MATERIAL INFORMATION
IRMM – 310 (it not CRM, but QC)
Poly(ethyleneterephthalate) (PET) with added PBDEs and PBBs for RoHS testing
DESCRIPTION
IRMM-310 consists of poly(ethyleneterephthalate) (PET) granulate that has been fortified with commercially available PET with technical mixtures of Penta-BDE, Octa-BDE and Deca-BDE as well as Deca-BB. It is available in brown glass bottles containing approximately 10 g material.
Homogeneity: Homogeneity tests performed by X-ray fluorescence (WDXRF) showed a relative between-bottle variation of the total Br-content of less than 0.40 %.
Stability: Stability of the total Br-content was tested on samples stored for 1, 2 and 3 weeks at 60 °C, 8 weeks at 20 °C. In addition, samples were UV irradiated for 17 and 40 hours in their bottles to check for the influence of sunlight on the closed bottles. All samples were analysed by WDXRF. No significant decrease of the Br content of these samples occurred in these treatments, showing that no evaporation of PBBs and PBDEs had taken place over this period.
ASSIGNED VALUES
• Total Penta-, Octa-, Deca-BDE ande Deca-BB: Nominal contents of Penta-, Octa- and Deca-BDE as well as Deca-BB are calculated from the amount of PBBs and PBDEs added. Total bromine content was calculated from certificates of analysis obtained for technical products from the same producers, but from different production batches.
Measurements by neutron activation analysis (k
0NAA) agree with this calculated Br content within ± 15 %, confirming absence of severe errors in the preparation.
• Congener composition: Informative congener composition was calculated from certificates of analysis obtained for technical products from the same producers, but from different production batches. Results from an interlaboratory comparison with 37 sets of results confirm these indicative congener composition.
• Total Br content: Total Br-content was measured by neutron activation analysis with
k
0standardisation and was confirmed by results obtained independently by another
laboratory using X-ray fluorescence spectrometry.

INSTRUCTIONS FOR USE
The material IRMM-310 has been designed to fill an urgent need for reference materials for PBBs and PBDEs in connection with Directive 2002/95/EC on the “Reduction of the use of certain hazardous substances in electrical and electronic equipment” (RoHS). It will be eventually replaced by certified reference materials. In the meantime, the material can be used by laboratories to perform a rough confirmation of the performance of their method and the accuracy of statement of RoHS compliance.
The minimum sample intake is 100 mg for the polybrominated flame retardants and 250 mg for total Br and Sb.
Draft IEC Standard IEC 62321 recommends cryogenic milling with nitrogen cooling of the material to particle sizes < 0.5 mm.
STORAGE
The test material shall be stored at +4 °C in the dark.
The European Commission cannot be held responsible for changes that can take place during storage of the material at the customer's premises, especially of opened samples.
DISCLAIMER
IRMM-310 is not a certified reference material. In addition, homogeneity and stability of the brominated flame retardant content has not been tested, but was inferred from homogeneity and stability of the total Br-content.
The values are theoretically calculated and naturally only approximations of the true value. The figures should be regarded as guide values only and not as binding values.
