3. Suggestions for River Management Policies of the Future

1) Creation and Vitalization of River Culture for Satisfaction Enhancement

This study reviewed the Seoul Han River Renaissance Project as a domestic case, and the Great River Project in USA as a foreign case. As a result, this study suggested the following conclusions:

First, there are two ways to create river culture. One is a developmental approach to install facilities near the rivers and another is a conservation approach to preserve the surrounding environment of rivers. Second, it is important to develop various programs.

Third involves the role of civil sectors. Fourth is the role of river management agencies.

The policy direction is as follows. There are three ways to create a desirable river culture Direct means, indirect means, and policy means. Direct means involve using, experiencing, and conserving rivers directly. Indirect means are to support, educate, and publicize current knowledge about rivers and support creative activities. Policy means would support and nurture the direct and indirect means so as to ensure stability in managing the rivers.

2) Vitalization of River Use for Enhancement of Behavioral Satisfaction

This study reviewed the Oncheoncheon Stream in Busan as a domestic case and the Arakawa River in Japan as a foreign case. As a result, this study provided the following suggestions. First, it is necessary to secure various materials on rivers and in facilities in the relevant areas. Second, it is necessary to develop various facilities and

round programs for river users, so the public will have a strong and broad interest in using them. Third, detailed usage guides and active promotion are required for the convenience and education of those who use the rivers.

The policy directions are as follows. The policy directives for the use of rivers are:

to provide safety, convenience, communication, diversity and comfort. First, in the aspect of safety, it is necessary to prevent the accidents of river users on water and at watersides, such as slipping, drowning, falling off, crashing, and so on. Second, in the aspect of convenience, it is necessary to expand convenience facilities, information facilities, rest facilities, exercise facilities, and leisure facilities based on the demand and use patterns of

river users. Third, in terms of communication, a continuous expansion of faculties and means is required for realtime two-way communication and information exchange between river management agencies and river users. Fourth, in the aspect of diversity, it is necessary to develop concepts and programs that will allow and support four-season use of rivers. Fifth, in the aspect of comfort, we should consider improvement of water quality, improvement of ecological conservation, improvement in the creation of landscape and green zones, and installation of art sculptures.

3) Enhancement and Strengthening of River Functions for Creation of New River Values

This study reviewed the Taehwa River in Ulsan as a domestic case and the Isar River in Germany as a foreign case. The suggestions obtained from the study are as follows. First, there is a growing recognition that conservation of the environment is not a meaningless investment, but a sound and essential one that is necessary to improve the surrounding environment, and improve the quality of life for residential communities. Second, the design of all facilities close to rivers should be planned so they are safe from floods. Third, research on the characteristics of river environments by area or regions should be done, and should then include careful study of the ecological correlation between the river factors and environmental factors of surrounding regions, as well as among each separate river factor.

Fourth, a method or a plan should be developed, provided, and used to judge the economic, social and environmental effects of, and influence of environmental maintenance, improvement, and restoration projects on the rivers in both qualitative and quantitative ways.

The policy directions are as follows. In order to create new values for rivers, it is necessary to study the new uses and functions that will involve people and rivers, while maintaining basic existing river functions such as flood control, water utilization, and environmental functions. In particular, research on ecological correlation between rivers and surrounding areas or regions is needed.

4) Vitalization of Regional Economy Using Rivers

This study reviewed the Namdaecheon River in Yangyang as a domestic case and the RiverWalk in San Antonio, USA as a foreign case. It provided the following suggestions. First, nature-friendly development will contribute to the growth of a regional economy while maintaining various conventional river functions. Second,

research and analysis on the assets of rivers and the surrounding areas or regions, is required. Third, in order to revitalize a regional economy, understanding and cooperation among all relevant parties, and proper role assignments are necessary, and reasonable distribution of profits should be guaranteed.

The policy directions are as follows. It is necessary to provide a variety of plans to enhance the economic vitality of surrounding regions, all of which should be based on river conservation, river use, and the vitalization of river culture. For this purpose, it is necessary to develop river usage in ways which are connected with the history, culture, tourism, and special resources of the surrounding regions.

5) Vitalization of Regional Governance through Building and Operation of a Network among Members

This study reviewed the Daepocheon River Restoration Campaign in Gimhae as a domestic case and the Bievre River in France as a foreign case. The followings are suggestions from the study. First, a variety of parties should actively participate in water governance for river management. Second, proper role assignments of the participants are required. Third, the roles in operational organizations are very important. Fourth, legal and administrative support is needed for persistent and stable management of rivers.

The policy directions are as follows. First, introducing water governance to river management should be considered positively. Second, profound research is required, along with discussions among the participants regarding water governance, participation types, role assignments by participant, operations of water governance and background for support.
