, New Zealand, the
Philippines, Singapore, Thailand and Vietnam.
- Latin America: Argentina, Bolivia, Brazil, Chile, Colombia, Costa Rica, Cuba, Dominican Republic, Ecuador, El Salvador, Guatemala, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Suriname, Uruguay and Venezuela.

3. The meeting adopted the agenda prepared by the host (the agenda is attached to [Annex B]).

4. (SPCSD – Socio-Political Cooperation and Sustainable Development)
1 Preparatory SOM for the 8th Foreign Ministers’ Meeting
2 The meeting considered the Report and Recommendations submitted by China and Costa Rica, Co-chairs of the 4th Working Group Meeting on Socio-Political Cooperation and Sustainable Development held in Busan, Korea on August 29, 2017.
The member countries discussed many designs for projects based on sound exchanges and also proposed future projects for more cooperation in the aforementioned areas.
Recommendations were submitted to and adopted by the Senior Officials. The Report appears as [Annex C]. Member countries were encouraged to implement the recommendations.
5. (TITM – Trade, Investment, Tourism, MSMEs)
The meeting considered the Report and Recommendations submitted by Honduras and Indonesia, Co-chairs of the 4th Workshop Meeting on Trade, Investment, Tourism, MSMEs held in Busan, Korea on August 29, 2017. The Co-Chairs encouraged strengthening FEALAC to minimize psychological barrier, especially related to distance and each member countries presented the projects since the 3rd FEALAC Working Group Meeting and the new proposals. The meeting also appreciated the contribution by Indonesia to establish the FEALAC Trade Regulation Database which includes the participation of the FEALAC member states and encourage FEALAC private sectors to take the benefit of the Trade Database that could be accessed at https://fealac-tr.kemlu.go.id/.

6. (CYGS – Culture, Youth, Gender, Sports)
The meeting considered the Report and Recommendations submitted by Ecuador and Vietnam, Co-chairs of the 4th Workshop Meeting on Culture, Youth, Gender, Sports held in Busan, Korea on August 29, 2017. It was noted the need to better stock-take the implemented projects and have forward-looking discussions on the new projects. It was also noted the need to prioritize the regional and national projects.
The meeting also welcomed the initiative of Indonesia to establish FEALAC Youth Center in the City of Bandung, Indonesia, which will become the platform of FEALAC youth connectivity. FEALAC Youth Center will be the host of FEALAC
3 Youth Forum to organize activities by virtual and physical connection that could encourage youth of the two regions to interact and increase cross-cultural understanding.
Recommendations were submitted to and adopted by the Senior Officials. The Report appears as [Annex C]. Member countries were encouraged to implement the recommendations.
7. (STIE – Science, Technology, Innovation, Education)
The meeting considered the Report and Recommendations submitted by Colombia and Japan, Co-chairs of the 4th Workshop Meeting on Science, Technology, Innovation, Education held in Busan, Korea on August 29, 2017. As the Working Group, which has implemented the second largest number of projects, the meeting expressed the importance of this working group to enhance mutual understandings on the area of science, technology, innovation and education.
Recommendations were submitted to and adopted by the Senior Officials. The Report appears as [Annex C]. Member countries were encouraged to implement the recommendations.
Agenda Item 3: The Official Documents of 8th FMM 8. FEALAC Fund
a. Establishment
The SOM reached a consensus to recommend to the Foreign Ministers on the establishment of the FEALAC Fund in the form of a UN multi-donor trust fund under the partnership with UN ESCAP and UN ECLAC. The FEALAC Fund will support projects that are inter-regional in scope and are most effective in enhancing mutual understanding. The Fund will comply with the UN rules and regulations, and will be administered and executed in accordance with the Terms and Conditions and the Terms of Reference of the Steering Committee as found in the [Annex D] to this document.
The FEALAC Fund will be based on voluntary contribution and take a step-by-step adaptive approach, whereby the modalities such as those related to the Steering
4 Committee and the projects selection and implementation procedures will continue to be adjusted based on factors such as the growing size of the Fund and projects implemented.
The member countries welcomed the initial contribution of Korea and Peru, which will be transferred to the FEALAC Fund account within this year through bilateral arrangements with UN ESCAP and UN ECLAC. A number of member countries are undergoing domestic procedures to seek contribution to the Fund – the contribution can be made at any time while the Fund exists.
b. Steering Committee
The SOM acknowledged that the Steering Committee, the central governing body of the FEALAC Fund, will be operated transparently in a way that ensures the best interest of the FEALAC as a whole. The Steering Committee will consist of the FEALAC Troika, the donor countries, and UN ESCAP and UN ECLAC, and it will be co-chaired by two FEALAC member countries, who are members thereof – each region will elect one country. Other FEALAC member countries will also be allowed to participate as observers.
The Annual Work Plan and other documents to be prepared by UN ESCAP and UN ECLAC and as presented to and approved by the Steering Committee will be duly shared with the FEALAC SOM. A number of options will be explored to enable consultation between the Steering Committee and the FEALAC SOM including through the FEALAC member countries present at the Committee meetings, who will make efforts to collect and represent the general view of FEALAC, or through the participation of UN ESCAP and UN ECLAC at FEALAC SOM.
Korea volunteered to host the first Steering Committee meeting tentatively in January 2018, after which, in principle, the meetings will be held once every year back-to-back with the FEALAC SOM. Ad-hoc Steering Committee meetings could be held, if deemed necessary by the UN Commissions and Steering Committee Co-Chairs.
The FEALAC Cyber Secretariat will assist the process by facilitating communication and distribution of reports, as necessary.
9. Busan Declaration and FEALAC New Action Plan
The SOM reached a consensus to recommend the Foreign Ministers the adoption of
5 Busan Declaration. The document was circulated twice in July and August for early comments from member countries.
The main principles that have been followed during the process of reviewing the comments were: (1) Priority was given to the expressions used within the United Nations context or by the international community in general, (2) Comments likely to cause misunderstanding or redundancy were not reflected, and (3) Balanced length of paragraph was considered.
The SOM reached a consensus to recommend the Foreign Ministers the adoption of the New FEALAC Action Plan and the Troika Operational Modalities, which are annexed to the Busan Declaration. It was highlighted that the New FEALAC Action Plan is a “living document,” which will be monitored regularly.
Agenda Item 4: FEALAC Cyber Secretariat’s activities and future plans
10. The FEALAC Cyber Secretariat briefed on its activities and future plans for further development of FEALAC. The Secretariat presented the recent updates of activities conducted by the Secretariat since the 7th FMM. Along the line with the explanation on its basic roles, the Secretariat highlighted the significance of leadership of Working Group Co-chairs in enhancing the impact and visibility of national projects. The Secretariat also called for more active cooperation among member countries, the FEALAC leadership and the Secretariat in order to increase effectiveness and efficiency in working process and to increase visibility and impact of FEALAC as a whole. As the suggested areas to be improved are reflected in the Busan Declaration, the Cyber Secretariat looks forward to implement the proposal in practice.

11. The meeting took note of the results of the election of incoming Regional Coordinators and Working Group Co-chairs for the period of 2017-2019 as follows:
- Regional Coordinators: Lao PDR and Guatemala (1 year for Guatemala)

12. The meeting adopted the report of the FEALAC
13. The member countries expressed their appreciation to Korea for the warm hospitality extended to the member countries and for the excellent arrangements of the meetings and side events.

recognized the value of enhancing inter-regional cooperation between East Asia and Latin America.

REPORT ON THE
4th FEALAC SOCIO-POLITICAL COOPERATION AND SUSTAINABLE DEVELOPMENT
WORKING GROUP MEETING Busan, Korea
August 29, 2017
1. The 4th Meeting of the Working Group on Socio-Political Cooperation and Sustainable Development (SPCSD) of FEALAC was held in Busan, Korea on 29 August, 2017.
2. The Meeting was co-chaired by Mr Han Jing, Counsellor of the Department of Latin Americana and Caribbean Affairs of MFA, China; and Mr Christian Guillermet. Director General for Foreign Policy of MOFA, Costa Rica.
3. The Meeting was attended by delegates from 17 Countries. The list of delegates is attached (Annex 1).
4. In their opening remarks, the Co-Chairs welcome the participation of the member countries in the fourth meeting of the Working Group on Socio-Political Cooperation and Sustainable Development (SPCSD). The Co-Chairs reiterate that last year in Guatemala, we have put forward many designs for projects based on sound exchanges on issues such as promoting East Asia-Latin America dialogues and sustainable development and hope that member countries propose more ideas and projects for more cooperation in the aforementioned areas.
5. The Co-Chairs conveyed the Working Group’s appreciation for the excellent meeting arrangements made by Korea.
6. The attached agenda was adopted (Annex 2).
7. Under the leadership of China and Costa Rica, 34 projects were completed or ongoing between the 7th FMM and the 8th FMM, which concludes 29 national projects and 5 regional projects. Beyond 8th FMM, 4 national projects and 2 regional projects are currently planned to be implemented.
16 Consideration of Reports on Socio-Political Cooperation and Sustainable Development (SPCSD) Projects since the 3rd SPCSD WG Meeting
A. National Projects China
1. The 2nd and 3rd Latin America and China Policy and Knowledge Summit were held from September 22 to 23, 2015 and October 24 to 25, 2016 respectively. Latin America and China Policy and Knowledge Summit is created and co-organized by Chinese Academy of Social Sciences and Inter-American Development Bank. As an exchange platform for high level representatives from political and business sectors between China and Latin American countries, the Summit aims at promoting communication and dialogue in areas of common interest between China and Latin America.
2. The 5th China-Latin America and Caribbean Region People-to-People Friendship Forum was held on June 16, 2015. It aims to promote mutual understanding, friendship and cooperation between peoples from China, Latin America and Caribbean Region.
3. 2015 Seminar for Senior Media Professionals of Radio and Television from Latin American Countries was held in August, 2015 to deepen exchanges of experiences of press professionals from China, Latin America and Caribbean Region.
4. Training Program for Medium-and-high-level Law Enforcement Officials of Latin American Countries was held in August, 2015 to enhance Capacity building for law enforcement departments of the participating countries and to improve the law enforcement cooperation between China and the above countries.
5. The 1st Seminar on East Asian Partners Dialogue on Latin American Studies were held in 2016 and 2017 respectively. The event aimed at achieving the three goals: 1.to accumulate common understanding among Latin American and the Caribbean(lac) studies institutions on East Asia, 2.to set up a regular and intensive cooperation platform, and 3. to integrate it with its counterparts lac in the future.
6. The 1st China-Latin America Local Government Cooperation Forum was held on November 9th, 2016 to promote mutual understanding and pragmatic cooperation, and to share developmental and managerial experience for the mutual development among local governments of China, Latin America and Caribbean countries.

The Seminar for Young Cadres of Latin America and the Caribbean is held every year since 2016 for a 12-day period to improve the basic knowledge about China of the Latin American young leaders, strengthen the communication and relationship between Chinese and Latin American youth organizations and promote the pragmatic cooperation on political, economic and cultural areas between the youth of both sides.
The Seminar was held from April 16 to 27 this year with the theme New Prospects for China-LAC Cooperation Driven by Innovation.
Guatemala
1. Strengthening Food Storage Capacity in the Country was initiated to
- Improve storage capacities INDECA to provide benefits services (cleaning, drying, fumigation and packaging) of cereals and legumes.
- Have a backup strategy cereals and legumes to minimize food insecurity and emergency relief food shortages by climatic phenomena.
2. Guatemala Energy Planning: Model for Sustainable Development and Economic Growth was initiated to introduce the set of factors and strategic actions that the country has made in order to meet a State Energy Planning, which have enabled Guatemala have competitive advantages at the regional level regarding the purchase and sale of electricity and the provision of this basic service with quality at stable prices for the Guatemalan population.
3. Multimodal Public Transport Network was initiated to boost and promote the economy in the metropolitan area of Guatemala City, and to encourage and promote the development possibilities for the inhabitants of Guatemala City and neighboring communities.
4. Rainwater Harvesting for the Northern Region of Guatemala City was initiated on July 27, 2016 to provide water in remote marginalized communities in the Northern Region of Guatemala City.
5. Experience exchange: “Institutional strengthening for the Administration of the National Social Information System” was held in August, 2016 to strengthen staff expertise of the Directorate of Information Systems of the Viceministry of Policy, Planning and Evaluation by the management of the National Social Information System.
18 6. Training in Monitoring and Evaluation of projects, policies and social Programs was held in August, 2016 to strengthen the Ministry of Social Development in the powers of monitoring and evaluation of policies, programs and projects within its jurisdiction.
7. Plastic Consumption Patterns in Guatemala to Promote Awareness of the Population Through a Program with a Critical Approach was held in 2017. The main goals are to:
-Reduce half of global waste per capita retail and food losses in production and distribution chains by 2030.
-Significantly reduce waste generation through policies of prevention, reuse and reduction by 2030.
-Support the scientific and technological capacity of underdeveloped countries towards a more sustainable consumption and production.

1. The Regional Logistic Center for Humanitarian Assistance was created:
- to incorporate emergency operations of various actors in a modern integrated logistics installation
- the facility will provide the infrastructure and services necessary to ensure an effective 24 hours monitoring and response capability to disasters within the America and the Caribbean region.

1. FEALAC Network on Good Practices in Public Management was held

1. 2015 and 2016 Seminar for Young Diplomats from FEALAC Member Countries were held to help the participants to hold a better understanding of China’s national conditions and policies, while equipping them with higher effectiveness in China-related work, and contributed to promoting communication and cooperation among China and FEALAC Member Countries.
20 2. The 2nd FEALAC Legal Forum was held on September 25, aiming to promote the communication and cooperation, strengthen friendship among legal professions in these two regions and expand common ground on major legal issues, democratize international relations and face the new challenges.

Bi-Regional Inter-School Contest to Promote Marine Awareness and Address the Marine Debris Problem in FEALAC Countries was organized to seek to generate marine awareness in the students in regards to the marine debris problem, and the mechanisms for its reutilization, thus turning the problem into a practical and environmentally friendly solution.

1. Expertise sharing for the Construction of Affordable and Sustainable Housing for Vulnerable Sectors will be held to study the possibility of replacing timber with bamboo in construction.
9. Discussion on future co-chairs
The Co-Chairs encourage member countries to volunteer as the new Co-Chairs of the SCPSD working group. It was agreed by consensus that China and Costa Rica would continue to be the next Co-Chairs for the 2017-2019 period.
The Co-Chairs will be establishing guidelines to better coordinate communication between them and countries that present projects for the next two years. The aforementioned guidelines will detail the working methods between the Co-Chairs in its objective of focusing on those projects that may have larger visibility.

REPORT ON THE
4THFEALAC TRADE, INVESTMENT, TOURISM AND MSMEs WORKING GROUP MEETING
Busan, Korea August 29, 2017
1. The 4th Meeting of the Working Group on Trade, Investment, Tourism and MSMEs (TITM) of FEALAC was held in Busan, Korea on 29 August, 2017.
2. The Meeting was co-chaired by Mrs. Wendi Flores, General Director for International Cooperation, Ministry of Foreign Affairs and International Cooperation of Honduras and Mrs. Dewi Gustina Tobing, Director of Intra-regional dan Inter-regional Cooperation in America and Europe, Ministry of Foreign Affairs of Indonesia.
3. The Meeting was attended by delegates from 29 countries. The list of delegates is attached (Annex 1).
4. In their opening remarks, the Co-chairs expressed gratitude to the Republic of Korea for the hospitality and kind facilitation for the WG meeting. Co-chairs welcome all delegates and express their appreciation to the delegates’ present. It is noted that current trade volume is not representing the potentials of the regions. Co-chairs encourage strengthening FEALAC to minimize psychological barrier, especially related to distance.
27 5. The Co-chairs conveyed the working group’s appreciation for the excellent meeting
arrangements made by the Republic of Korea.

7. Consideration of Reports on Trade, Investment, Tourism and MSMEs Working Group (TITM) Projects since the 3rd TITM WG Meeting
A. National Projects
Argentina presented the co-project with Australia on Experience Exchange Project in Electronic Phytosanitary Certification System. One of the aims is to enhance trade and to promote electronic phytosanitary certificate in multilateral forum such as in G20 and APEC and as a pilot project in FEALAC countries.
Indonesia organized a visit programme by journalists from Latin America and East Asia to Jakarta in July 2016 in conjunction with their participation in the 17th FEALAC Journalists’ Visit Programme in Singapore from 10 – 15 June 2016. Indonesia also organized a visit programme for journalists in September 2016.
China presented that in August 2016, China held 10th China and Latin America Countries Business Summit, the theme is Working Together to get Win-Win solution. China is looking forward the support from other countries for the continuity of this project.
The Republic of Korea presented the FEALAC Seminar on Inter-regional Trade was held in the Republic of Korea and attended by 100 participants from 32 countries.
C. Regional Projects
Argentina and The Republic of Korea presented FEALAC investment opportunity database project. This project already developed under the FEALAC Cyber Secretariat website. This website provides investment opportunity in the two regions.
28 El Salvador commented on the project and informed that El Salvador would like to submit the new investment projects on the FEALAC investment opportunity database.
Ecuador presented bi-regional virtual center for the development of micro, small and medium enterprises and requested the support of FEALAC member countries on this project.
The Republic of Korea presented the 3rd FEALAC Business Forum that was held in June 2017. This forum was attended by around 200 participants of the business sector of the two regions.
Philippines presented the International conference “Strengthening economic and cultural exchanges between the Philippines and Latin America” that was held on 16-17 March 2017 as an experience sharing forum.
8. Presentation of the TITM Members’ New Proposals
C. National Projects
China presented that the 11th China-LAC business summit will be held in December 2017 and invited all the FEALAC member countries to participate in this business summit.
Indonesia presented the project on FEALAC Trade Regulation Database that will be under the regional project. It presented the website of the database and encourage all country members to give the trade-related links to be incorporated in the website (www.fealac- tr.kemlu.go.id)
Thailand informed that ASEAN already has the same website and suggest the ASEAN member countries to share the same link to the FEALAC Trade Regulation Database.
Indonesia is planning to implement the FEALAC Journalist Visit Program in September 2017.
29 D. Regional Projects
Argentina explained the project on Network for Service Providers Associated with the Polo Practice and Network for Exploring Economic Complementary in Agroindustrial Sector. Argentina also explained the project on Experience Exchange Project in Electronic Phytosanitary Certification Project will be carried out in the next year.
9. Discussion on future co-chairs
The meeting discussed of the possible Co-chairs for the year 2017-2019. From the Latin American Countries, Argentina proposed to be the Co-chair and from the East Asian Countries will be proposed before the Senior Officials Meeting.
10. Any other matters
Laos proposes cultural tourism promotion between East Asian and Latin America Region project.
Honduras shares information about Honduras 2020 National Economic Development Program which aim to generate high level of growth for the country through the attraction of investors, the incentive to export and jobs generation in tourists, textile
