Invitation for Bids (IFB) Republic of Ghana Contract No: VRA/T4-1 EPC
TAKORADI 4 THERMAL POWER PROJECT (T4 PROJECT)
1. The Volta River Authority (VRA), a corporation wholly owned by the Government of Ghana, intends to construct a 186MW gas turbine combined cycle power plant under the Takoradi 4 Thermal Power Project (T4 Project).
2. The VRA now invites sealed bids from eligible bidders for the engineering/design, supply, installation and commissioning of the T4 Project at the existing Takoradi Thermal Power Station (TTPS), Ghana, West Africa. The detailed technical specifications of the project are given in the bidding document. The project should be completed as per the milestones and the 30-month completion period specified in the bidding document.
3. Eligible bidders shall offer funding support from Export Credit Agencies (“ECA”) of countries where the Bidder intends to source the equipment supply and services.
4. Bidding is being conducted through the International Competitive Bidding (ICB) procedures specified in the Public Procurement Act, 2003 and is open to all Bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible Bidders may obtain further information and inspect the Bidding Documents from the Volta River Authority at the address (1) given below during office hours 09.00 to 15.00 hrs GMT each working day.
6. A complete set of Bidding Documents in English Language may be purchased by interested Bidders on the submission of a written Application to the address (1) below and upon payment of a non-refundable fee of One Thousand Ghana Cedis (Ghc1,000) or One Thousand Two Hundred Ghana Cedis (Ghc1,200) including courier charges. The method of payment will be by cash or certified cheque in the name of Volta River Authority.
Bidding Documents are expected to be available from June 16, 2014 at the address (1) given below during office hours 09.00 to 15.00 hrs GMT each working day.
7. A mandatory Site Visit and a Pre-bid meeting shall be organized for all interested Bidders starting on July 7, 2014 at 10.00hrs GMT prompt.
8. Bids must be delivered to the address (2) below at or before 14.00 hrs GMT on July 25, 2014.
Electronic Bidding shall not be permitted and late Bids will be rejected. Bids will be opened in the presence of the Bidders’ representatives who choose to attend in person at the address (2) below at 14.00 hrs GMT on July 25, 2014.
Bids must be accompanied by a Bid Security of US$ 5,000,000.00 or its equivalent in a freely convertible currency issued by a Bank which shall remain valid for 182 days from the date of Bid Submission.

10. Bidders are to note that the VRA is procuring the services of an Owner’s Engineer who shall assist in the procurement and supervision of this Project.
